Attached is a letter from the Tourist Development Council listing the applicants that responded to the

I wish to apply for the vacant "At Large Representative" on the District Advisory
Committee ITI in the Marathon area. Attached is the completed application form and my
resume outlining my employment history along with skills and experience in public
recreation and tourism. As a previous career park manager with the National Park
Service, I can provide resources of experience and broad-based planning skills to the
committee for assisting in shaping the most comprehensive and effective tourism
programs for the Keys and surrounding waters.
Being in the marina business here in Marathon, and working for the Marathon Economic
Development Council, I have been fortunate in the ability to gather a sound platform of
agency contacts, professional relationships, political knowledge, and community support
which will add to my effectiveness as a committee representative. Working in the
Everglades National Park for three years, managing Fort Jefferson National Park in the
Dry Tortugas, and serving the State and County as plannerlbiologist, I possess a solid
understanding of the tourism culture relative to the Florida Keys.
I am involved with the visioning of the new City of Marathon, and work closely with
City leaders toward improving the community. As manager of the municipal marina, I
enjoy developing youth programs and working with economically disadvantaged youth in
science and sailing oriented programs.
I look forward to the possibility of being chosen for this vacancy and sincerely appreciate

Currently, I am the General Manager for the Florida Keys Marina in the City of Marathon. This position is very
challenging with rewards of tangible progress and new direction. At the current time, I am involved in transition with
the City assuming control over the County Marina This brings a new dimension to the task of diplomacy and
sensitivity to human relations. The position is expected to involve the Boot Key Harbor management which will be a
real challenge for cleaning it up and planning for future development through the visioning by the community. This
dimension draws heavily on the experience and skills of a diverse career with the Department of the Interior, and
specifically the National Park Service. As Biologist for the County, and Planner II I Biologist for the Department of
Community Affairs (DCA), I have a fino grasp of matching tourism and recreation with the needs of the ecosystem of
the Florida Keys. Eco-tourism is a growing aspect of the Keys comprehensive tourism development. I wish to bring
my expertise and experience to the table as a resource to the Council through this committee membership.
~ Summary: With over 30 years of extensive public service experience in conservation I preservation program
management and planning in diverse ecosystems and historicaVcultural programs in national park settings, I organized
and managed multi-disciplined support staffs to provide public services and resource management and protective
programs. As a skilled human resource manager and fiscal administrator, I have been responsible for manag;ng large
park and seashore programs in the National Park Service covering rivers, shorelinelbeaches and marine environments.
I excel in public relations and public use management. As a law enforcement and security administrator for over 11
of those years, I possess advanced skills with experience involving active human relations, managing public
assemblies I interest groups, and conflict resolution. (I retired with 32 years from the Department of the Interior). I
have lived in Marathon for 4 years working as a biologist and planner for Monroe County and the State of Florida _
DCA.

