(Jacobs)have requested a proposal from Ricondo 8KAssociates, Inc. (Ricondo) to evaluate historical activity patterns at Key West International Airport (EYVV or the Airport)' to help understand how changes in scheduled airline service at the Airport affect the traffic patterns and volumes on U.S. Highway 1 that links Key West and the Florida mainland. The following work program describes the professional services and technical analyses that will be completed by Ricondo.This proposal assumes Ricondo will have access to the Monroe County Tourist Development Council (TDC)visitor profile surveys(through the Monroe County Department of Airport)and that no visitor surveys will berequired. ��� ��� � B��^��� COLLECTION w ��~�»� n° ���� w �� 1.1 DATA COLLECTION Ricondo would collect data measuring Key West visitor activity,transportation mode share, and vehicle counts over a period of ten years. Existing reports and other available information will be utilized to collect this information.This scope of work assumes that no on-site surveys would be conducted as part of this study. The data collection may include the following elements: � Airline passenger data sourced from airport management reports and United States Department of Transportation (USD0T) reports, including: o Enplaned passengers and aircraft operations by airline atEYVV o Segmentation o/passengers using EYVV and comparative metrics for the some passenger segments at MIA u Comparative airline schedule metrics at EYVVand k4|A o Comparative airfare metrics at EY\Nand MIA � Visitor survey data sourced from the Monroe[ountyTDC' including: o Purpose of trip u Rental car transactions and average duration ofrental o Number of visitors and average length of stay o Hotel, guest house and vacation rental capacity and occupancy rates u Visitor survey data that identifies visitor mode of transportation � Hotel capacity and occupancy rates in Key West � Bi-directional vehicle traffic survey counts (to be provided in an Excel spreadsheet or similar -this proposal does not include time for data input and/or conversion) a Other information as appropriate and available Visitor Mode Share Study Scope of Services KEY WEST INTERNATIONAL AIRPORT ApmLzm1 1.2 MEETINGS The FUcondo Team will participate in upto three coordination meetings (video conferences) with Monroe County Department of Airports and/or TDC staff during the data collection task.These meeting will include: * Project coordination with Jacobs PM (one video conference) * Monroe County TDC/Department of Airports Coordination (two video conferences) ~��� ��� � ������� ANALYSIS m ��^�m�� x�. ���� m �� 2.1 HISTORICAL DATA ANALYSIS Ricondo would analyze the available information to identify predictive or explanatory statistical relationships between the variables described in Task 1.1 and the vehicle volumes on U.S. 1,with a particular focus on the impact of available airline seat capacity at EYW and MIA, and overall market demand. It is important to note that this analysis will compare disparate data sources that may not 6e easily aligned and whose comparison/relationship may not directly establish cause and effect. It is also possible that a usable relationship between the variables may not be identified. However,any conclusions reached would strive to present a logical interpretation of the patterns observed in the data available for analysis. NOTE:The availability of Monroe County TDC data sourced for a period of ten years is essential to the completion of this analysis. 2.2 DELIVERABLES A PowerPointpresentat|on documenting the study findings will be prepared. Ricondovvi|| prepare and submit an electronic file version in PDF format ofthe draft PowerPoint. Upon receipt of Airport and Jacobs staff comments, Ricondo will prepare a final draft for review and comment. 2.3 MEETINGS For budgeting purposes, it has been assumed that Ricondo would participate in up to three in-person meetings in Key West and one(1)teleconference with the Airport Director and Jacobs staff during the duration of this task.The meetings are anticipated to last approximately two (2) hours and be attended by up to four (4) members of the Ricondo Team (two Ricon6o staff in-person and two via conference ca||s). The Executive Summary will inc|udeavai|ab|e/existing graphics and infogophics. This Executive Summary would be used by the Airport Director to present the findings of the study to the Board of County Commissioners. Ricondo will prepare and submit an electronic file version in PDF format of the draft Executive Summary. Upon receipt of Airport staff comments Ricondo will prepare a final draft for review and comment. Following the final review by Airport staff, Ricondo will prepare the final Executive Summary PowerPoint which will include up to 20 slides. Ricondo will provide a total of 20 copies and an electronic file version in Adobe PDF format of the final Executive Summery. No hard copies will be provided for the draft versions of the executive summary. 3.2 MEETINGS For budgeting purposes, it has been assumed that Ricondo would participate two (2) conference calls with Airport staff to review and address comments on the Executive Summary.The meetings are anticipated to last approximately one hour and be attended bvupto four(4) members of the Ricondo Team.
