Region PM/CM Services Group Leader File: MSTR APS- Monroe County Page 1 of I Exhibit A- (12/15-A2) Scope of Services Monroe County Airports Key West International Airport (EYW) Stormwater Improvements and Stormwater Master Plan SCOPE OF WORK Jacobs will provide Monroe County project management,coordination services,and stormwater modeling to prepare a Stormwater Master Plan at Key West International Airport (EYW). Jacobs will also provide Monroe County professional hydrogeologic support services to evaluate two landside gravity drainage wells (P-1 and P-6).The hydrogeologic support services includes cleaning the gravity drainage wells. It also includes evaluating the flow rates before and after cleaning the gravity drainage wells.The post cleaning flow rates will be used to determine the capacity of the airside gravity drainage wells for the Stormwater Master Plan and Drainage Report. The project objective is to calculate the existing storage and treatment areas and create a drainage masterplan for the existing and proposed landside and airside developments based on the approved Airport Layout Plan (ALP). The work provided under this scope of services will be in accordance with the terms and conditions of the Master Agreement for Professional Service between Jacobs Project Management Co. and Monroe County, FL, dated February 15, 2017. EXISTING CONDITIONS The existing airside drainage system at EYW is separated into thirteen sub-basins.The drainage basins consist of gravity drainage wells,exfiltration trenches, and two pumped injection wells.The sub-basins are interconnected and outfall to one of the pumped injection wells. The existing landside drainage system at EYW is separated into nine basins.The drainage basins consist of gravity drainage wells and interconnecting pipes. This Scope of Work builds upon the existing comprehensive Stormwater Corrective Action Plan (SCAP) that was completed in 2013.The Study Area is the Airfield, inside the Airport security fence. ASSUMPTIONS ■ Jacobs does not guarantee that airlifting the gravity drainage wells will improve their drainage capacity. ■ The Airport will address action items prior to the team's arrival onsite to perform the work.The airport will designate a staging area to store equipment near to the area of work. ■ Jacobs will contract directly with Complete Services for support services to assist with cleaning and testing activities,Jacobs'subcontractor will furnish,setup, and operate all equipment necessary to complete work. ■ EYW will provide a staff member(s) Jacobs can contact anytime during cleaning and testing to assist if needed. ■ The Airport will provide Jacobs with access to the gravity drainage wells as needed. ■ The subcontractor will operate equipment and furnish manpower to remove the covers from the gravity wells. ■ The subcontractor will provide a 21,000-gallon frac tank for cleaning and testing activities. ■ The subcontractor will weld a flange to the top of well casing if one is not present so that cleaning and testing activities can be performed as described. Other wellhead sealing means may be used in lieu of welding a temporary flange to the well. ■ Discharge water can be directed to the discharge locations shown on Figure 1. ■ Two Jacobs field staff will provide all field equipment necessary to collect manual water level and flow measurements during testing ■ Cleaning and testing of the gravity drainage wells can be conducted between 10:00 PM and 7:00 AM and will occur over 2 weeks. Subcontractor services are assumed to be accomplished within 12 days.Additional days may require additional compensation from the client. ■ Clearing debris in underground stormwater pipes between drainage structures are not included in this scope of work.This scope is limited to cleaning and testing of gravity drainage wel Is. ARTICLE A- EXISTING DEVELOPMENT STORMWATER MASTER PLAN INVENTORY, STORMWATER MODEL&WATER QUALITY EVALUATION TASK 1.1 GATHER AND EVALUATE DATA Jacobs shall prepare a Stormwater Master Plan for the Key West International Airport (EYW). Jacobs shall review reports, findings and recommendations by the prior Stormwater Corrective Action Plan and following such review shall identify any specific issues or recommendations that are not covered in this scope and in the opinion of Jacobs warrant consideration. If necessary, Jacobs will make written request for any additional services not already covered in this scope. Page 2 of 14 1.1.1 INVENTORY AND EVALUATE EXISTING INFORMATION Jacobs will collect and evaluate existing available data from the Airport, agencies having jurisdiction, and from other airport consultants, past and present,via requests through the Airport as necessary, including: A. Available as-builts surveys,and/or design drawings of stormwater or drainage facilities contained within the study area of EYW, including pipes,channels,swales,and information on control structures and outfalls. Data for these facilities will include locations, geometries/shapes,sizes, inverts, crowns,and cross sections.Jacobs