ITEM BACKGROUND:
Amendment #001 reflects the requested transfer of $15,000 from Title III C-l (Nutrition Program
Congregate Meals) to Title III-B (In-Home Services Support Services).
PREVIOUS REVELANT BOCC ACTION:
Approval ofOAA Contract #AA-129 between the Alliance for Aging and Momoe County.
CONTRACT/AGREEMENT CHANGES:
Transfer reduces the funding allocation for Title III C-l Congregate Meals from $132,000 to $117,000
and increases the funding allocation for Title III-B, Support Services from $100,000 to $115,000. The
total contract amount does not change and remains at $400,000.

Subject: Transfer of$15,000 from OAA Program C-1 to III-B

As we recently discussed, in the interest of the OAA Program and in consideration of the
100% spend out requirement in effect this year, I am requesting to transfer $15,000 in
OAA funds from C-1 to III-B.
Thus far, we have been able to sustain a moderate increase in C-1 clients over last year
but even with vigorous recruiting it is not likely that we can spend 100% of the OAA
funds. Last year the original Nutrition Program budget was approximately $269,000 of
this about $22,000 was transferred from Nutrition to 3-B. We were also required to
return about $14,000 back to the Alliance at the end of the grant year. This year, we
received a budget of$300,000. We are producing considerably higher on C-2 units than
last year and actually surpassed our required goal by 122 units. With recruiting efforts
this summer and normal increases in the fall and winter we should outpace last year in C-
1 also. Since we are currently operating under a budget that is $30,000 more than last
year's original allocation (before transfers), I feel comfortable with the proposed transfer
of$15,000 to III-B.
The transfer of funds will allow In-Home Services to hire another staff-person, reduce the
waiting list for housekeeping services, and improve achievement by generating more
uni ts.
The In-Home Services Director is agreeable to this, however she does not want to hire an
employee at this time if she will not receive the funding support necessary to continue the
services in the next grant year. Therefore, there must be a commitment that ifIn-Home
Services is successful in reducing underachievement through this action that III-B will be
assured of getting enough funding under FY2002 OAA budget allocation to sustain the
new III-B employee. Also, to ensure those budgets represent actual program needs and
achievable goals. both OAA Program Directors want to participate directly in the OAA
Funding distribution process.
With your approval, we will initiate the formal transfer process, including BOCC action.
The deadline for the next Commission Meeting on July 18/19,2001 is Tuesday, July 3rd
