ITEM BACKGROUND: The Propak Encore is patient monitoring equipment that will be purchased
for use on the trauma helicopter. The Purchasing Department and the County Attorney's Office have
evaluated the request to purchase the Propak Encore from a single source, see attached.
PREVIOUS RELEVANT BOCC ACTION: On April 19, 2000, the Board approved request
to submit a grant application to the Florida Department of Health, Bureau of Emergency Medical
Services, to fund an air ambulance project.

Monroe County EMS is working in conjunction with the Monroe County Sheriffs
Department to provide the citizens of Monroe County with a rotor wing air ambulance.
To help reduce the cost of the equipment that is required for the helicopter, Monroe
County EMS applied for and received a grant from the State of Florida for the purchase
of needed equipment.
Patients that will be transported by the helicopter will be either critical trauma or
medical patients. These patients need to have certain vital signs monitored at the scene
while en-route to a medical facility and from the helicopter-landing zone to the hospital
emergency department. The equipment that we are requesting to purchase is a We1ch
Allyn Propaq Encore model 202/EL.
The Propaq Encore is light enough that it can be removed from the helicopter and
taken to the patient so that the appropriate vital signs can be monitored. The patient is
stabilized at the scene, made ready for transport and placed aboard the helicopter; the
paramedics can continue to monitor the appropriate vitals signs while enroute to the
hospital. When the helicopter lands at the hospital, the equipment will be taken with the
patient so the vital signs can be monitored all the way to the emergency room. The
paramedic will be able to give the emergency room physician a printed copy of the
patient's vital signs. This is very important in the treatment in the patient. This is the
same type of equipment that is found in most Hospital lCU units and some hospital use
this equipment when ever a critical patient has to be moved from the lCU unit for
additional care.
The Welch Allyn Propaq is approved for use by the United States Air Force on
both fixed wing aircraft and its rotor wing aircraft. As far as I know, this is the only
equipment that is approved for this purpose. It is also the standard equipment that is used
by almost all the civilian aero-medical industry for monitoring patient vital signs.
The Propaq Encore monitors the following patient vital signs:
1. EKG
2. Patient respiration's
3. SA02
4. Endtial C02
5. Non-invasive blood pressure
For the above reasons, I recommend that Monroe County Purchase two (2) Welch Allyn
Propaq Encore units for a total cost of26,694.75 The reason that we are requesting two
monitors is the Monroe County Helicopter can transport two (2) patients and each patient
needs to be monitored.
I have checked with our main supplier of medical equipment Medic Master and
they have advised me that there is no other company that manufactures equipment like
the Propaq Encore for aero-medical use. I request that this equipment be purchased as a
sole source.

The Propaq Encore Vital Signs Monitors From the USAF
BEA VERTON, Ore. - November 17. 1997 - Protocol Systems, Inc. today announced
that the Propaq Encore monitors. including the Propaq 202EL, 204EL and 206EL, were approved by
the U.S. Air Force for use during all phases of flight on all USAF aircraft including small and large
body, fixed and rotary wing. The monitors were tested using military standards for operational
reliability and evaluated for compatibility with aircraft navigation and communications systems.
In meeting the stringent requirements for the USAF, the Propaq Encore monitors were tested
for acceptable baseline performance, electrical safety. electromagnetic interference (EMI). vibration,
environmental, altitude, rapid decompression and airborne feasibility. These tests. completed by
Armstrong Laboratory, deemed the Propaq acceptable for USAF aeromedical evacuation. Report