will conduct a limited amount of verification under Task 1.3 FIELD DATA. B. Storm drainage master plans for the entire airport or specific areas, and all other storm drainage master plans to date. C. Topographic and aerial planimetric maps including contours, roads, buildings,runways,water bodies, and wetlands (as available). D. Stormwater permits from South Florida Water Management District (SFWMD) or Airport. E. Point source and stormwater NPDES permits. F. Inventory of pollution control devices including data on location, size,design flow rate and maintenance.This includes swales, exfiltration trenches, retention basins,detention ponds,drainage wells,and oil-water separators. G. Information on location, extent,quantity and type of groundwater and soil contamination (if any). Field testing is not included. This information will be used to note locations of areas of hydrocarbon contaminates to avoid conflict with proposed drainage facilities. H. Reports on Hydrocarbon and other Contamination Recovery Programs underway. Field testing or mapping of for hydrocarbons contamination is not included. This information will be used to note locations of areas of hydrocarbon contaminates to avoid conflict with proposed drainage facilities. I. Procedures to control spills to minimize detrimental effects. J. Soils data including results of percolation, exfiltration,open trench and other tests already performed.Jacobs will use the U.S. Department of Agriculture (USDA) Natural Resource Conservation Service (NRCS) soil survey,where site specific data are not available. K. Available records of high-water marks,flooding,canal water levels, control structures operation schedules and rainfall data.Jacobs will obtain these available data from the Airport, SFWMD and National Oceanic and Atmospheric Administration (NOAA) National Climatic Data center (NCDC) as applicable. Page 3 of 14 L. Permit forms, regulations and requirements from governmental permitting agencies (FAA,Army Corp of Engineers, FDEP, SFWMD). Jacobs to maintain a matrix, listing all agencies, permit forms, significant regulations/requirements, issues to resolve,and submittal /meeting schedule. M. Proposed future development of EYW, including the current and proposed airport layout plans (ALP),and information gathered from the EYW Master Plan,and proposed tenant projects. N. Existing monitoring programs for water quality,water quantity, groundwater,and rainfall including the EPA multi sector permit, SFWMD permits,county permits,and documents involving any underground contamination. 0. Other reports and studies determined by the Airport and Jacobs to be relevant during the data gathering phase (Task 1.1). The Airport will make its best efforts to provide, or cause others to provide as may be the case, as much of the above information as possible in electronic form to Jacobs. The scope does not include field verification of geometry data collected in this task, other than surveys to be performed under Task 1.3. Jacobs shall identify any critical field verifications that appear to be warranted, including rationale. Request for Work Authorization to be submitted if necessary, by Jacobs. A summary of the specific data gathered for the completion of the inventory will be provided by Jacobs in tabular form at the end of this subtask and later included as part of the appendices in the SWMP Drainage Report. Data and permit needs will be summarized in Data, Permit and Monitoring Needs table. Jacobs shall identify any additional warranted information that is not listed above with justification for such and shall submit request for Work Authorization if necessary. 1.1.2 CONDITIONS SUMMARY OF EXISTING SYSTEM Jacobs will use the gathered and evaluated data to prepare an existing conditions summary comprised of the following: A. An updated map on AUTOCAD (latest Version) of the existing stormwater management system (SWMS) of EYW indicating inlets, storm drains, ditches, canals, ponds, culverts, underdrains, exfiltration systems, drainage wells and control structures based on the base maps, and any additional mapping,either existing mapping or new mapping as required, to ensure accurate updated map of SWMS. Jacobs shall submit request for Work Authorization if necessary for any additional work effort. B. Jacobs will also define the Primary Stormwater Management System for model evaluations as a map layer. The minimum pipe size for mapping will be 12-inches in diameter or equivalent. The minimum Page 4 of 14 size for modeling shall be 24 inches or greater. Modeling will include outfalls and sufficient detail to represent the extent of major flooding problems. This map will also include problem area layers and future projects layers. Problem areas include water quantity aspects (flooding, ponding and erosion), surface water quality aspects (evidence of spills, turbidity or permit exceedances) and groundwater quality (contaminant plumes). The scale for hard copies of the base map shall be 1 inch =200 feet (Reducible in size to 11 inch by 17 inch,at 1 inch =500 feet). Flooding problems and problem areas shall be determined via data review, interviews / meetings with the Airport, EYW Tenants, FBOs, Service Providers, Fire Rescue and others who may have knowledge of field conditions. "Future project" layers to be agreed upon by the Airport prior to finalizing. Stormwater problems associated with future projects are also to be depicted in this modeling. C. Jacobs will use the gravity drainage well post-cleaning performance tests from Task 2 to determine the capacity of the existing gravity drainage wells.This data will be applied to the existing and proposed drainage conditions. 