I. Introduction

The recently completed Miller Hurricane Evacuation Report determined a currently existing
hurricane evacuation clearance time in excess of 24 hours. The plan included within this
document is, in essence, a plan to significantly reduce that hurricane evacuation clearance
time. That reduced evacuation clearance time will achieve three immediate goals. It will:
A) Allow Monroe County to evacuate its population in less than the local standard of
24 hours for safe hurricane evacuation
B) Allow us to accept recently generated affordable housing permits and to continue
building for the next few years.
C) Allow time for the State and local governments to work together in establishing a
long term hurricane evacuation strategy that will increase everyday traffic safety of
our citizenry, support community project priorities to enhance and preserve their
quality of life, and decrease hurricane evacuation clearance time in the most cost-
effective manner possible.
The following pages illustrate a traffic control plan to enhance hurricane evacuation under the
conditions described in the Miller Hurricane Evacuation Report that can be implemented for
. the 2001 Hurricane Evacuation Season. As no significant construction projects could be com-
pleted within the necessary timeframe, it is imperative that a plan be put in place to create an
acceptable evacuation clearance time should Monroe County face the Category 3-5 conditions
described in the Miller Hurricane Evacuation Report. Note that this traffic control plan is con-
sidered an emergency action, if implemented, as it addresses an extraordinary situation be-
yond that faced in any recent evacuation effort.

II. Mile Marker 85.7 - 90
This section of highway has long been considered suitable for traffic management. Study after study has supported this. In particu-
lar, the sections of three lane (with a shared direction middle turn lane) is quite simple to organize as a two northbound, one
southbound configuration. This 4.5 mile portion ofthe evacuation route may be considered in the following segments:
m.m. 85.7 to 86: The Tavernier Weigh Station
"Just north of the Snake Creek Bridge, V. S. 1 transitions to a 2 -lane undivided cross section. The total pavement width is 32 feet
with one 12-foot lane and 4-foot shoulder in each direction. On both sides ofthe roadway a level, firm crushed rock surface exists
just beyond the pavement edge. Adequate space exists to accommodate two l2-foot outbound lanes on the existing pavement and the
inbound lane, which is narrower at 10 feet, would need approximately 2 feet off the pavement."

"Throughout this segment of U.S. 1, there is a minimum of three 12-foot travel lanes as well as 4
to 8-foot paved shoulders on both sides of the roadway. The pavement condition is good. Two
12-foot outbound lanes and one l2-foot inbound lane could be maintained on the existing pave-
ment throughout this segment...There are traffic signals at approximately m.m. 89.8 and mm.90.4. The signals could be put on
"flash" operation during the evacuation."

III. Florida City
As an area outside of Monroe County, this segment of our hurricane evacuation offers a unique dependence
upon the actions and good will of the people of Florida City. The highway in Florida City is
composed of two lanes southbound and two lanes northbound.

The left lane of the two northbound lanes on
Card Sound Road will have to be turned left prior to
the ramp to US 1 northbound and at the intersection
would then be turned 90 degrees right (north) directly into the inside lane of the
two northbound lanes at that location-leaving the outside lane open for the
northbound ramp to feed into.

US 1 northbound (the stretch) at the transition to the four-lane highway in Flor-
ida City
After the beginning of the median at the transition of the two-lane highway to
four lanes, both lanes would have meld into one and then that lane diverted by traffic channeling devices into
the inside southbound lane of US 1 creating a contra-flow situation that would continue to the intersection of
Palm Drive.
At Palm Drive, the northbound lane presently occupying the south inside
lane of u.s. 1 will be reunited side by side with the two normally used
northbound lanes by using channeling markers in that intersection. The
three lanes will then be fed onto the Turnpike at the entrance ramp just
north of Palm Drive.
Differences if Alternative B (the one-waying of the 18 Mile Stretch) is
implemented rather than the one-waying of Card Sound Road: the
northbound traffic utilizing the normally southbound lane on the Stretch
will flow into the contra-flow lane in Florida City without disruption due
to the prohibition of southbound traffic onto the 18 Mile Stretch.

