ITEM BACKGROUND:
In October 2000, the BOCC approved a grant agreement with the Florida Department of Community Affairs
which provided funding to complete the PREPARATION OF A POST-DISASTER PLAN TO IDENTIFY AND
ADDRESS IMMEDIATE PRIORITIES FOR THE RECOVERY AND REDEVELOPMENT OF THE
FLORIDA KEYS AFTER A NATURAL DISASTER. At the February 22, 2001 meeting of the BOCC, the
Department requested and received permission to advertise for a Statement of Qualifications from firms capable
of completing the project. The Notification of Request for Qualifications was placed by the Purchasing
Department. The Technical Review Committee received and reviewed the Statements of Qualification. There
were two responses. The Committee unanimously agreed the one Statement was insufficient and unresponsive
while the second Statement, that of Analytica, was given an excellent ranking. Staff recommends that the BOCC
approve the selection of Analytica as the consulting firm to prepare the plan and direct staff to enter into
contract negotiations with Analytica.

SUBJECT: Review of Statements of Qualifications - Post-
Disaster Redevelopment Plan for the Florida Keys
Background
In October of 2000, the Board of County Commissioners approved a
request for consulting firms to submit Statements of
Qualifications (RSQ) for preparation of a plan entitled:
~A POST-DISASTER REDEVELOPMENT PLAN TO IDENTIFY AND ADDRESS
IMMEDIATE PRIORITIES FOR RECOVERY AND REDEVELOPMENT OF THE FLORIDA
KEYS AFTER A NATURAL DISASTER"
The purpose of this Request for Statements of Qualifications is to
fulfill the requirements of Objective 217.2 of the Monroe County
Year 2010 Comprehensive Plan. The Post-Disaster Redevelopment Plan
will specify procedures for implementing programs for immediate
repair, replacement and cleanup, long-term rebuilding and
redevelopment after a natural disaster and specify guidelines for
the post-disaster redevelopment for incorporation as amendments to
the Comprehensive Plan.
The proj ect is to be funded through a grant with the Florida
Department of Community Affairs in the amount of $87,950.
A notification of Request for Statements of Qualification was
advertised 22 January 2001. Two responses (Arbor Tree & Land Inc.
and the Analytica group) were received by the closing date of 27
February 2001.
The Statements of Qualifications were reviewed by a committee
consisting of the Director of the Growth Management Division, the
Director of the Planning & Environmental Resources Department, the

Department, the Director of the Lower Keys Island Planning Team,
the Building Official, the Director of the Emergency Management
Service, and the Flood Plain Administrator.
Review of Statements of qualifications
Applicants were requested to address the following main objectives
of the planning effort:
1. Establish a decision-making framework for the variety of
redevelopment issues to be considered. Such issues will
address the responsible entity and procedures for making
decisions regarding repair, reconstruction and relocation of
damaged structures and other facilities.
2. Establish guidelines and criteria for determining the
feasibility, cost-effectiveness and impacts of repairing
versus relocating structures.

The Review Committee ranked each firm based on the following
criteria:
· Professional Qualifications Background in land use
redevelopment planning and hazard mitigation planning
· Extent to which the Response addresses the obj ecti ve areas of
the RSQ
· Extent to which the respondent can demonstrate similar previous
efforts in Florida or elsewhere

· Extent to which the methods and approach to data collection and
assessment will lead to realistic strategies that can be
implemented in the Florida Keys
Arbor Tree & Land, Inc.
The Review Committee was unanimous in finding that the submission
by this firm was ~non-responsiven and unacceptable.
Analytica
In addition to the attached Response to Statements of
Qualifications submitted by Analytica, on April 23, 2001 the group
came to our office and was interviewed by the committee.
The Committee agreed that although the group has not actually
completed such a plan, the group's experience makes it perfectly
capable of undertaking this effort.
The Committee agreed the group's responses to the objective areas
of the RSQ were acceptable and although the group did not have
direct experience in all areas, it has the qualifications to
prepare a quality plan.
The Committee agreed that although the group had no direct
experience with the Florida Keys, it was able to adequately
demonstrate, through previous efforts in Florida and the Virgin
Islands (in both tourist and seaside areas), and was qualified to
undertake this effort.
The Committee agreed that the group demonstrated that its methods
and approach to data collection and assessment would lead to
realistic strategies that can be implemented in the Florida Keys.
Recommendations
The Review Committee recommends the firm of Analytica for
preparation of the Post-Disaster Redevelopment Plan, Should the
Commission agree approve this recommendation, the BOCC should
direct County staff to enter into contract negotiations with this
firm immediately.