1.1.3 IMPACT ON SYSTEM OF STRUCTURES CONTROLLED BY OTHERS Jacobs will analyze the data on outfall control structures (if any) operated by entities other than the Airport, to evaluate their impact on stormwater management at EYW. The results will be summarized and incorporated in the SWMP Drainage Report. 1.1.4 AGENCY REQUIREMENTS Jacobs will review and analyze existing and proposed regulations.This will focus on the FAA, FDOT, COUNTY, FDEP,and SFWMD;ACOE as well as any additional agencies that Jacobs identifies as warranted. From this review, Jacobs will prepare a list of permits that will have to be obtained, including the timetable for application and data analysis/needs. This list will be included in the Data, Permits and Monitoring Needs table. 1.1.5 REVIEW EXISTING FIELD DATA Review and summarize existing data affecting water quality and infiltration characteristics. The airport will provide any available and retrievable information as follows: a. Geotechnical Reports b. Field Compaction Test Results C. Water Quality Data (Surface and Ground Water) d. Pond and Channel Design and/or As-Built Data Page 5 of 14 e. Design and/or As-Built Data for Other Structural Best Management Practices(such as Oil-Water Separators,Sediment Boxes, Exfiltration Systems,etc.) f. Data on Known Major Spills g. Data on Known Contaminated Sites h. Storm Water Pollution Prevention Plan i. Airport Sweeping Program j. Airport Turf Maintenance Program k. Wildlife Hazard Management Reports 1.1.6 OBTAIN REPRESENTATIVE SOIL DATA AND PERFORM LABORATORY TESTING AS FOLLOWS: A. Tierra South Florida will perform three (3) Bore Hole Permeability (BHP) tests per South Florida Water Management District (SFWMD) standards.The BHP tests will be extended to depths of 10, 15,and 20 feet below grades. The hydraulic conductivity results will be used to determine the location and depth of proposed exfiltration trenches. B. Depending upon the existing available data, additional soil sampling, well flow testing, and other data may need to be obtained. If requested by the Airport, Jacobs will provide services to obtain this information. TASK 1.2 BUILD COMPUTER MODEL OF EXISTING SYSTEM 1.2.1 SET UP MODEL Hydrologic and hydraulic modeling performed in this and subsequent tasks will be for the existing Primary Stormwater Management System (PSMS). Items A through J (shown below) indicate the input data applicable to the analysis of the PSMS, utilizing version 5 of the RUNOFF (hydrology) and EXTRAN (hydraulics) blocks of the United States (US) Environmental Protection Agency (EPA) Stormwater Management Model (SWMM). A. Tributary Area - Jacobs will determine tributary areas at the base scale (I" = 200'). B. Rainfall Hyteographs - Jacobs will develop rainfall hyetographs for the 100-year, 72-hour; 25-year, 72-hour; 5-year, 24-hour and 2.5- inch storms based on rainfall volumes and distribution data available from SFWMD. C. Basin Slope-Jacobs will calculate an average slope for each basin. D. Directly Connected Impervious Area (DCIA) - Jacobs will calculate the percentage of directly connected impervious area by basin. A maximum of six land use categories (Terminal, commercial, Page 6 of 14 industrial, pavement, water\wetland, and grass) will be utilized to develop typical DCIAs for each basin. These DCIA values for each land use type will be based upon representative percentages for similar areas. E. Stage/Area/Storage - Jacobs will establish stage/area storage relationships for applicable basins (where appreciable storage exists). F. Soils Data -Jacobs will estimate soil storage and infiltration rates for each basin based on available data from the Inventory or NRCS. Soils will be characterized as NRCS Hydrologic Groups A, B, C and D. G. Other Hydrologic Parameters - Jacobs will estimate roughness coefficients for other parameters, such as overland flow and initial abstraction (surface ponding), based on available data. H. Primary Stormwater Management System (PSMS) Schematic - Jacobs will develop the PSMS schematic on the base map in Task 1.2.A. This PSMS schematic will show general flow trends and will provide a means of identifying model output for SWMM RUNOFF and EXTRAN on maps at scale (1"=200'). The minimum pipe size for modeling shall be 24 inches. I. Cross Sections- Jacobs will code cross sections for channels, swales, and overland flow. J. Hydraulic Data - Jacobs will incorporate