Oct. 2000 - Present: Marathon Economic Develooment Council - I am currently the general manager for the
Florida Keys Marina in Marathon and as such, have the full range of responsibility for the administration,
human resource supervision, policy and planning direction, and operational oversight for the municipal
Marina. The Marina had been absent proper management for several years after the County purchased it,
and therefore the job requires heavy emphasis on bridging gaps between the perceptions of the water
community and mariners abusing the resources and the land oriented community pointing fingers away from
their abuse and pollution of the nearshore waters. I schedule, plan, pennit, procure and oversee capitol
improvement projects to improve the Marina facility. Coordinate between the County Engineer and the
Marine Resources Department all grant making, and discharge of grant projects. Work with the Heart of the
Keys Youth Center for the ..sailing program and the high school science department in field programs at the
Marina which also serves as a marine science educational center.
Feb. 2000 - Oct 2000: State of Florida. Deoartment of Community Affairs - As Planner NlBiologist, I
performed tasks, both in the field and office settings, relating to environmental assessment and approval of
development actions Keys-wide, to assure consistency and compliance with existing comprehensive planning
and development regulations in the Florida Keys Area of Critical State Concern. In addition, I reviewed and
consulted with the County and municipalities regarding planning and regulatory issues including
comprehensive plan amendments. Represented the DCA at formal meetings and workshops throughout the
Keys.
1996-2000: Monroe County BOCC - As a County Biologist, my position involved high visibility public
contact regarding compliance with environmental rules, regulations, and policies as they pertain to private
and commercial land development permitting. Conducted property inspections and .advised as to landscape
buffers and proper plantings. Involved in drafting and interpreting Land Development Regulations. Provide
environmental planning support to comprehensive planners relative to development reviews and conditional
uses. Oversight of beaches and parks in the keys relative to structures setbacks, environmental rule
compliance, and landscape plans approval.
1991-1996: Bureau of Indian Affairs - As the Law Enforcement and Security Administrator (GSI4) for the
BIA, Washington, D.C., I planned, advised, and developed policy and regulations for nationwide police and
security programs on sovereign Indian reservations. Responsible for line and staff management of tribal and
bureau law enforcement and security operational programs with policy reviews and oversight nationwide.
1990-1991 : Office of !lli! Secretary of the Interior- Chief, Branch of Law Enforcement, Performed
development and management oversight of conservation program law enforcement and protective functions
of six diverse Department of the Interior (001) bureaus and offices nationwide. Coordinated grants
programs for policing in communities and agencies with needed funding for police departments nationwide.
1989-1990: Departmental Manager Development Training Pro~: 001 Wash., D.C.- Assigned a nine
month away-from-job program. focused on OMB actions, legislative/Congressional experiences, law and
. legal writing, and executive level management training. Selection for the training program. was highly
competitive and was ultimately a feeder pool for executive management positions in the Federal
Government.
1981-1989: Office of the Secretary : 001 - As Chief, Branch of Security and Law Enforcement, I was
responsible for policy development, planning, and management oversight of the security and law
enforcement programs in bureaus such as the National Park Service, US Fish and Wildlife Service, and
Bureau of Land Management. As Chief, Branch of Security from 1984 to 1988, I managed the Departmental
national security programs, top level clearances and personal protection for the Secreiary and staff, and
policy development, compliance, and oversight for all bureaus regarding information security and clearances.
1979-1981: Director's Office National Park Service. Wash. DC - As Staff Park Ranger in the national
headquarters, I was responsible for advising the Director and staff, writing policy drafts and conducting field
reviews of rolemaking for the Code of Federal Regulations in National Parks nationwide. I was responsible
for interface between the Director and Park Superintendents in the field regarding all boating activities,
marina management, off-road vehicle policy issues, snowmobile management plans, ecosystem and wildlife
management plans and special beach and boating/water use. Drafted rules and policy documents and met
with various public and special interest groups to gather support and collect public comment / action items.
1979: Alaska Relrional Office: National Park Service - Appointed to the Regional Director's special detail
for three months to the Wrangell Saint Elias National Park -Alaska, for new park planning, protection, and
public / community relations with town meetings during the controversial Presidential declaration of land
taking for park status. The nine new park areas in Alaska doubled the size of the National Park Service
preserving unique cultural and natural assets. Adversarial public reaction was highly charged and emotional.
1977-1979: ~ Cod National Seashore - As the Chief Park Ranger, I was responsible for managing all
resource research, nine concession operations, marine patrolslboat operations, general protection services
including all park visitor safety / rescues, and seashore beach operations including supervision of a 30 person
lifeguard program. Annual visitation of 5 million in the 44,000 acre park created challenges in management
and public / community relations. Was a standing member of the planning commission for the seashore park
involved in all aspects of environmental preservation, land use and development, and issues involving special
use permitting of four town marinas, a public airport contract, and a nine hole golf course in the park.
1974-1977: Chesapeake and Ohio Canal National Historical ~ Maryland & Virginia - As Chief Park
Ranger (GS-12), I was responsible for managing all historical, cultural and natural resources, recreational use
including river patrols and water rescue programs, law enforcement, visitor services, safety, concession
management, and interpretation/environmental education programs for the 186 mile park immediately
adjacent to six communities. I also managed youth conservation and volunteer programs. I Directly
supervised a division of 28 employees providing public/safety services, environmental protection /
preservation, and land use planning. Managed park boat operations for patrol and rescue work including 3
marinas and canoe portals.
1972-1974: Mount Rainier National Park. Washington State - As District Park Ranger (GS-9), I held a
management position responsible for natural resources, all research activity, safety services, interpretation,
concession management, and fee collection. I was responsible for interagency coordination for fire,
avalanche, and mountain rescue operations. Provided youth conservation and volunteer programs, conducted
backcountry resources management planning with regulation development and public workshops relating to
restricting use for climbing parties using the mountain for climbing activities. Received valuable experience
in negotiating.
1970-1972: Great Smoky Mountains National Park. Tenn. - As Sub-district Ranger, I had supervisory
responsibility for natural resource program operations, search and rescue, interpretation including
environmental programs for local and regional school systems, and law enforcement programs. Conducted a
program to establish the first system of helipads along the park for search and rescue operations. Planned
and developed backcountry use management plans.
1969-1970: Fort Jefferson National Monument. Dry Tortugas -Florida - I was the Unit Manager with full
range of park management responsibilities including the natural resources protection plan development
project for the tropical island park. Managed all offshore commercial fisheries, sea tmtle protection
programs, marine patrols, recreational boating/diving, marina/docks and mooring operations, including a
charter seaplane operations base. Captained park service boats between Key West and the Fort for supplies
and maintenance. Planned and managed the existing Fort marina for the Park Service fleet of patrol boats.
1967-1969: Everl!lades National ~ - As supervisory Park Ranger, I performed supervisory tasks in
concession operations, park planning activities, commercial fisheries management, resource management and
control of endangered species protection of coastal and estuary regions of the 1.7 million acre park including
Florida Bay to the Keys. Performed boat maintenance, marina management of the government fleet of patrol
boats. Trained rangers in boat patrol operations and oversight of marine programs. Performed management
oversight of marina concession in Flamingo which is a major public focal point for boating activity in the
Park. Conducted boat patrols and rescue operations for the Florida Bay area and south Florida park area.
1962-1967: Park ~ ~ Forestrv Aid ~ ~ Curecanti National Recreation Area. Colorado and
Roosevelt National Forest. Colorado. I was involved in protecting natural resources and recreational use
management via boat and shoreline patrols. Planned and procured the first marina at the new National
Recreation Area.

