Re: JJ'ol'kers' CompenSldion Renewtll
Deaf Nancy:
As a follow-up to our telephone conversatiob of August 27,2001, Arthur J. Gallagher's proposal
for the renewal of the Co\Uity's Excess Worker's CompensatiOn program has been reviewed.
The renewal proposal indicates that the Coaly's Self..lnsuTed Retention (SIR) will increase to a
minimum ofS350,OOO. This is consistent with SIRs of other client', renewals that have rcoently'
been received. As. indicated. by the County's renewal proposal, insurcn are also inaeuing their
overaU premiums.
AfUlr anal)'Zin& the various options proposed by Gallagher-, it appears as if the County's best
option would be to renew its policy witll AIO/National Union 'With a $350,000 SIR.. 'The
COUDty'S historical Joss experience indicates that over the past twenty (20) yeer:s a total of nine (9)
claims bad a total incurred of between $250,000 (lhe County's. cum:nt SIR) and $350,000 (the
proposed n,cw SIR). This averages to be approximately Y2 of one claim per year. Applying this
c:alculation to the incteaSe in the County', SIR. the County can expect its retained losses to
increase by $50.000 per year.
In an effort to keep the increase of the COWlly'S overall cost to a minimum, consideration should
be given to not purchasing the Aggreg8le Protection being offe!'ed. National Union has
established a Loss Fund Amount of $3,242.800. If the aggregate of the County's self-insured
losses would exceed this amount, National Union would pay the County's retention (subject to a
limit of $1 million). In the twenty years the County has been self.insured. their retained losses
have exceed $3.2 million only once. If the County were not to purchase the Aggregate protection,
National Union's premium would be reduced from $138,614 to $95,096. This would produce a
savings of $43.518.. This savings approximates the anticipated inaease in the County's retained
c~ as a result of the higher SIR.
It should be recognized, thar the COUDty by nor purchasing the swegare prorection, increases its
overall exposure However. their historica11oss experience SU@gests that this is an acceptable risk.

IMPORTANT DISCLOSURES
The proposal is an outline of the coverages proposed by the insurers, based on the information
provided by your company. It does not include all the terms, coverages, exclusions, limitations,
or conditions of the actual contract language. The policies themselves must be read for those
details. Policy forms for your reference will be made available upon request.
In addition to the fees and/or commissions retained by Arthur J. Gallagher & Co., it is
understood and agreed that other parties, such as excess and surplus lines brokers, wholesalers,
reinsurance intermediaries, underwriting managers, and similar parties, some of which may be
owned in whole or in part by Arthur J. Gallagher & Co.'s corporate parent, may earn and retain
usual and customary commissions and/or fees in the course of providing insurance products.
Any such fees and/or commissions will be the responsibility of client and not Arthur J. Gallagher
&Co.
The information contained in this proposal is based on the historical loss experience and
exposures provided to Arthur J. Gallagher & Co. This proposal is not an actuarial study. Should
you wish to have this proposal reviewed by an independent actuary, we will be pleased to
provide you with a listing of actuaries for your use.
Gallagher from time to time enters into arrangements with certain insurance carriers or those
carriers' reinsurers providing for compensation, in addition to commissions, to be paid by such
carriers or reinsurers to Gallagher or its affiliates based on, among other things, the volume of
premium and/or underwriting profitability of the insurance coverages written through Gallagher
by such carriers or reinsurers. In addition, Gallagher and its affiliates provide management and
other services to, and receive compensation for those services from; certain reinsurers that
reinsure insurance coverages written through Gallagher by other insurance carriers. The
insurance coverages your purchase through Gallagher might be issued by an insurance carrier or
reinsured by a reinsurer that has such a relationship with Gallagher or its affiliates.

MONROE COUNTY BOARD OF COUNTY COMMISSIONERS
EXECUTIVE SUMMARY
INTRODUCTION:
Arthur J. Gallagher & Co. is the County's agent for its current Accidental Death and Disability
and Workers' Compensation programs and we have established a strong business relationship
with its Risk Management staff. Every year, including non-bid years, Arthur J. Gallagher & Co.
aggressively and proactively markets the County's coverages to reaffirm that the County is
receiving the most competitive and broadest terms in the market.
At a minimum, Arthur J. Gallagher & Co. provides the following services, to Monroe County:
~ Extensive marketing of the programs, and presentation of all terms received via this proposal
book.
~ Thorough policy review to ensure the policy matches what you purchased.
~ Prompt responses to your inquiries throughout the year.
~ Assistance with claim handling and large claims review.
~ In 200 I, we added the services of our in-house safety specialist, Jim Smith. He has worked
with the County's safety personnel.
MARKETING RESULTS:
This section contains a listing and comparison of all of the markets that were approached by
Arthur J. Gallagher & Co. for the Workers Compensation renewal. The Accidental Death and
Disability policy is in its second installment (out of three years) and that premium has not
changed.
The Excess Workers Compensation marketplace is changing very rapidly in Florida. Today,
more than ever, having an established relationship with an insurer is key to maintaining some
stability in a Workers Compensation program as those insureds are receiving concessions that
others are not. Because of this relationship, National Union (part of AIG) was able to offer terms
that are not what they would provide to a new client. Though the Self insured Retention and rates
are higher than expiring, National Union continues to offer Aggregate Protection as well as a
$350,000 SIR. On new accounts, AIG has a $400,000 - $500,000 minimum retention and will
not offer an aggregate.

EXECUTIVE. SUMMARY
(Continued)
For Monroe County BOCC, we approached the following markets and presented the results on
the following page:
~ United National/AIG
~ CNAlWexford
~ Employers Reinsurance Corporation (ERC)
~ Midwest Employers Casualty Corporation
~ Hartford Insurance Co.
~ Safety National Insurance Co.
~ Clarendon Insurance Co.
~ Old Republic
~ USF&G/Discover Re
To offer Monroe County BOCC with options, we "sliced and diced" the quotes received to
include retention options and the option to include or exclude the aggregate protection coverage.
Of these, we believe that the following are the best options for the County, depending on its
appetite for risk:
~ AIG - $350,000 SIR; with aggregate protection: $138,614
~ AIG - $350,000 SIR; without aggregate protection: $95,096
To assist the County make its decision, we included in this section a listing of the County's
claims that exceeded $50,000 since 1995 and a large claim stratification.
We also explored the possibility of a buffer or deductible "buy down", but we did not feel this
was a cost effective option. This is displayed on the next page.
THANK YOU
Arthur 1. Gallagher has attempted to demonstrate our public entity expertise in the proposal
included herein. We welcome any questions you may have. Thank you for the opportunity to be
of service.