IV. Card Sound Road (or U.S. One)
In order to provide lane continuity for the three northbound lanes that will be emerging from Key Largo at m.m. 106.3, either
Card Sound Road or the 18 Mile Stretch will be one-wayed during this type of emergency event.
Alternative A: Card Sound Road:
While Card Sound Road's two lanes can easily be utilized for two northbound lanes by one-waying this route, there are traffic
management issues associated with both the entrance point from Key Largo and the egress point in Florida City, which are dealt
with in other sections.
There are two challenges to the one-waying of Card Sound Road, apart
from the entrance/exit issues: 1) the intersection of Card Sound Road and
County Road 905 at Ocean Reef and 2) neighborhood entrances onto the
highway.
For the former, the drawing at right indicates how traffic will be directed.
For the latter, prior to any emergency situation, residents in neighbor-
hoods along CR90S will be advised that during emergency evacuation,
when CR90S becomes two lanes one way northbound, there will be a traf- ,
fic channeling devise posted in their neighborhood roadway advising of
this situation. It should be noted that when CR905 is two-lanes one way
northbound, any vehicle approaching from side streets will immediately
see no possibility of traveling southbound on CR905 due to the amount of
traffic occupying both lanes in the same direction.
The existing Toll-Booth facility has wide enough lanes at the present time
to carry regular traffic. We recommend future reconstruction.
Note that all traffic emerging from the Ocean Reef Club (which will enter
this route section at the intersection of CR905 and Card Sound Road) will
be required to go northbound on Card Sound Road with no exceptions.
There will be a sign posted and channeling markers set up showing this
requirement.

NOTE FOR THE FUTURE:
At the July meeting of the Board of Monroe County Commissioners, a construction project was approved to add additional con-
crete to the shoulder, to allow both lanes moving onto Card Sound Road to have adequate pavement to make that exit onto Card
Sound Road. Additionally, work within the right-of-way (and not impacting wetlands) would be undertaken at the intersection of
Card Sound Road and CR905 to make easier that portion of the evacuation route. The slight curving should ease the movement of
traffic through that area. As soon as those construction improvements are in place, this evacuation traffic control plan will be
modified to take advantage of those improvements, as necessary.
Alternative B: 18 Mile Stretch
Only minor specific delineation will need to take place at mile marker 106.3 if the option ofone-waying U.S. One is selected.
Additional traffic delineation devices will be utilized at the existing passing zones to keep traffic in its lane.
Resources: An additional 360 traffic delineation devices will be required for this alternative. Directional signs will be required at
the entrance to the marina at the county line and both hotels at Jewfish Creek Bridge.

V. Mile Marker 105 - 106.3
This brief section offour-lane road (two southbound, one northbound) prior to the begimrings of the 18 Mile Stretch and Card
Sound/State Road 905, can be contra-laned to accommodate one southbound lane and three northbound lanes, one of which will
continue northward on the 18 Mile Stretch, two of which will continued northward on the two lanes of Card Sound Road.
At Taylor Drive, the inside northbound lane of US 1 would be diverted using traffic channeling devices into the inside
southbound lane creating a contra-flow situation. This would continue to the intersection of US 1 and CR 905 where that lane
would be transitioned to the northbound lane of US 1 continuing on the stretch.
RESOURCES requiredfor traffic management:
A total of 212 traffic channeling devices will be needed to complete this tran-
sition. 4 signs warning of and instructing drivers in the transition will also be
necessary.

If Alternative B is selected, and, instead of Card Sound Road being one-wayed, U.S. One (the 18 Mile Stretch) is, the situation at
the intersection at m.m. 106.3 is simplified. The right-most northbound lane proceeds along Card Sound Road, the middle
northbound lane proceeds directly up the normal northbound lane on
the 18 Mile Stretch, and the left-most northbound lane, the contraflow
lane using one of the normally southbound lanes, will proceed uninhibi-
ted up the normally southbound lane of the Stretch.

