Item Background: This purchase is proposed to provide administrative relief under ROGO. The owner of the subject property has competed unsuccessfully in ROGO for four years to build a single- family home. His 10/13/00 ROGO score was 10, while a score of 19 was necessary to receive an allocation. The subject property is located in Tropical Bay subdivision on Big Pine Key, zoned Improved Subdivision (IS) and located in the National Key Deer Refuge. The vegetation on the subject property is disturbed and has been mowed. Under the proposed contracts, the Land Authority will purchase the subject lot from the current owner for $32,000, sell the lot to the adjoining homeowner for $16,000, and retain a conservation easement. The conservation easement will prohibit all structures, require that the property be maintained free of invasive exotic plants, and will allow mowing. The Land Authority's net purchase price for the conservation easement will be $16,000. Funding for the purchase of the conservation easement will come from the State's Preservation 2000 program. The Land Authority's standard contracts for purchase and sale will be used. The attached spreadsheet lists the legal description, purchase price, and closing costs for this transaction. Advisory Committee Action: On January 31, 2001, the Advisory Committee voted 5/0 to approve this item. Previous Governing Board Action: The Board has approved similar transactions.
