AGENDA ITEM WORDING: Approve a formal resolution by the BOCC approving the appointment

ITEM BACKGROUND: The Board of County Commissioners selected three members of a six
member committee to interview and approve applicants for Stephanie Walter's recently vacated
position with the Department of Health. Other members of the Committee were two members of the
State of Florida Department of Health and State Representative Ken Sorenson.

BE IT RESOLVED THAT THE BOARD OF COUNTY COMMISSIONERS OF MONROE
COUNTY, FLORIDA hereby confirms the appointment of Dr. Jake Rutherford as the Director
of the Monroe County Department of Health.

I write to request that the Monroe County Board of County Commissioners approve the
appointment of Doctor Robert Rutherford as Director of the Monroe County Health Department.
As you know, county health departments are a contractual partnership between Florida's
Department of Health and county government. Because of our desire to maintain this
partnership, and also as a requirement of state law, we partner with county government when
selecting a new health department director, In addition to you, Dr. Mark Szuarek and Ms. Mary
Joubert represented Monroe County in the selection process. Representative Ken Sorensen,
Doctor Alina Alonzo of the Palm Beach County Health Department and I represented the
Department of Health on that committee. The committee screened approximately twenty
qualified applicants and conducted interviews with six of the most highly qualified. It is our
unanimous recommendation that Doctor Rutherford be appointed to the position.
Doctor Rutherford is a licensed medical doctor and is a graduate of the Harvard medical school.
He holds a Master of Public Health degree from Johns Hopkins University and is board -certified
in emergency medicine, Dr. Rutherford has resided in Key West for over a decade and has
been active in various public health issues. I have verified his credentials, received positive
recommendations from his references and conducted background checks that show him to be
of good character. I am attaching a copy of Doctor Rutherford's resume.
1 would like Doctor Rutherford to begin his employment in July 2001 and would appreciate a
formal resolution by the Board confirming him to the position prior to that time. Doctor
Rutherford is available to appear before the Board in July if needed. Please let me know if that
is desired and I will notify Doctor Rutherford.