VI. Implementation Notes
Most of the information on the next two pages was provided by the County Engineer.
Specifics on type of Traffic Channelization Markers and time/resources required for implementation:
After much review, we will be using a product manufactured by Impact Recovery Systems, Inc. It is a
flexible reflective delineator on a portable weighted base. It consists ofthree basic components: 1) 42" re-
flective delineator post (product #DP42, $6.90),2) Spring assembly (product #110, $15.38), and 3) Portable
Base (product #P 103, $34.69). We have a sample in our office for review. The device assembles in sec-
onds, which means we do not have to assemble it in advance. This in turn means we can carry more units
on our truck and eliminates the need to make multiple trips for reloading. Also, less space is needed to store
the devices when not in use.
The channelizing device that we have selected can be impacted repeatedly and run over with little damage
or movement. Its spring assembly will allow the delineator to rebound to its original position without get-
ting deformed.
The installation of portable channel markers will require a team of four individuals per row of markers plus
a driver. The person assembling the markers on a truck will pass the assembled channel marker to another
who then drops it from the truck. A third individual walking behind the truck positions it on the roadway. A
fourth person can assist where needed. If two rows of markers are required then four additional workers can
be used. Due to the need to individually position these 30 pound markers production will be slow. We esti-
mate that the markers can be installed at the rate of 1.5 MPH. Additional time is required for setting up de-
tours at intersections, changes in alignment, and travel to the site.

A permanent installation of channel marker bases imbedded in the pavement would cut personnel require-
ments in half.
Each channel marker has a base that measures 14 '12" x 34 '12" x 2" and weighs 30 lbs. The delineator is 2
Y:z" in diameter x 42" in height. To determine how many channel markers can be transported on a truck we
calculate the volume of space needed for the channel marker and the amount of space available on the

truck. The volume of the channel marker (base and delineator) is 0.73 cubic feet.
The size of our trucks are as follows:
89 1;2" wide, 168 1;2" long, 26" high to tailgate, 48" high on sidewalls, less a notch 26" wide by 13 1;2" long.
The volume up to the top of the tailgate is 222 cubic feet. Since the sidewalls are 48" high additional chan-
nel markers can fit in the truck. For safety reasons we will keep five feet away from the tailgate when stack-
ing above the tailgate. Therefore, an additional 123 cubic feet is available, making the total storage of the
truck 345 cubic feet. Since each channel marker is 0.73 cubic feet then 472 channel markers can fit on a
truck. Therefore, two trucks will be required to implement all locations simultaneously. As an alternative,
the County may desire to lease trucks (like U Haul) and have those vehicles already loaded with the channel
markers standing ready for any evacuation event.
The cost to purchase the desired channel markers are $56.97 plus shipping. Using $60 per channel marker
as an estimate, and purchasing 1,000 'channel markers, yields a cost of $60,000. The $60,000 cost is only for
the delineators. No labor is included. Of those providing the labor, one person will be a Public Works em-
ployee and the rest will be inmates. A rate of $15/hr can be used for the employee.
The signs themselves will cost about $100 each. We intend to have them mounted on the same channelizing
devices we are purchasing. Therefore, the cost of each sigh assembly will be about $160. Since there are 30
signs, the cost to purchase will be $4,800.
It was envisioned that the signs would be placed at the same time as the channelizing devices and by the
same personnel. The additional time needed to accomplish this is about 30 minutes.
The Board of Monroe County Commissioners approved the expenditure of necessary funds for the imple-
mentation of this plan at their May, 2001 meeting in Key Largo.

They are offered in one of two configurations. The distinction between
the two configurations is the manner by which a third northbound lane is
provided between Key Largo (m.m, 106) and Florida City, whether
through the one-waying of Card Sound Road or the one-waying ofU,S.
One (the 18 Mile Stretch),
Note that the decision as to which alternative to pursue will rest with the
Sheriff's department and will be determined by the circumstances at the
time of the evacuation.