Dear Sirs:
I am pleased to submit this response to your RFP for post-disaster
redevelopment planning. This proposal represents a multi-firm collaborative that
brings together firms with expertise in comprehensive and land use planning,
public financial emergencies, disaster management and process facilitation. The
principals of each firm are briefly introduced below. We have worked with each
other on numerous projects over the years and have an extensive record of
partnering to provide our clients with the highest quality services. Fuller
biographies and resumes will be found in the response itself.
The lead members of the collaborative include:
· Larry Arrington. Project Manager. He is a former Volusia County Manager
who during his tenure managed both hurricane and wildfire emergencies.
· Bob Gray. Comprehensive and Land Use Planner. He developed disaster
mitigation plans for the U.S. Virgin Islands following Hurricane Hugo.
· Terry Henry. Disaster Management Specialist. Managed a number of
natural disasters during his career. Instructor for FEMA.
· Herb Marlowe. Process Facilitator/Methodologist. Specialist in facilitating
group analysis and planning, systems modeling, and statistical analysis.
· Gail Sittig. Financial Emergency Specialist. She is a former Florida Chief
State Economist. Developed financial projections for Hurricane Andrew.
Managed the City of Miami financial crisis.
Our method is one designed to ensure a comprehensive identification of the
issues that Monroe County will face in a post-disaster situation, how those issues
are linked to one another and how issues can be prioritized from a systems
perspective. We will work with you to developed a highly localized plan that
addresses a range of scenarios.

The members of the team include (in alphabetical order):
Larry Arrington, Project Manager
· Mr. Arrington, Principal of Arrington & Associates, provides a variety of
management consulting services to Florida jurisdictions, including strategic
planning, economic development and redevelopment technical assistance, and
organizational analysis. In his former role as County Manager for Volusia
County he had overall emergency management responsibility which was
exercised in preparations for several hurricanes during the period 1995-2000,
including Hurricanes Irwin (1995); Fran and Bertha (1996); Irene (1999) and
Gordon (2000). He also was County Manager of Volusia County during the
Wildfires of 1998, which demanded a month-long fully-activated emergency
response and an extensive recovery period. He has received extensive
disaster response, mitigation, and recovery training at the Federal Emergency
Management Agency (FEMA) Training Center in Emmetsburg, Maryland. In
this project he will serve as Project Manager responsible for overall project
coordination. Assisted by Dr. Marlowe, he will be responsible for production
of the various reports and deliverables of the project as well as his expertise
in the management of public disasters.
Bob Gray, Comprehensive Planning Specialist
· Mr. Gray is the President of the Strategic Planning Group (SPG). SPG is a
planning firm that provides a variety of comprehensive planning, land use
planning and economic development consulting. Mr. Gray has extensive
experience in comprehensive plan development and developed disaster
mitigation plans for the U.S. Virgin Islands in the aftermath of Hurricane
Hugo. In this project he will contribute both his expertise in disaster planning
and his expertise in translating the products of this project into a
comprehensive plan form.
Terry Henry, Emergency/Disaster Planning Specialist
· Terry Henry is President of TMH Consulting, a Florida based consulting firm
focusing on public works management. He has 38 years experience in
organizational leadership, operations and training, emergency, public works,
and construction project management. He recently retired as Public Works

