Harris Park.
ITEM BACKGROUND: The County has received correspondence from the
Harris Park Neighborhood Association and from homeowners who live adjacent
to the Park expressing concern about facility overuse, disregard for rules and
regulations, speeding, littering, unauthorized uses, etc.
PREVIOUS RELEVANT BOCC ACTION: On March 22, 2001, the Board
continued an item concerning conceptual approval for certain upgrades to the
Park, and after discussing a list of improvements on May 16, 2001, the Board
continued this item pending staff review and recommendations.

1. Limit number of boats to available parking spaces - twenty.
ACTION TAKEN: "Boat Trailer Parking Limit 20" sign has been installed.
2. Limit trailer parking only to the boating area and only in boat trailer
parking spaces.
ACTION TAKEN: "Parking for Boat Ramp Use Only" sign has been installed.
Pending approval to lengthen the boat trailer parking area (Additional Staff
Recommendation item 1 on page 2), recommend installing a sign at each of
the twenty parking spaces marked "Parking for Boat Ramp Use Only."
3. Post speed at front gate at 10 MPH with black and white rectangular sign.
RECOMMENDATION: Install two (2) "10 MPH" speed limit signs.
4. Limit the size of boats to 25 foot. Install yellow stripes at front gate spaced 25
feet apart for the gate guard.
RECOMMENDATION: Amend Code Sec. 13.5-5 to limit boats to 25 feet. Upon
approval install stripes as indicated.
JERRY WILKINSON
1. Add parking around the basketball courts.
RECOMMENDA TION: Unpaved parking already exists; paving not required.
2. Post "no trailer parking beyond this point" signs. Tow away zone north of
boat parking.
RECOMMENDATION: Amend Code Sec. 13.5-5 to not allow parking north of
boat parking area, and vehicles with trailers in violation of this section will be
subject to tow away.
3. Post a sign that says "Park Open" or "Park Closed" and add a capacity
limit to the sign of 300 people.
ACTION TAKEN: "Park Open/Park Closed" sign installed on barricade for
attendant's use.
4. Raise fees for launching boats to $20.00 (car & trailer).
RECOMMENDATION: Amend Code Sec. 13.5-5U) to increase boat ramp fee
to $20.00 (additional revenue would be approximately $7, 150/yr. based on
last year's figures of 715 boats).
5. Limit locals to one vehicle (no caravans or multiple cars).
ACTION TAKEN: Supervisor has reviewed this policy with the Toll Attendant
and this has already been implemented.
6. Renovation of men's and women's bathrooms'near swimming area.
RECOMMENDA TlON: Existing bathrooms are adequate for the time being.
Include as part of upcoming master plan.
7. Remove the large FOOT US-1 "Harry Harris" & "Burton Drive" signs.
RECOMMENDA TION: BOCC Resolution to FOOT requesting that they
remove the "Harry Harris Park" sign but leave the Burton Drive sign.
ADDITIONAL STAFF RECOMMENDATIONS:
1. Relocate palm trees and lengthen boat trailer parking area by 10 feet
at an estimated cost of $8,500.
2. Add a project to the 304 plan to replace the ball field lights at an
estimated cost of $160,000 (with the type of lights installed at the Key
Largo Community Park).
3. Install a sign on Burton Drive near US1 listing park fees.
