The bids provided to URS Corporation for the referenced project have been tabulated for your
review. Based on the Schedule of Bids received, the responsive low bidder is PJ's Land
Clearing & Excavating, Inc. in the amount of $285,873.50.
PJ's Land Clearing & Excavating, Inc. failed to submit the necessary License to perform this type
of wOrk at the time of the bid. Since the County has the right to waive informalities in the bidding
as per the "Invitation for Bids" (Section A of the Contract Documents), it is recommended that
PJ's Land Clearing & Excavating, Inc. be awarded the contract upon their submittal of the
required License.

This will acknowledge receipt ofyoue Airport 30, 2001 Jetter, pertaining to the reference project and I
your bidding deficiencies. i
Of the items you mentioned in your letter to the DBE requirement is the only one of major concern.
Monroe County would have the option of waiving the other irregularities.
We agree that the contract documents include your reference statement regarding contractors having
DBE sub-contracting possibilities. However, the test is not whether the contractor has the capability
'to do all of the work but whether the work bas possibilities to utilize DBE Sub-Contractors. This;
particular project has in addition to excavation, landscaping. clearing and trash removal for which:
DBE Sub-contractors could be used. Therefore we established a goal in accordance with the Monroel
County DBE Program of 13.70 percent. '
Thi.. program funher requires that the DBE information for projects be submitted at the time of bids
or that a good faith effon be presented at the lime of Bids a.~ provided for in the contract documents.
As you are aware, this is a Federally a.Cisisted project and our recommendation to Monroe. Cou~t)f
must be in accordance with their guidelines. This recommendation wa.c; made after confemng WltlJ
the Federal Aviation Administration Civil Rights Office. However, it should be noted that: the actual
award will be cons~dered by the Board of County Commis~ioners at tbe September meeting.