Director for Volusia County, Florida. Prior to his retirement as a Brigadier
General in the United States Army, Mr. Henry held responsible leadership
positions commanding major organizations in combat and non-combat
environments. He developed expertise in community management,
emergency response actions, and infrastructure restoration and
redevelopment. During his tenure with Volusia County, he established the
County's first stand-alone emergency management program and was
successful in coordinating its emergency response activities with the County's
14 municipalities. In the aftermath of Hurricane Andrew, he served the Office
of the Governor by coordinating the flow of relief supplies to the devastated
area of South Florida. Mr. Henry currently serves as an adjunct professor for
public works in disaster response and recovery at the National Emergency
Training Center. He also serves as a subject matter expert for the Office of
State and Local Domestic Preparedness, U.S. Department of Justice in the
area of local government response and recovery training for terrorism and
weapons of mass destruction.
Herb Marlowe, Process Facilitator and Research Methodologist
· Dr. Marlowe, the Principal of Analytica, will serve in this project as the
facilitator of the various conferences and workshops in addition to assisting
Mr. Arrington with document preparation. Dr. Marlowe has extensive
experience in facilitating public policy planning on issues such as land use,
economic re-development, public conflicts, water supply, environmental
protection, and other issues involved in comprehensive planning. While his
role on this project is not to serve as a disaster expert, in his military career
he was part of the team that responded to Hurricane Camille.
Gail Sittig
Ms. Sittig has 22 years of governmental finance experience at the state, city
and county levels. She runs her own consulting company and works part-time
for Ernst & Young, LLP assisting with business development in the
southeastern United States. In her positions as Deputy Budget Director and
State Economist for the State of Florida, Ms. Sittig's responsibilities included
financial oversight responsibilities for many of the natural disasters, which
Florida has incurred from 1986- 1998. As State Economist in 1992, Ms. Sittig
was responsible for preparing the estimates of damage in the aftermath of
Hurricane Andrew. Preparing these estimates required understanding all
aspects of the damages incurred, not just the physical ones. The estimate of
$30 billion in damages was used by Governor Chiles in Washington D.C. to
gain a reduction in the State's required FEMA match. Ms. Sittig also
developed the State's local FEMA match assessment process.

RSQ Objectives: The Analytica Method
Introduction
Analytica proposes a comprehensive and rigorous method that will produce the
fOllowing results:
· A detailed understanding of the issues involved in post-disaster
redevelopment.
· A decision matrix delineating redevelopment issues, responsible entity, and
decision making
· Structure Repair vs. Relocation Tri-Factor (Feasibility/Cost/Impact) Analysis
Protocols
. Prioritization Procedures
· Accelerated Permitting Process Model
· Implementation Plan
The method by which these results will be produced is described below. The method
is presented in four forms. The first is a description of the results and deliverables
the method will produce. The second is description of the method as a series of
steps. The third is a graphical overview of the method. The fourth is a summary of
the events comprising the method.
Method: Results & Deliverables
Result: A detailed understanding of the issues involved in post-disaster
redevelopment.
Analytica will facilitate three mapping conferences in which the various issues
involved in post-disaster will be identified and their relationships established.
Mapping conferences utilize a variety of software tools to delineate the
various issues involved in post-disaster redevelopment by category and
hierarchical level. These issues are then linked in either one or two way
directions. This mapping produces a road map of the actions and decisions
that will need to be addressed in post-disaster planning. The mapping also
guides the development of policies and procedures by identifying linkages
that must be addressed and scheduled in plan implementation. Table 1 lists
some potential redevelopment issues.

Once the maps have been developed and accepted, the next step in the
method will be five planning conferences. The consulting team, based on the
final maps, will develop an initial decision matrix. This matrix, an example of
which is shown in table 2, will identify the issue, specify the responsible entity
for that issue, and specify the decision questions and criteria which should be
answered and applied to determine if the appropriateness of repair,
reconstruction or relocation. This criteria assessment will yield a priority
score based on a formula developed in these planning conferences.

