Gallagher's proposal for the renewal of the Co\Uity's Excess Worker's CompensatiOn program has been reviewed. The renewal proposal indicates that the Coaly's Self..lnsuTed Retention (SIR) will increase to a minimum ofS350,OOO. This is consistent with SIRs of other client', renewals that have rcoently' been received. As. indicated. by the County's renewal proposal, insurcn are also inaeuing their overaU premiums. 'The COUDty'S historical Joss experience indicates that over the past twenty (20) yeer:s a total of nine (9) claims bad a total incurred of between $250,000 (lhe County's. cum:nt SIR) and $350,000 (the proposed n,cw SIR). This averages to be approximately Y2 of one claim per year. Applying this c:alculation to the incteaSe in the County', SIR. the County can expect its retained losses to increase by $50.000 per year. In an effort to keep the increase of the COWlly'S overall cost to a minimum, consideration should be given to not purchasing the Aggreg8le Protection being offe!'ed. National Union has established a Loss Fund Amount of $3,242.800. If the aggregate of the County's self-insured losses would exceed this amount, National Union would pay the County's retention (subject to a limit of $1 million). In the twenty years the County has been self.insured. their retained losses have exceed $3.2 million only once. If the County were not to purchase the Aggregate protection, National Union's premium would be reduced from $138,614 to $95,096. This would produce a savings of $43.518.. This savings approximates the anticipated inaease in the County's retained c~ as a result of the higher SIR. Gallagher & Co. is the County's agent for its current Accidental Death and Disability and Workers' Compensation programs and we have established a strong business relationship with its Risk Management staff. Every year, including non-bid years, Arthur J. Gallagher & Co. aggressively and proactively markets the County's coverages to reaffirm that the County is receiving the most competitive and broadest terms in the market. At a minimum, Arthur J. Gallagher & Co. provides the following services, to Monroe County: ~ Extensive marketing of the programs, and presentation of all terms received via this proposal book. ~ Thorough policy review to ensure the policy matches what you purchased. ~ Prompt responses to your inquiries throughout the year. ~ Assistance with claim handling and large claims review. ~ In 200 I, we added the services of our in-house safety specialist, Jim Smith. He has worked with the County's safety personnel. MARKETING RESULTS: This section contains a listing and comparison of all of the markets that were approached by Arthur J. Gallagher & Co. for the Workers Compensation renewal. The Accidental Death and Disability policy is in its second installment (out of three years) and that premium has not changed. The Excess Workers Compensation marketplace is changing very rapidly in Florida. Today, more than ever, having an established relationship with an insurer is key to maintaining some stability in a Workers Compensation program as those insureds are receiving concessions that others are not. Because of this relationship, National Union (part of AIG) was able to offer terms that are not what they would provide to a new client. Though the Self insured Retention and rates are higher than expiring, National Union continues to offer Aggregate Protection as well as a $350,000 SIR.
