Agenda Item Wording: Approval to purchase property in Winston Park subdivision as an affordable
housing site in partnership with Habitat for Humanity of the Upper Keys.
Item Background: This item is proposed to assist Habitat for Humanity of the Upper Keys, Inc. (HFH)
in providing affordable housing in the form of single-family homeownership. The subject property
consists of 4 vacant lots in Winston Park subdivision on Key Largo with disturbed and exotic vegetation.
The Land Authority's partnership with HFH is based on the following sequence of steps: 1) the Land
Authority purchasing the site; 2) the Land Authority imposing affordable housing deed restrictions and
donating the site to HFH; 3) HFH obtaining ROGO allocations and developing each of the 4 lots with a
single-family home; 4) HFH selling the resulting housing to income-qualified residents; and 5) HFH
monitoring compliance with the affordability requirements. Today's item is to authorize staff to proceed
with step 1 only. Staff will request Board approval to proceed with step 2 at a future meeting.
Funding for these purchases will come from the Land Authority's local revenue. The Land Authority's
standard purchase contract will be used, with the closings contingent upon HFH accepting a
simultaneous transfer of title with affordability restrictions. The agenda packet spreadsheet lists the
legal descriptions, purchase prices, and closing costs for these transactions.
Advisory Committee Action: On May 31, 2001 the Advisory Committee voted 5/0 to approve this
item.
Previous Governing Board Action: On May 17, 2001 the authorized adding this property to the
Acquisition List.
