AGENDA ITEM WORDING: Approval to utilize the General Fund (001) and/or the
Infrastructure Sales Tax Fund (304) for interfund transfers to the Marathon International Airport
Fund (403), on a revolving basis for the purpose of working capital advances to support the Non-
Aeronautical Use Building Project (EOC) to serve as cash available to pay invoices until the project
reimbursements are received from the Grant Funding, $10.7M FDOT, $5.9M Legislative
Appropriation, $7.5M Hazard Mitigation Grant Program.
ITEM BACKGROUND: Funds are needed in the Marathon Airport Fund to cover the initial
construction costs of the Emergency Operations Center (EOC) building until such time as those
funds expensed are reimbursed to us from the Florida Department of Transportation (FDOT) and the
Florida State Department of Emergency Management(FDEM).
PREVIOUS RELEVANT BOCC ACTION: On September 19, 2018, the BOCC approved an
agreement with the Florida State Department of Emergency Management to accept a grant in the
amount of $5.9M for the design and construction of a Monroe County Emergency Operations and
Public Safety Center.
On December 19, 2018, the BOCC approved an agreement with the Florida Department of
Transportation (Public Transportation Grant G1009) to accept a grant in the amount of$400,000 (to
be matched with $400,000 in County funds) for the planning, permitting, design and construction of
a non-aeronautical building (EOC) to be constructed on the SW corner of the Marathon airport
property.
On December 11, 2019, the BOCC approved an agreement with the Florida Department of
Emergency Management (FDEM) to provide design funding, in the amount of $916,071.21 for the
Emergency Operations Center(EOC) at the Marathon Airport.
On March 28, 2020, the BOCC approved Amendment No. 1 to FDOT Grant G1009 providing
$4,000,000 for construction of the non-aeronautical building, and on the agenda for April 21, 2021,
the BOCC will consider approval of Amendment No. 2 providing final funding in the amount of
$6,338,000 for construction costs for this project.