HURRICANE EVACUATION TRAFFIC CONTROL PLAN
Specific OperatinQ StrateQV for Alternative A: the One-Wavinq of Card Sound Road:
The situation: A fast-approaching Category 4-5 hurricane which leaves no time for either the early
evacuation of tourists or a phased evacuation of the population and which requires the evacuation of
the entire Florida Keys.
Action One: Evacuation of the entire Keys is called by the EOC Incident Manager, when notified by
the Mayor, Mayor Pro Tem or designee. The Sheriff's Office (Rick Roth or designee) and Monroe
County Public Works (Dent Pierce or designee) are informed.
Action Two: Implement Traffic Control Plan for mile markers 85.7 - 90
Monroe County Delineation Team convenes at Plantation Key Public Works facility where a truck
containing the delineation devices required for this implementation are permanently stationed for the
hurricane season. The Team will be composed of 1) from the Sheriff's department: two deputies,
under the direction of Sgt. Glenn Test, with eight trustees (prisoners) from the Plantation Key Jail,
and 2) one County Public Works Dept. driver and one Public Works Supervisor. Note that there will
be two additional signs placed, in addition to materials noted in the description of the necessary re-
sources: (1) three near m.m. 85.5: one reading "Hurricane Evacuation," one sign showing two lanes
north, one lane south 500 feet ahead, and 1 sign reading "begin two lanes north, one lane south." In
addition, from m.m. 85.7 to 90, every one half mile, there will be a sign showing two lanes north, one
lane south, both sides of the roadway.
Time required for completion: 3 hours.
Action Three: As the Monroe County Team effort begins on the implementation of mm 85.7 - 90, a
Sheriff's Deputy will be dispatched to the intersection of U.S. 1 in Florida City to coordinate with Flor-
ida Highway Patrol. As well, a Sheriff's Deputy will be dispatched to the intersection of Palm Drive
and U.S. 1 in Florida City to coordinate with the Public Works Department of Florida City (Mr. Darin
Baldwin). The EOC Incident Manager will notify FP&L so that they can coordinate an alternative
route for entrance onto the Florida Turnpike.
Time required for completion: will occur before the implementation of mm 85.7 - 90 is completed.
Action Four. The EOC will monitor by helicopter and by traffic control officers the situation at the
merge of U.S. 1 with C905 and the 18 mile stretch. At the time at which the EOC Incident Manager
determines that traffic congestion has reached a point of concern, three things will occur simultane-
ously:
a) The Sheriff's deputy coordinating with Florida City and the Florida Highway Patrol will no-
tify the Florida City Public Works department of the need to set up the contra-flow situation
between the northern end of the 18 mile stretch and Palm Drive, directing three lanes of
northbound traffic onto the entrance ramp for the Turnpike at Florida City. A trailer with
the supplies necessary to implement the contra-flow situation will have been provided by
Monroe County and will remain at Florida City for the duration of the hurricane season.
Florida City will supply five individuals to set up the contra-flow situation. They will first