1966-1971 Westchester National Bank (now NationsBank) M'tami, FL. Teller
for six months. tben floated throughout the bank doing Safe Deposit,
New Accounts, I~ment and Commercial Loans (booking and
posting payments fur ~th), Bookkeeping and ProofDcpartments.
1971-1974 Midway National Bank (now NationsBank), M'18mi., FL. Served as
Asst. Cashier, handling all phases of the banking operation.
1974-1975 Transferred to downtown branch location as Platform Officer,
handling wire transfers, new accounts and supervising all teller
operations. Attended various Teller Operation's schools and
seminars.
1975-1976 First National Bank of Hialeah, FL (llOwOreater Miami Bank).
Supervised a 50-teller operation. Bank was open 24-hours daily and I
was on call at all times. Promoted to Operations Officer.
1976-1982 Moved to Marathon, FL with husband to found First National Bank of
the Florida Keys. Sold stock subscriptions to local residents to obtain
necessary funding for new bank. After op~ing the new institution,
served as Asst. Yr., in charge of Personnel and Platform Operations.
1982, I was elected president of the South Florida Chapter of Bank
America Institute (BAl). Attended classes in Personnel Management
and Bank Operations.
1982 -Husband passed away. I desUed a change and moved to Georgia.

1983-1985 Remarried in 1983 and assisted my new lmsband in the
start-up ofa commercillI radio station in the Albany. Ga.
area. I set up the accounting systems. inc;luding billing.

1985-1994 Wishing to return to banking. I joined. Bank of Terrell,
Dawson. Ga., in charge of Operations. Was promoted
to Internal Auditor in 1986. Graduated Georgia
Banker's Audit School at the University of Georgia
Center for Continuing Education. Also attended various
Operations and Audit seminars. Appointed as Asst. VP
and Security Officer, in addition to other duties at Bank
of Terrell in 1989.
1~2000 Moved back to Marathon to join Marine Bank of the
Florida Keys, in organization, prior to its opeDing.
Set up systems and hired staff prior to bank beginning
operation. Position consisted ofVP, Human ReSOlll'CiCS
DirectorlIntemal Auditor, and Security Officer.
