AGENDA ITEM: A resolution amending resolution 229A-2000 in order to establish an inspection fee for
the flood inspection program.
ITEM BACKGROUND: The Citizens Task Force appointed by the Monroe County Board of County
Commissioners recommended that the Federal Emergency Management Agency ("FEMA") establish an
insurance inspection procedure for Monroe County as a means of compliance with the Floodplain
Management Criteria. The Board of County Commission Resolution 253-1998 supported the
implementation of the Insurance Inspection Program. FEMA promulgated rule making establishing a flood
inspection program in Monroe County with an implementation date of January 1, 2001. The Monroe
County Growth Management Division has detennined a reasonable and equitable fee for the services to be
provided by County staff under the Flood Insurance Inspection Program.
PREVIOUS RELEVANT BOCC ACTION: June 11, 1998 approval of BOCC Resolution 253-1998
regarding the inspection program; June 15, 2000 approval of BOCC Resolution 229A-2000 amended
Resolution 38-1999 regarding non refundable application fees.

A RESOLUTION AMENDING RESOLUTION NO. 229A-
2000 IN ORDER TO ESTABLISH AN INSPECTION FEE
FOR THE FLOOD INSPECTION PROGRAM.
WHEREAS, Resolution No. 253-1998 confirmed the commitment of Monroe County to
continue to participate in the Federal Emergency Management Agency Floodplain Management
Program; and
WHEREAS, Resolution No. 253-1998 confirmed the Board of County Commissioners
("BOCC") unwillingness to risk the imposition of penalties resulting from probation or
suspension of Monroe County from the National Flood Insurance Program (NFIP"); and
WHEREAS, it is desirable, for the health, safety and welfare and economic well being of
the residents of Monroe County, that Monroe County adhere in good faith to the requirements of
the Monroe County Floodplain Management Ordinance and 44 CFR criteria; and
WHEREAS, the Citizens Task Force appointed by Monroe County Board of County
Commissioners, recommended that the Federal Emergency Management Agency ("FEMA")
establish an insurance inspection procedure for Monroe County as a means of compliance with
the Floodplain Management Criteria; and
WHEREAS, FEMA has promulgated rule making that establishes a flood inspection
program in Monroe County; and
WHEREAS, the Monroe County Growth Management Division will implement an
inspection program as part of this program; and
WHEREAS, it is necessary to charge a fair and equitable fee for this service which the
Monroe County Growth Management Division will perform upon demand; and
WHEREAS, the Monroe County Growth Division has determined that the following is a
reasonable and equitable fee for the services to be provided; NOW THEREFORE
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE
COUNTY, FLORIDA THAT:
Resolution No. 229A-2000 is hereby amended to add the following building inspection fee:
SECTION 1. Resolution 229A-2000 is hereby amended to add the following building
inspection fee in new subsection (g)(5):
"Floodplain compliance inspection........................... ...... ...... .$50.00"

SECTION 2. The Clerk of the Board is hereby directed to forward one (1) certified copy of this
resolution to the Division of Growth Management.