necessary hydraulic data into the hydraulic model(s) for equivalent hydraulic representation of the PSMS. Jacobs, in consultation with Airport, will determine which data are necessary. Jacobs will review data and determine what elevation to use at the canal outfalls, for each of the design storms. K. Tidal information - Jacobs will use the latest FDOT method to determine the tailwater elevation based upon available tidal data. L. Sea Level Rise - Jacobs will run an additional model run for the existing and two proposed scenarios based upon the published Unified Seal Sea Level Projection, published in October 2015. The purpose of this modeling will be to illustrate the impact of the anticipated sea level rise on the stormwater infrastructure. Jacobs will provide a drainage report discussing the methodology and making reference to the input data prepared. The input data set resulting from the model set up will become part of the appendix tables in the final SWMP Drainage Report. This information quantifies the hydraulic and hydrologic characteristics of the study area and is a fundamental part of the overall stormwater master planning effort. In addition to the input data sets provided in the appendices,various components of the model set-up described above will be incorporated in the final Drainage Report in order to provide a better understanding of the stormwater management system and Page 7 of 14 specific modifications that may be required due to future airport improvements. The stormwater model will also be delivered in digital form (input, output and executable files). 1.2.2. CALIBRATE MODELS Jacobs will review rainfall, recorded water elevation data (in and near the airport), and high-water marks for large storms occurring within the last 10 years (with recurrence frequency of once in 10 years or more, if possible). Jacobs shall list largest storms considered; provide discussion on how storm used for calibration was selected and describe any caveats that need to be considered when interpreting model based on this calibration. Based on available data, Jacobs will select a storm with sufficient data to be used for model calibration. Jacobs will simulate the rainfall event for this storm and calibrate the model by adjusting the hydrologic (e.g., soil storage and land cover parameters) and hydraulic (e.g., Manning' roughness coefficient) parameters until the predicted peak water elevations reasonably match the observed values. The methodology and results will be included in the SWMP Drainage Report. 1.2.3 SIMULATE DESIGN STORMS Jacobs will simulate the 100-year, 72-hour; 25-year, 72-hour; 5- year, 24- hour; and 2.5-inch storms using the model parameter values obtained in calibration. The SWMP Drainage Report will include summary tables of peak flood stages for each design storm under present and future land use conditions with existing hydraulics (2 scenarios). 1.2.4 IDENTIFY BOTTLENECKS Based on the existing flooding and design storm simulation results,Jacobs will identify locations where significant restrictions to flow exist. Jacobs will summarize these findings in the SWMP Drainage Report, including a map layer identifying the locations of these restrictions (1 "=200'). TASK 1.3 FIELD DATA 1.3.1 FIELD SURVEYS Jacobs will use the most recent LIDAR survey of the airport that is made available by the Airport. Details of required survey services will be determined once existing Survey data has been assimilated. The survey requirements in order to prepare the Drainage Masterplan and Model will be current topographic survey elevations of the airfield and apron, and the areas 100 feet beyond the perimeter of the airfield fence. All stormwater drainage structures and pipe culverts along with rim and invert elevations will be required. Tidal water levels in the salt marsh will need to be recorded to determine correlation with ocean tide levels. Spot elevations of buildings and pavement locations as recommended by Page 8 of 14 Jacobs. A. Depending upon the existing available data, additional survey data may need to be obtained. If requested by the Airport,the Jacobs will provide services to obtain this information. Services for Article A will be provided under a lump sum basis. ARTICLE B-GRAVITY DRAINAGE WELL CLEANING &TESTING TASK 2.1 DEVELOP ACTION PLAN AND PERMITTING 2.1.1 ACTION PLAN Pre-fieldwork planning will be accomplished with Complete Services Well Drilling, Inc.to plan the execution of the work, coordinate with the Airport, and develop a summary of any action items that need to be accomplished prior to the team arriving onsite. During this time, coordination with the subcontractor will occur and the health and safety plan will be developed prior to work commencing. 2.1.2 MOT PLAN The gravity drainage well cleaning/testing will impact Faraldo Circle and Stickney Lane.Jacobs will develop an MOT Plan to manage pedestrian and car traffic in these areas. 