ITEM BACKGROUND: The Board of County Commissioners approved a Request for Proposals to identify a company that could provide services to the County to a pre-positioning agreement in the event of a major storm occurrence which would do damage in the County. The company would be obligated to provide not only debris removal and cleanup services but also compliance with all regulations of the Federal Emergency Management Agency. The company would also provide overall record keeping acceptable to FEMA, the County, other agencies and related services. At present, the County has individual agreements with various contractors and property owners but no overall management of a potential event. PREVIOUS RELEVANT BOCC ACTION: Approval of RFP. Roberts DIVISION DIRECTOR APPROVAL: DOCUMENTATION: Included X- To Follow Not Required_ DISPOSITION: AGENDAITEM# /-F.L SELECTION OF DISASTER RELIEF CORPORATION (DRC) FOR A PREPOSITIONING SERVICE AGREEMENT FOR MAJOR STORM EVENTS After experiences with Hurricane Georges and Tropical Storm Mitch, the County undertook various agreements to assure the availability of adequate temporary debris storage capacity and debris haul out management. However, it was obvious that even with this assistance, the County would have great difficulty in managing a major event in which there was substantial damage and necessary interaction with the Federal Emergency Management Agency. For that reason, the Board of County Commissioners authorized the issuance of a Request for Proposals. There were four responses to the Request for Proposals. All were experienced at some level in this type of service and were able to identify services, costs, etc. The Board is reminded that the actual costs of these services will not be known until the event occurs and the work is concluded and will depend heavily upon the reimbursement rates from the Federal Emergency Management Agency. The four proposals were evaluated by staff in reference to the following categories: . Costs . Experience · Operating PlanIMobilization/Fulfilling Scope of Work . Resources (Equipment/Personnel/Finances/Network) A total of 100 points was possible and evaluations were done by four staff who would be directly involved in the response to an event.
