ITEM BACKGROUND: Monroe Countv has acceoted LLEBG arant awards since 1997.
The funds were used the first year to enhance courthouse securitv and the followina
years for Juvenile DNa Court. The Substance Abuse Policv Advisory Board will make a
recommendation to the BOCC concernina the use of these funds at its Seotember 7.
2001 meetina. and this recommendation will be olaced on the BOCC aaenda for its
Seot. 19th meetina.

Part 1 - Eligibility and Application
V' 1. Notice of upcoming funding cycle is published by Bureau of Justice Programs by mail and
online.
V 2. Grants Administrator publishes display ad in newspapers - Notice of Anticipated Funding.
v 3. The Board of County Commissioners authorizes the completion and submission of the
application. The County Administrator or his designee completes the online application and
submits it to the Bureau of Justice Assistance.
v' 4. The County automatically receives an application to be completed online. Application is
completed and submitted online.
Part 2 - Award, Receipt of Funds, and Implementation
v 1. Grants Administrator publishes display ad in newspapers - Notice of Anticipated Funding and
Public Meeting. This ad contains a due date for proposals and the date, time, and place of
the SAPAB meeting at which the recommendation to the County Commission regarding the
use of the LLEBG funds will be made.
v 2. The County receives the Award Notice online, and must accept the award within 45 days
from the date of posting of the award notice.
~ 3. The Board of County Commissioners authorizes the completion and submission of the
acceptance of award. The Acceptance of Award is completed online by the County
Administrator or his designee and submitted to BJA.
4. The County Commission approves the recommended use of the LLEBG funds.
5. The Follow-up Information form is completed online, assuring the BJA that the requirements
of the grant have been met, and advising them of the purpose for which the funds will be
used.
6. The County receives a Grant Adjustment Notice online from BJA, authorizing the spending of
grant funds on the purpose area chosen by the County.

,SEVEN PURPOSE AREAS
1 . Support Law Enforcement
a. Hiring, training, and employing on a continuing basis, additional law enforcement officers and necessary
support personnel. For the purposes of this program, a law enforcement officer may be police, corrections,
probation, parole, or judicial officers.
b. Payment of overtime to currently employed law enforcement officers and necessary support personnel for
the purpose of increasing the number of hours worked by such personnel.
c. Procurement of equipment, technology, and other material directly related to basic law enforcement
functions.
2. Enhance Security Measures
a. In and around schools; and
b. In and around any other facility or location that the grant recipient considers a special risk for incidents of
crime.
3. Establish or Support Drug Courts
a. To be eligible, a drug court program MUST include continuing judicial supervision over offenders who are
substance abusers, but not violent offenders.
b. Integrate administration of other sanctions and services which shall include:
1. Mandatory periodic testing of each participant for the use of controlled substances or other addictive
substances during any period of supervised release or probation;
2. Substance abuse treatment for each participant;
3. Probation or other supervised release that involves the possible prosecution, confinement, or
incarceration because of noncompliance with program requirements or failure to show satisfactory
progress; and
4. Programmatic offender management and aftercare services such as relapse prevention, vocational job
training, and job and housing placement.
Evaluation. In order to evaluate Drug Court effectiveness, it is suggested that you collect and maintain the
following data:
1. Follow-up data on program participants' criminal recidivism.
2. Follow-up data on drug use relapse, to the extent feasible.
The data should be collected for the duration of program participation and for a minimum of three years
following formal release from the drug court program. The data will be most useful when the data for
the drug court participants is compared with that for similar non-participants.
4. Enhance the Adjudication of Cases Involving Violent Offenders
Includes cases which involve violent juvenile offenders. For the purposes of this program, violent offender indicates
a person charged with committing a Part I violent crime (murder, rape, robbery, and aggravated assault) as defined
under the Uniform Crime Report (UCR) Program.
5. Establish Multijurisdictional Task Forces
The task force should concentrate on rural areas and be composed of law enforcement officials who represent units
of local government. The task force will work with federal law enforcement officials to prevent and control crime.
6. Establish Crime Prevention Programs
Crime prevention programs should involve cooperation between community residents and law enforcement
. personnel to control, detect, or investigate crime or the prosecution of criminals.
7. Defray the Cost of Indemnification Insurance for Law Enforcement Officers
Supply insurance for law enforcement officers to cover damage from willful acts by officers to offenders who are
lawfully carrying out their duties.
Prohibited Uses
Unallowable expenditures from the LLEBG Program are to purchase, lease, rent, or acquire any of the following:
Tanks or armored vehicles, Fixed-wing aircraft, Limousines, Real estate, Yachts, Consultants, Vehicles not
primarily used for law enforcement, New construction. However, renovations of facilities are permitted when
specifically approved by BJA and the Office of the Comptroller. These costs may not exceed 10% of the total
federal funds utilized in a given purpose area.