As part of the planning conference process just described, the consulting
team will develop a set of Structure Assessment Protocols that will form the
decision guideline component of the Decision Matrix. These protocols will be
reviewed and modified in the Planning Conferences. For each criterion an
appropriate rating scale will be developed. Depending upon the criteria the
scale could be a Likert type scale, a Yes-No response or an absolute measure

Result: Prioritization Procedures
Using a Delphi procedure between planning conferences, the various criteria
will be weighted. Should it be appropriate and sufficient data available, a
regression model can be developed which could be used to derive weights
solely or in combination with the Delphi weighting results. This weighting will
be used to develop standard formulas plus an adjustment rating that can be
used to generate the priority score.

Result: Accelerated Permitting Process Model
To produce this result the Consulting Team will facilitate five process re-
engineering workshops. In these workshops the existing permitting process
will be documented from a process perspective. In addition to describing
each step the contribution of that step and its requirement basis will be
identified. Once the current process is documented and accepted as valid, an
accelerated process will be developed by identifying (1) steps that could be
waived in their entirety, (2) steps that could be waived partially, (3) steps
that could be compressed, (4) steps that could be reviewed at a latter point:
and (5) steps that could be done in some differently way under emergency
conditions. The review and selection of these options will create an
accelerated permitting process.

Results: Implementation Plan
Based on the work to date, a Scenario Workshop will be held in which various
scenarios will be developed and the response plan for each scenario will be
developed. This plan will be formalized, circulated for comment, and approved
in a final working meeting.

The Method: A Step Presentation
Analytica will produce the above results through a six-step process that is
summarized below.
Step 1.0.
Planning Meeting.
This planning meeting will review the process, modified as appropriate, and
logistical decisions made.

Step 2.0.
Mapping Conferences
These conferences will identify the redevelopment issues and the linkages and
interactions among those issues.
Step 3.0.a. Structure Evaluation Decision Protocols Development
Analytica will develop an evaluation form and process that can be used to
evaluate the feasibility, cost-effectiveness and impact of repair vs. relocation.
Step 3.0.b. Development of Prioritization Procedures
Analytica will develop formulas for prioritizing resources and projects.
Step 4.0.
Formulation of Decision Matrix
The information from step 3.0 will be integrated though a series of planning
conferences into a full decision matrix that can be used to guide post-disaster
planning and redevelopment.
Step 5.0.
Development of Accelerated Permitting Process
A series of process re-engineering workshops will be conducted to develop an
accelerated process.
Step 6.0.
Development of Implementation Plan
A series of scenario modeling events will be used to develop a comprehensive

the operational coordination of responses.
Hurricane Andrew. In her positions as Deputy Budget Director and State
Economist for the State of Florida, Ms. Sittig's responsibilities included financial
oversight responsibilities for many of the natural disasters, which Florida has
incurred from 1986- 1998. As State Economist in 1991, Ms. Sittig was responsible
for preparing the estimates of damage in the aftermath of Hurricane Andrew.
Preparing these estimates required understanding all aspects of the damages

Disaster Mitigation Plan for St. John, United States Virgin Islands - Bob Gray,
as the Principal of the Strategic Planning Group (SPG) and member of this team, was
retained by the Government of the United States Virgin Islands to develop a long
range comprehensive growth management plan for each of its three main islands.
SPG started its fieldwork four days prior to the island being hit by Hurricane Hugo.
Over the next two years, SPG was responsible for both short term mitigation
planning as well as long range land use planning for St. John including preparation of
new mitigation plans and land development codes.
VIRGIN ISLANDS
Disaster Mitigation Plan for St. Croix, United States Virgin Islands - SPG was
retained by the Government of the United States Virgin Islands to develop a long
range comprehensive growth management plan for each of its three main islands.
SPG started its fieldwork four days prior to the island being hit by Hurricane Hugo.
Over the next two years, SPG was responsible for both short term mitigation
planning as well as long range land use planning for St. Croix including preparation
of new mitigation plans and land development codes. The island of St. Croix was
significantly impact by the Hurricane, which literally downed all electric and phone
lines. It was a full twelve months before all utilities were restored on the island.
VIRGIN ISLANDS
Disaster Mitigation Plan for St. Thomas, United States Virgin Islands - SPG
was retained by the Government of the United States Virgin Islands to develop a
long range comprehensive growth management plan for each of its three main
islands. SPG started its fieldwork four days prior to the island being hit by Hurricane
Hugo. Over the next two years, SPG was responsible for both short term mitigation

