Agenda Item Wording: Approval to purchase property with Preservation 2000 funds - Tropical Park
subdivision.
Item Background: Staff proposes to make purchase offers of 115% of the 1986 assessed value for all
lots in this subdivision located above the mean high water line. These purchases are proposed to
protect property rights and natural resources and to implement the County's comprehensive plan work
program. Most of Tropical Park subdivision on Big Pine Key is zoned Native Area (NA) and designated
Residential Conservation (RC) on the Future Land Use Map, with a few lots zoned Suburban
Commercial (SC). Individual lots in this subdivision are too small to meet the four-acre minimum
necessary to build a single-family home. The subdivision is located in the National Key Deer Refuge
and the State Coupon BighUKey Deer CARL project. The vegetation is a mix of pineland, transitional
wetland, and mangrove. Any residential development in this area would be subject to ROGO.
This proposal will result in an estimated 56 offers involving 259 lots at a total estimated cost of $80,000.
Funding for these purchases will come from the State's Preservation 2000 program, which will restrict
future use of the property to conservation and public recreation. The Land Authority's standard
purchase contract will be used. The property's current assessed value is $50 per lot.
Advisory Committee Action: On April 26, 2001 the Advisory Committee voted 5/0 to approve this
proposal.
Previous Governing Board Action: On April 19, 2001 the Board directed staff to make the purchase
of property in the CARL Coupon BighUKey Deer project the Land Authority's highest priority in order to
comply with the County's comprehensive plan work program deadline of July 12, 2001.