close Card Sound Road to southbound traffic (see c below). Additionally, in Florida City,
for approximately 1.5 miles, on the southbound side of U.S. One, where contra-flowing will
be in effect, there will be a sign showing one lane north and one lane south in the normally
southbound side of the roadway, placed every one quarter mile on both sides of the road-
way.
Time required for completion: 1 % hours
a) Dent Pierce and the Sheriff in conjunction with the EOC Incident Manager will determine
the appropriate time to set up the contra-flow situation in Key Largo for mm 105 -106.3,
and the one-waying of Card Sound Road. Ocean Reef is also notified by the EOC Inci-
dent Manager of the impending one-waying of Card Sound Road. The Monroe County
Team will reconvene at the Public Works recycling yard (mm 101) in Key Largo. Two ad-
ditional Plantation Key Public Works employees will meet the team at the yard. A truck
containing the equipment needed for the contra-flow set-up and one-waying will be perma-
nently stationed at the Key Largo recycling yard for the duration of the hurricane season.
1. Those two Public Works employees will remove the items needed for the set-up
of the one-waying of Card Sound Road from the Public Works truck. They will
proceed to to CSR/CR905 intersection and work their way back to US1/CR905.
Those employees will set-up the necessary signs and delineation devices for
the one-waying between mm 106 and Florida City.
Time required for completion: 1 hour
2. The Monroe County Team will begin placing delineation devices between mm
105 & 106.3, working from north to south, except for the first fifty yards, which
will remain open to allow the final southbound traffic on Card Sound Road to
continue merging into southbound traffic. The completion of the funnel, direct-
ing two lanes of traffic onto Card Sound Road will be completed at the end of
this implementation effort. During this process, the Sheriff's Office will assign a
Traffic Control Officer to the intersection at mm 106. Note that from m. m. 105-
106.3, in the southbound side of US One, where contra-flowing will be in effect,
there will be a sign showing one lane north and one lane south on the normally
southbound side everyone quarter mile on both sides of the roadway.
Time required for completion: 1 % hours
b) The Sheriff's Deputy coordinating with Florida Highway Patrol will request the closure of
Card Sound Road to southbound traffic. The Sheriff's Deputy (as will the Deputy posted
at Palm Drive) will be equipped with a public announcement device. Materials required for
the closure will be included in the trailer and set up by the Florida City Public Works Dept
(note that only 5 delineators will be required for this effort).

Action Five: The Sheriff will provide two deputies, each in a separate clearly marked Sheriffs vehi-
cle to move into the two rightmost northbound lanes and lead those two lanes of traffic smoothly, at
a safe rate of speed, onto Card Sound Road and on to Florida City. At that point, Card Sound Road
will be one-wayed and the deputy at mm 106 will no longer be required.
Action Six: When the EOC Incident Manager, in coordination with the Monroe County Sheriff's of-
fice, determine the time is appropriate, the aforementioned work teams will remove the delineators
and signs from the four locations (m.m. 85.7-90, m.m. 105 - 106.3, C90S, and Florida City) simulta-
neously from_south to north. Trucks and trailers will be returned to their hurricane season storage lo-
cation prior to the commencement of the storm. The same teamslindividuals who put the signsl
delineators out will be expected to return them to their storage locations.
Time required for completion: 3 hours.

HURRICANE EVACUATION TRAFFIC CONTROL PLAN
Specific Operatino Strateov for Alternative S.: the One-Wavino of the 18 Mile Stretch:
The situation: A fast-approaching Category 4-5 hurricane which leaves no time for either the early
evacuation of tourists or a phased evacuation of the population and which requires the evacuation of
the entire Florida Keys.
Action One: Evacuation of the entire Keys is called by the EOC Incident Manager, when notified by
the Mayor, Mayor Pro Tem or designee. The Sheriff's Office (Rick Roth or designee) and Monroe
County Public Works (Dent Pierce or designee) are informed.
Action Two: Implement Traffic Control Plan for mile markers 85.7 - 90
Monroe County Delineation Team convenes at Plantation Key Public Works facility where a truck
containing the delineation devices required for this implementation are permanently stationed for the
hurricane season. The Team will be composed of 1) from the Sheriff's department: two deputies,
under the direction of Sgt. Glenn Test, with eight trustees (prisoners) from the Plantation Key Jail,
and 2) one County Public Works Dept. driver and one Public Works Supervisor. Note that there will
be two additional signs placed, in addition to materials noted in the description of the necessary re-
sources: (1) three near m.m. 85.5: one reading "Hurricane Evacuation," one sign showing two lanes
north, one lane south 500 feet ahead, and 1 sign reading "begin two lanes north, one lane south." In
addition, from m.m. 85.7 to 90, everyone half mile, there will be a sign showing two lanes north, one
lane south, both sides of the roadway.
Time required for completion: 3 hours.
Action Three: As the Monroe County Team effort begins on the implementation of mm 85.7 - 90, a
Sheriff's Deputy will be dispatched to the intersection of U.S. 1 in Florida City to coordinate with Flor-
ida Highway Patrol. As well, a Sheriff's Deputy will be dispatched to the intersection of Palm Drive
and U.S. 1 in Florida City to coordinate with the Public Works Department of Florida City (Mr. Darin
Baldwin). The EOC Incident Manager will notify FP&L so that they can coordinate an alternative
route for entrance onto the Florida Turnpike.
Time required for completion: will occur before the implementation of mm 85.7 - 90 is completed.
Action Four: The EOC will monitor by helicopter and by traffic control officers the situation at the
split of U.S. 1 and C905 at m.m. 106. When the EOC Incident Manager determines that traffic con-
gestion has reached a point of concern, two things will occur simultaneously:
a) The Sheriffs Deputy coordinating with Florida City and the Florida Highway Patrol will no-
tify the Florida City Public Works department of the need to set up the contra-flow between
the northern end of the 18 mile stretch and Palm Dr. in Florida City. A trailer with the sup-
plies necessary to implement the contra-flow will have been provided by Monroe County
and will remain at Florida City for the duration of the hurricane season. The Sheriffs Dep-
uty coordinating with FHP, as well as the one at Palm Dr, will be equipped with a public
address device, and assist in the closure of US1 southbound. Florida City will supply five
individuals to set up the contra-flow situation. They will first close US1 to southbound traf-
fic immediately south of the Card Sound Road exit. A sign will be positioned 1.5 miles