planning as well as long range land use planning for St. Thomas including
preparation of new mitigation plans and land development codes.
VIRGIN ISLANDS
Disaster Mitigation Plan for Water Island, United States Virgin Islands - SPG
was retained by the Government of the United States Virgin Islands to develop a
long range comprehensive growth management plan for each of its main islands
including Water Island located adjacent to St. Thomas. SPG started its fieldwork
four days prior to the island being hit by Hurricane Hugo. Over the next two years,
SPG was responsible for both short term mitigation planning as well as long range
land use planning for Water Island including preparation of new mitigation plans and
land development codes.
Financial Emergencies
Ms. Sittig was responsible and continues under contract with the Executive Office of
the Governor to assist the state with resolving local government financial
emergencies as required pursuant to s. 218.503 F.S. Ms. Sittig wrote the
intergovernmental agreement between the State of Florida and the City of Miami and
presently serves as Chief of Staff to the Financial Oversight Board for the City of
Miami. Since 1996 with the inception of the Oversight Board the City has gone from
a $68 million deficit to a $40 million surplus with annually balanced operations. Ms.
Sittig has handled numerous other financial emergencies including the 1994 financial
emergency in Escambia County.
Social Emergencies
St. Petersburg Race Riots. Dr. Marlowe facilitated the Mayor's Committee that was
charged with devising response strategies in the aftermath of the riot.
Realistic Strategies
We have proposed a systematic and thorough process that will surface and address
all the potential issues that could arise in a post-disaster situation. The
thoroughness of this examination and the identification of linkages between these
issues is the first guarantee of a realistic plan.
In addition to the thoroughness of our planning, we bring an experienced planning
and management team to this process. This combination of skilled planning
combined with real world experience results in a high degree of realism. We are
thoroughly familiar with local, state and federal response capabilities. Our knowledge
of the emergency response system combined with our practical field experience
ensures we will develop realistic strategies.
Finally, our process itself ensures a highly localized set of strategies. We work in
collaboration with local officials to understand the issues and shape responses, which
the county has or can, obtain the core competencies to deliver.
Combining our expertise, our field experience with a thorough and localized process
will generate strategies that are comprehensive, sound and realistic.

LAWRENCE W. ARRINGTON
Lawrence W. Arrington is President of Arrington & Associates, a Central
Florida based governmental consulting firm. He has 27 years experience in publiC
policy and administration as a manager and consultant. He recently completed a
four and one-half year tenure as County Manager of Volusia County, Florida, serving
as head of the executive branch of a chartered, council-manager government. He
has returned to his consulting practice, which he began in 1991, after having served
as Volusia's Deputy County Manager. Earlier in his career, he served as Assistant
County Manager of Leon County, Florida in the capital city of Tallahassee, and as a
Congressional Aide in Washington, D.C.
Mr. Arrington has had much experience with public policy and management
issues, is an experienced advisor to policy-makers, and facilitator of consensus
among diverse interests. Throughout his consulting career, he has developed
expertise in strategic planning, goals setting, and community visioning for a diverse
client base, including cities, counties, statewide associations, and non-profit
corporations. Mr. Arrington also has expertise in governmental restructuring and
reform issues, and is widely considered an expert in the use of county charters,
formation of public-private partnerships, intergovernmental service delivery
arrangements, and other innovative structural and policy tools for local
governments.
He also has strong interest and experience in local government economic
development projects and programs, and is currently working with several counties
in northern Florida providing economic development technical assistance through a
contract with the Florida Association of Counties. He is familiar with economic
development planning processes; and incentive packages, and grants and loan
programs offered by State and Federal agencies.
In addition to his practical and consulting experience, Mr. Arrington has
taught public administration at the graduate level at the University of Central Florida
in Orlando, and has served as adjunct professor at Stetson University, teaching in
the Hollis Leadership Development Program and Political Science Department. He
holds bachelor and Masters degrees in political science from Stetson.