2.1.3 FDOT PERMITTING Jacobs will provide permitting services to obtain a Florida Department of Transportation right-of-way permit to discharge to a storm inlet on Roosevelt Blvd. TASK 2.2 CLEANING AND TESTING GRAVITY DRAINAGE WELLS To avoid disturbances to aircraft traffic, landside gravity drainage wells P- 1 and P-6 were selected for flow testing and cleaning. Testing and cleaning of the two selected gravity drainage wells is described below. 2.2.1 PRE-CLEANING PERFORMANCE TESTING OF THE WELLS Prior to cleaning,each selected well will be flow tested with potable water to evaluate the general performance of the drainage wells to accept and drain stormwater to the underlying aquifer system. The pre-cleaning flow test for each gravity drainage well will generally be performed as follows; A. Mobilize a 21,000-gallon frac tank, piping, and support equipment to the well site. B. Connect the frac tank to the gravity drainage well using watertight piping and valves. This may require a temporary well flange or other wellhead sealing device to be welded and/or attached to the top of well Page 9 of 14 casing so that a watertight connection can be made between the well and the frac tank. C. Isolate the frac tank from the gravity drainage well using a valve. D. Fill the frac tank with potable water using a nearby fire hydrant. E. Open the isolation valve and drain the frac tank at a constant flow rate while continuously measuring the well's water level. The flow test will be finished once the frac tank has completely drained or until the field team feels that an adequate test has been conducted. With an anticipated drainage rate of approximately 1,000 gpm, potable water will be injected into each drainage well for approximately 20 minutes. A centrifugal pump may be required to maintain a constant flow rate during flow testing. F. The flow rate and water levels will be used to quantify the drainage performance of each well by calculating specific injectivity, which is typically described in terms of gallons per minute per foot of water level change (gpm/ft). G. The anticipated work footprint around each drainage well, the frac tank, and piping is also shown in Figure 1. 2.2.2 CLEANING OF THE GRAVITY DRAINAGE WELLS The gravity drainage wells will be cleaned to remove sediment and debris that has likely collected in the wells over time. Wells will be cleaned primarily using air lifting methods that are standard well development techniques of the industry. Air lifting of the wells will be accomplished by installing a temporary tremie pipe in the gravity drainage well at an appropriate depth and then applying compressed air to the well through the installed pipe. Air will enter the well at the bottom of the pipe and then quickly travel up the well to the surface expanding in volume as it moves upward. This upward movement and expansion of the compressed air pulls water and other loose material from the well and lifts it to land surface. As water is evacuated from the well, the cycle is completed when water from the aquifer system recharges the well's open borehole; this action helps flush and clean the well. The well can be surged or constantly air lifted to enhance development and cleaning of the well rather quickly. It is anticipated that air lifting of the well will be completed within an hour after the beginning of the initial air application. During air lifting, discharge water may be directed from the gravity drainage wells to the 21,000-gallon frac tank where suspended material will settle out. After settling, it is assumed that the discharge water will be directed from the frac tank to the discharge locations shown on Figure 1. Sediment or other foreign debris collected in the frac tank will be disposed of by Complete Services. If necessary, a filter sock, or similar Page 10 of 14 material, may be installed on the end of the discharge piping to help minimize sediment transport offsite. Furthermore, the team may install sandbags and hay bales round the well being air lifted to help contain and prevent any trash or foreign material removed from the well from re- entering the well. 2.2.3 POST-CLEANING PERFORMANCE TESTING OF THE WELLS After air lifting the gravity drainage wells, each well will be retested for drainage capacity as described in the "pre-cleaning performance testing" procedures above. The pre- and post- cleaning flow testing results will be compared and evaluated to determine if cleaning the wells using air lifting techniques is effective at increasing the drainage capacity of the wells. This will help the airport team determine a best path forward for improving the drainage performance of the remaining gravity wells and drainage systems at EYW. TASK 2.3 REPORTING AND RECOMMENDATIONS 2.3.1 TECHNICAL MEMORANDUM A Gravity Drainage Well Technical Memorandum will be prepared to summarize the methods and approaches used during the cleaning and testing work. The TM will also provide results and recommendations for approaches to be used during future improvements. Services for Article B will be provided under a lump sum basis. ARTICLE C -STORMWATER MASTERPLAN AND ENVIRONMENTAL PERMIT APPLICATIONS