north of the northern end of the contra-flow, on the southbound side of US 1, indicating
southbound traffic must use Card Sound Road.
Time required for completion: 1 % hours
b) Dent Pierce and the Sheriff, in conjunction with the EOC Incident Manager, will order the
implementation of the contra-flow in Key Largo for mm 105 -106.3, and the one-waying of
US1. The Monroe County Team will reconvene at the Public Works recycling yard (mm
101) in Key Largo. Two additional Plantation Key Public Works employees will meet the
team at the yard. A truck containing the equipment needed for the contra-flow set-up and
one-waying will be permanently stationed at the Key Largo recycling yard for the duration
of the hurricane season.
i. Three Public Works employees will obtain the items needed for the one-waying of
US1 and proceed to the southernmost passing zone on US1. They will work from
south to north setting up the delineators in the northbound passing zone. Then they
will turn around in Florida City, head south, and place the delineators in the
southbound passing zones. Signs indicating the one-way traffic flow will be posted at
all driveways and streets accessing US 1 as the delineator team is in route.
Time required for completion: 2% hours
ii. The Monroe County Team will begin placing delineation devices between mm 105 &
106.3, working from north to south, to effect a contra-flow situation and provide three
northbound lanes, while allowing one southbound lane. During this process, the
Sheriff's Office will assign a Traffic Control Officer to the intersection at mm 106. Note
that from m.m. 105 to m.rn. 106.3, in the southbound side of US1, throughout the
contra-flow, there wit! be a sign showing one lane north and one lane south every
one quarter mile on both sides of the roadway.
Time required for completion: 1 Y2 hours
Action Five: The Sheriff will provide one Deputy, in a clearly marked Sheriff's vehicle to lead the
traffic in the left northbound lane of US1 at m.m.105 (Taylor Dr.) into the contra-flow, at a safe rate of
speed. The traffic in the contra-flow will continue north in the southbound lane of US1, all the way to
Palm Dr. in Florida City, with the exception of the two passing zones on the 18 mile stretch. For each
of the passing zones on the 18 mile stretch northbound traffic will only occupy the two northbound
lanes. At that point, US1 will be one-wayed and the deputy at mm 106 will no longer be required.
Action Six: When the EOC Incident Manager, in coordination with the Monroe County Sheriff's of-
fice, determines the time is appropriate, the aforementioned work teams will remove the delineators
and signs from the four locations (m.m. 85.7-90, m.m. 105 - 106.3, US1 passing zones, and Florida
City) simultaneously from south to north. Trucks and trailers will be returned to their hurricane sea-
son storage location prior to the commencement of the storm. The same teams/individuals who put
the signs/delineators out will be expected to return them to their storage locations.
Time required for completion: 3 hours.
Action Seven: All work personnel will move to, or be moved to, a safe location.