Terence M. Henry
Terence M. Henry is President of TMH Consulting; a Florida based consulting firm
focusing on Public Works Management. He has 38 years experience in organizational
leadership, operations and training, emergency, public works and construction
project management. He recently retired as the Public Works Director for Volusia
County Florida.
Prior his retirement as a Brigadier General in the United States Army, Mr. Henry held
responsible leadership positions commanding major organizations in combat and non
combat environments. He developed expertise in community management,
emergency response actions and infrastructure restoration and redevelopment.
Upon joining Volusia County, Mr. Henry established the County's first stand alone
emergency management program and was successful in coordinating its emergency
response activities with those of the 14 municipalities. In the aftermath of Hurricane
Andrew, he served the Governor's Office by coordinating the flow of relief supplies to
the devastated areas in south Florida.
As Public Works Director, Mr. Henry managed an organization of over 500 people
with an operating budget in excess of $95 million. During his tenure, he was
responsible for both the immediate response and long-term infrastructure recovery
from hurricanes, wildfires and other lesser natural disasters. He was responsible for
the overall planning, development, operations and maintenance of County
infrastructure to include roads and bridges, water and sewer facilities, and a landfill
serving two counties
In addition, to his practical and consulting experience, Mr. Henry is an adjunct
professor for Public Works in disaster response and recovery at the National
Emergency Training Center. He also serves as a subject matter expert for the Office
of State and Local Domestic Preparedness, U.S. Department of Justice in the area of
local government response and recovery training for terrorism and weapons of mass
destruction (WMD). He has construction project management contracts with The
County of Volusia and The International Speedway Corporation.
Mr. Henry holds a bachelors degree in Industrial Management from The Ohio State
University and a Masters degree in Management from Auburn University.

Herbert A. Marlowe, Jr.
Background
Dr. Marlowe received in Ph.D. from the University of Florida, where is specialized in
organizational development and group performance issues. His undergraduate work
was also at the University of Florida.
Prior to completing his Ph.D., he had served as an organizational development
consultant for the U.S. Navy where he was a member of the team that developed the
Navy's first structured and systemic attempt to reconfigure itself on-going
improvement. After completing his doctoral coursework at the University of Florida,
he jOined the Florida Mental Health Institute. There he was a member of the team
charged with developing and implementing a new approach providing mental health
services in the state hospital system.
After receipt of his Ph.D, he joined the staff of the University of Florida in a Center
focusing on the state's environmental issues. While there he managed a number of
research projects. Upon joining another Institute in the University, he was lead
consultant to a water utility developing and implementing an organizational
improvement program.
Upon completion of this project, he established Analytica as a full time consulting
practice. The practice began with a focus on client's seeking to improve the
performance of their organizations. This led to an increased number of strategic
planning engagements not only for organizations but for communities as well. Over
time his research skills were applied to the development of performance
measurement systems for clients. This work led to additional research and
evaluation studies for clients.
Dr. Marlowe published extensively during his academic career and he has continued
to publish scientific and professional articles. A recent evaluation study for a client
will be published in the premier academic journal for that field. He has had articles
published in journals such as: State and Local Government Review, Evaluation
Review, Public Productivity and Manaaement Review, the Journal of the American
Water Works Association, the Journal of Educational Psvcholoav, the Public Manaaer,
Journal of Manaaerial Psycholoay, Hosoital and Community Psychiatry, the Journal of
Correctional Psycholoay. In addition he has edited a number of books, technical
reports and book chapters.