TASK 3.1 STORMWATER MASTER PLAN AND DRAINAGE REPORT 3.1.1. EVALUATION OF ALTERNATIVES Jacobs will evaluate and describe up to two different alternative solution combinations. The analysis will be conducted for existing land use (including all currently permitted projects) and for an ultimate ("buildout") land use based on the approved ALP. The existing land use condition will encompass existing conduits, conduits under construction or conduits under final design. Thus, Jacobs will analyze a maximum of four scenarios (two alternative drainage systems for existing and future land use plans). The analysis will include possible use of on-site detention basins, drainage wells, exfiltration trench, backflow check valves, or other drainage features. Specific detention basin locations to be determined in consultation with Monroe County Airport Staff. Jacobs will apply the calibrated models for each of the four design storms. Jacobs will also assess the potential for the following stormwater Page 11 of 14 management options: A. Adjusting watershed boundaries and/or for interconnecting watersheds. B. Exfiltrating storm water into the groundwater system (wells, exfiltration trenches). C. Berm airfield perimeter and pump to temporary ponding areas (considering FAA constraints). D. Increasing existing offsite discharges, or additional points of discharge based on expected groundwater / tidal levels and the computed water elevations during the design storms. E. Other possible stormwater management options determined during information gathering task. The above list of stormwater management options shall be finalized and accepted by the Airport, prior to proceeding with analysis. 3.1.2 DEVELOP AND ANALYZE STORMWATER MASTER PLAN Based on the foregoing analysis and review comments from the Airport, Jacobs will further evaluate the two alternatives for existing and future land use conditions (i.e., 4 scenarios) including probable capital costs, operation and maintenance costs and develop an overall plan that meets the airport's levels of service and regulatory agency guidelines.Jacobs will develop a list of"pros"and "cons"for each alternative. Jacobs will prepare maps showing the location of recommended facilities (one alternative at 1"=200' scale), (one alternative) prepare a summary table of the probable capital costs of improvements and provide a discussion of the SWMP in the recommendations section of the Drainage Report as indicated below. 3.1.3 SWMP DRAINAGE REPORT Following review comments from the Airport on previous submittals (tables and memos), Jacobs will develop a Drainage Report which will address the following: - Introduction - Data and Methodology - Results - Alternatives - Recommendations - Cost Effectiveness - Permitting Issues - Implementation Page 12 of 14 The Drainage Report will provide the essential information on the above topics in the text narrative in the style of an Executive Summary. Supplementary information such as detailed tables, computer printouts and detailed maps will be provided in separately bound appendices in hard copy and/or digital form as appropriate. TASK 3.2 PERMIT APPLICATIONS A coordinated and detailed schedule of Permitting efforts, activities and responsibilities shall be developed. 3.2.1 DEVELOP AND ANALYZE STORMWATER MASTER PLAN FOR FUTURE DEVELOPMENT Jacobs will prepare conceptual plans, sketches, computations, and develop the information necessary to prepare permit application forms in accordance with the result of the consultation with the agencies having jurisdiction, in order to: A. Prepare an airport-wide conceptual Environmental Resource Permit (ERP) application to SFWMD. Non-stormwater environmental elements (such as, wetlands, wildlife and water quality etc.) are not anticipated to be required at this time.This scope does not include any field data collection or research on other such non-stormwater related environmental information as may be required for the non-stormwater environmental elements of the ERP. Jacobs shall request work authorization if such data or research is required. B. Depending upon the need to obtain non-stormwater related environmental information for the processing of the ERP,the Jacobs, if requested by the Airport, will provide services to obtain this information. C. This scope excludes work effort involving securing the rights to offsite lakes / ponds or discharge facilities not owned by the Airport. If any work related to the securing rights to offsite lakes, ponds or discharge facilities, becomes necessary, these work items may be added as an Additional Optional Service. Jacobs plans to submit ERP surface water management applications that are in conformance with jurisdictional agencies' standard stormwater requirements and/or represent a compromise between competing requirements (such as storage requirement by SFWMD versus ponding limitation by FAA).The level of effort in this scope assumes a reasonable stance by regulatory agencies (i.e., no new rules or special criteria or expanded geographic coverage).
