Prior to the commission meeting I had several discussions with the Marathon airport manager Theresa Cook pertaining to Hangers On. After several hours of meetings it appeared that we had come to an agreement. This agreement would have resolvi the issues between the county and Hangers On at no cost to the county and acceptable to Hangers On. To my complete dismay after speaking to the commission on this proposal, which a week before was acceptable to both hangers on and Ms. Cook, I now found at the commission meeting Mrs. Cook speaking in opposition to the plan we had agreed just a week before. While it is certainly acceptable for one to change their position on the plan ;1 felt at the very least Mrs. Cook Could have given me notice prior to the commission meeting that her views had now changed and she was now opposed to the plan we had discussed and agreed to. I t appeared to me that Ms. Cook had one goal and one goal only ; that being to terminate the contract with Hangers On for enclosed hanger as specified in the contract ~...~ ~ Monroe county. ~ I have since the commission meeting and dealing with Ms. Cook sold my shares of hangers on. An end to this ordeal was nowhere in sight. Sincerely, ~ Rob DeField F" ' '-\ June 19,2001 To: County Commission RE: Hangars On We, "Hangers On" leasees have been in limbo for years because of the County's failure to honor their lease to us. We have been presented with two separate leases, both drafted by the county staff as directed by Commissioners, neither of which were honored by the county. Mr. Horton and his aides drafted the first lease approximately three years ago. I realize there has been a change in Commissioners, but this should not negate any prior arrangements made in good faith. I am personally unsure how the county staff arrived at the figure of $134,000.00 for the hangars, but, that figure is certainly in error by your staff's own figures. In the letter from Michael Barnes to Rob Wolfe dated June 11,2001, county staffwill pay rent of$398.80 per month. (Item "D") Rationale Subject hangars (4) $134,000.00 or $33,500.00 per each hangar. Divided by 84 months, that is $398.80 per month. Eighty-four months rent free to principals, but the county will pay $398.80 a month to owners of new hangars. (MHO Project) This option was offered to Hangars On by county staff ( Seven years free rent) Our Perspective Twenty years times twelve months times $398.80 equals $95,712.00 times four equals $382,848.00. This figure is closer to being agreeable than is the county staff estimate. I realize the square foot lease price we pay the county has not been deducted from the $382,848.00 figure. In view of all that has transpired and the prior lease we had signed, I think it would be beneficial to all parties to finalize a lease that is acceptable. In my opinion, Mr. Rob Wolfe's summary of "Hangars On" options are unacceptable. ;2/ 41- Robert L. Cayce, Jr. t.t.\-
