HONORABLE COMMISSIONERS:
Florida Rock and Sand Company has a need for a port site to load very
long concrete electric poles from their Florida City Plant. These
poles will be manufactured at their plant located on the Card Sound Rd.
and shipped~transported to needed sites through out the State oft
Florida. At the present time the poles are being transported one at
a time on pole truck trailers to sites in central Florida. You may
have seen some of these vehicles transporting one pole at a time on
pole truck trailers to sites in central Florida. You may have seen some
of these vehicles transporting one pole at a time for the power poles
being installed on the Overseas Highway just opposit the Naval Air
Station in Key West. The pole trailers can carry only one pole at a
time because of the weight of the pole plus the length. Under highway
regulations, the trucks are required to have a safety truck in front of
and behind the pole trailer. This creates a safety hazard for these
long hauls up to the central Florida locations.
Florida Rock and Sand Co. has investigated using a barge as the transport
vehicle. The barge can carry as many as ten (10) poles at a time and
would be a lot less hazardous to highway trafic and not to mention the cost.
There 1S an area on the east (north) end of the Card Sound Bridge and just
south west of the toll booth that has been used as a barge docking
facility when and since the bridge was built. The hope is to tie up the
barge at this site and load ten poles on the barage over the site and haul
the barge out to the inter-coastal w~ter way and up north through the
existing channel. The poles would be lifted over the site via a crane
truck which would be driven thru the toll booth after the barge is loaded.
The vehicles would not be going over the bridge.
This is not a project that would be determinal to the environment. The
channel is deep enough to carry the loaded draft of the barge and the
tug boat.

Dear Mr. Fouts:
I apologize for my tardiness in getting back to you on the above referenced project. However,
after careful review, I can not overturn the determination reached by my staff concerning the
permitting of a barge transfer site at the location proposed. The land has no current zoning, but
the Comprehensive Plan is fairly explicit that any land within Monroe County on the mainland is
presumed to be zoned Mainland Native.
Mainland Native doesn't allow for the use proposed. Therefore, the Growth Management Division
can not approve any application for development approval of the proposed project.

:lvolves loading of a barge from uplands adjacent to Card sound
1oad. The barge-loading site is located at the foot of the Card
;ound Road Bridge over the Intracoastal vlaterway, in sections
~8/19, Township 59 south, Range 40 east, Monroe County, Florida.
You have indicated that your client does not intend to
:erform any dredging or filling nor would any structures be
:onstructed in Waters of the United States. Based on the
cnformation you have provided, the U,S. Army Corps of Engineers
I,corps) does concur with your determination that a Department of
Army permit will not be required in accordance with Section 10 of
che Rivers and Harbors Act of 1899 or Section 404 of the Clean
Wa~er Act. However, cased on our Geographic Information System
GIS) and local knowledge of the site, the Corps would like to

rOJect slte. Seagrass are considered Essential Fish Habitat
