AGENDA ITEM WORDING: A resolution to request State Representative Ken Sorenson to assist the County
in investigating the feasibility, process, and conditions for the possible relocation of the Big Pine Key Road
Prison and transfer of its ownership to the County for park and recreation purposes.
ITEM BACKGROUND: The Big Pine Key Road Prison property has sufficient acreage, excellent location,
and lack of constraining environmental features that make it an ideal site for active public recreation facilities.
Residents of Big Pine Key have pointed to this site as an excellent choice for a possible park, if the Department
of Corrections can be persuaded to close and/or relocate these facilities.
At the Park and Recreation Advisory Board meeting in early July, the Growth Management Division staff in
response to questions about the possible future use of the site for recreation purposes indicated that it would ask
the Board of County Commissioners to officially request Representative Sorenson to assist the County in
exploring the feasibility of the transfer of this property to the County. Although it is recognized that the transfer
of this property to the County may not be realistically attainable, the citizens of Big Pine Key would like to get a
definitive answer one way or another.
This resolution requests assistance from Representative Sorenson and designates Mayor Neugent as the Board
liaison.

A RESOLUTION OF THE BOARD OF COUNTY
COMMISSIONERS OF MONROE COUNTY, FLORIDA
REQUESTING THAT STATE REPRESENTATIVE KEN
SORENSON ASSIST THE COUNTY IN INVESTIGATING THE
FEASIBILITY, PROCESS, AND CONDITIONS FOR THE
POSSIBLE RELOCATION OF THE FLORIDA DEPARTMENT OF
CORRECTIONS' ROAD PRISON ON BIG PINE KEY AND THE
TRANSFER OF THIS PROPERTY TO THE COUNTY FOR
ACTIVE PUBLIC RECREATION AND COMMUNITY USES
WHEREAS, Big Pine Key has approximately 5,000 full-time residents with
access to few on-island active recreation and community facilities; and,
WHEREAS, the existence of threatened and endangered species and their
habitats and significant federal and state ownership of large tracts of land for
conservation purposes have made it virtually impossible for the County to acquire
developable parcels of sufficient size for active public recreation purposes on Big Pine
Key; and,
WHEREAS, the eXIstmg Florida Department of Corrections' road prison
property has the appropriate size, location, and lack of major environmental constraints
making it an ideal for future active public recreation and community uses; and,
WHEREAS, the residents of Big Pine Key and the Board of County
Commissioners desire to investigate the feasibility, procedures, and conditions for the
possible transfer of the property to the County for active public recreation and
community uses; now therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS
OF MONROE COUNTY, that:
Section 1. Monroe County respectively requests that State Representative Ken
Sorenson assist the County in exploring with the Florida Department of Corrections the
feasibility, procedures, and conditions for the possible transfer of the Big Pine Key Road
Prison to County ownership for active public recreation and community uses.
Section 2. Major Neugent shall be designated the Board's liaison and contact on
this issue with State Representative Sorenson and the Florida Department of Corrections.
Section 3. The Clerk will send a copy of this resolution to State Representative
Sorenson.