GALE GRUNDER SITTIG
BACKGROUND
Ms Sittig received her Bachelors and Masters of Public Administration Degree from
the University of Central Florida. She began her career with Volusia County, Florida
as a Project Accountant for two capital projects which required bond financing,
construction of a Civic Center and a new Jail.
Her next position was Finance Director/Assistant City Manager for the City of
Daytona Beach Shores. There she oversaw all financial management functions. She
drafted five City Budgets and Annual Financial Reports, which were awarded
Certificates of Achievement by the Governmental Finance Officers
Association(GFOA). She prepared the City's five-year Capital Replacement &
Improvement Plan and Citywide Policy and Procedures Manual.
She then moved to the positions with the Executive Office of the Governor, State of
Florida, ultimately holding the position of Deputy State Budget Director. There she
served as a key advisor to the Governor on matters relating to State government
finance, budgeting and policy underlying the State budget. She was responsible for
directing the development and production of the Governor's policies and priorities,
State Comprehensive Plan guidelines, State needs assessments and revenue,
economic and general financial monitoring and oversight. She coordinated the
preparation of implementing legislation and worked with the Legislature to explain
and promote the Governor's Recommended Budget. She prepared the first
estimates of the economic damages of Hurricane Andrew. She also served as the
Governor's key local government advisor and handled a variety of local government
related issues including resolution of local government financial emergencies. She
was responsible for coordinating the efforts which resolved the financial emergency
in Escambia. She authored the Executive Order and Intergovernmental Cooperative
Agreement governing the City of Miami's financial emergency.
Other work she was engaged in during this period included involvement in state
oversight of Unisys Corporation's administration of the state employees pooled self
insurance plan, management of the Revenue and Economic Analysis Policy Unit
serving in the role of Chief State Economist and holding responsibility for all financial
implementing legislation including drafting capital financing legislation (P2000,etc.)
and Economic Impact Statements submitted with the Governor's Recommended
Budget.
Upon leaving the Governor's Office, she established her own consulting firm, Gail
Sitting Consulting Services. She has been a strategic partner with Analytica on
several projects.

Inc. with William Hodges as President. In 1999, Arbor Tree & Landscape Co.,
Inc., changed its name to Arbor Tree & Land, Inc. to reflect its seventeen years
of development into a diverse corporation which has a commercial Tree
Trimming and Pruning Division, an Earthmoving Division, and a Demolition
Division. The commercial Tree Trimming Division is headed by William
Hodges and Terry Hodges who are both Certified Arborists. The Earthwork
Division is headed by Thomas Mangano, who has over twenty years experience.
The Demolition Division is headed by John Rollins who holds numerous
environmental licenses. Arbor Tree & Land, Inc. currently has sixty five full

Experience
It is through the continued employment of the same management team referenced
above, that Arbor Tree & Land, Inc. owes its many experiences with Hurricane/
Disaster/ Emergency relief. Arbor Tree & Land, Inc. worked with Dade County
and FEMA during the Hurricane Andrew disaster. Arbor Tree & Land, Inc.
provided immediate services to South Florida Water Management after
Hurricane Irene under contract as a Pre-Approved Hurricane/Emergency
Vendor. We also simultaneously provided Hurricane Irene disaster clean up
services to Dade County.
· Hurricane Andrew - Arbor Tree & Land, Inc. cleared and hauled
vegetative and structural debris from disaster land area by using our
owned heavy equipment, grapple and shear attachments, and demolition
dump trailers. We cleared the waterways of debris by using heavy
equipment, barge, and staff divers to hook, chain. haul. and clear under
water obstructions We also coordinated the execution of our work with
governmental and municipal representatives, along with other contractors
providing other services.
· Hurricane Irene - Arbor Tree & Land, Inc. worked with South Florida
Water Management clearing vegetative and other generated debris from
several canals in order to maintain free flowing drainage. All debris was
tub ground and hauled away.
. Hurricane Irene - Arbor Tree & Land, Inc. worked with Dade County
staking and guying fallen trees in the right of ways.
