ITEM BACKGROUND:
The County received a written request from Crime Stoppers of the Keys, Inc. advising of their desire to
merge the local Crime Stoppers of the Keys, Inc. program with the Miami -Dade Crime Stoppers.

A RESOLUTION OF THE BOARD OF COMMISSIONERS
OF MONROE COUNTY, FLORIDA APPROVING THE
REQUEST BY CRIME STOPPERS OF THE KEYS, INC., A
NON-PROFIT FLORIDA CORPORATION, TO MERGE
WITH CRIME STOPPERS OF MIAMI-DADE COUNTY,
INC. AND AUTHORIZING EXECUTION OF THE FIRST
AMENDMENT TO LETTER OF AGREEMENT BETWEEN
THE MONROE COUNTY BOARD OF COUNTY
COMMISSIONERS AND CRIME STOPPERS OF THE
KEYS, INC., TO INCLUDE THE PROPOSED MERGER.
WHEREAS, in 1997, F.S. 16.555-16.556 directed the Florida Department of Legal
Affairs (the "Department") to establish the "Crime Stoppers Trust Fund" for the purpose of grant
administration to fund Crime Stoppers and their crime fighting programs with the units of a local
government of the State; and
WHEREAS, F.S. 16.555(1)(c) defines "Crime Stoppers" as members of the Florida
Association of Crime Stoppers, Inc., a Florida corporation; and
WHEREAS, F.S. 16.555(4)(a) requires the Department to make applications available
for all federal and state or private grants which meet the purposes of advancing Crime Stoppers
in the State of Florida and, upon securing such grants, depositing those funds into the "Crime
Stoppers Trust Fund"; and
WHEREAS, F.S. 16.555(4)(b) further requires the Department to deposit the court costs
imposed pursuant to F.S. 938.06 in each judicial circuit to be deposited into a separate account in
the trust fund and, within that account, designating the funds according to the judicial circuit in
which they were collected; and
WHEREAS, pursuant to F.S. 16.555(5)(a), the Department of Legal Affairs is the
disbursing authority for the distribution of funding to units of local government, upon application
to the department for funding assistance; and

WHEREAS, pursuant to F.S. 16.555(5)(b) any County may apply to the Department for
a grant from the funds collected in the judicial circuit in which the county is located under F.S.
938.06; however, a grant may be awarded only to counties which are served by an official
member of the Florida Association of Crime Stoppers and may only be used to support Crime
Stoppers and their crime fighting programs and only one such official member shall be eligible
for support within any county; and
WHEREAS, on July 21, 1999, the County entered into an Letter of Agreement with the
Crime Stoppers of the Keys, Inc., a non-profit Florida corporation, authorizing them to apply for
grants from the Crime Stoppers Trust Fund that may be available for use in Monroe County and
to administer such grants on behalf of the Board of County Commissioners of Monroe County,
Florida ("Board") ensuring financial records are maintained in accordance with generally
accepted government accounting principles and to make those records available to auditors
employed by the County or State upon reasonable request; and
WHEREAS, the Letter of Agreement further ensures that should an audit reveal that
grant funds have been spent in a manner contrary to the terms of the grant, or the audit reveals
any irregularity in the expenditure of grant funds, any reimbursement of grant funds to the State,
plus any applicable interest or penalties, is the sole responsibility and liability of the Crimes
Stoppers of the Keys, Inc. and not of the Board; and
WHEREAS, the County has received a written request from Crime Stoppers of the Keys,
Inc. advising of their desire to merge the local Crime Stoppers of the Keys, Inc. program with the
Miami -Dade Crime Stoppers program and seeking written authorization from the Board to do so
as required by the Bureau of Criminal Justice Programs, Office of the Attorney General, (copy of
request attached hereto as Exhibit A. and made a part of this resolution); and
WHEREAS, the County has received written support of the proposed merger from
Sheriff Rick Ramsay, Monroe County Sheriff's Office (copy of support letter attached hereto as
Exhibit B. and made a part of this resolution); and
WHEREAS, the First Amendment to Letter of Agreement amends the existing Letter of
Agreement to include the Board's authorization for Crime Stoppers of the Keys, Inc. to pursue
merging with Crime Stoppers of Miami -Dade, Inc. with all conditions of the Letter of Agreement
dated July 21, 1999 to remain in full force and effect (First Amendment to Letter of Agreement
attached hereto as Exhibit "C" and made a part of this Resolution); and

WHEREAS, it is the desire of the Board to continue its support of the efforts of Crime
Stoppers and their crime fighting programs in Monroe County, Florida; now, therefore
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF
MONROE COUNTY, FLORIDA:
Section 1. The Board hereby approves the attached First Amendment to Letter of
Agreement providing written authorization to Crime Stoppers of the
Keys, Inc. to pursue its merger with Crime Stoppers of Miami -Dade, Inc.
with all conditions in the Letter of Agreement approved July 21, 1999 to
remain in full force and effect.

Roman and Connie:
I wanted to reach out to you both for guidance regarding the best way to get an item added to the consent
agenda for a BOCC meeting and thought I would start by sending an email. While I work for First State
Bank and am involved with various local organizations, I'm also the Project Director for Crime Stoppers of
the FL Keys and our local Board of Director's have expressed an interest in merging our program with
Miami -Dade Crime Stoppers.
As you know, the crime rate is low in the Keys and while that is a good thing, our Crime Stoppers grant
program funding is based on fines assessed through the county courts upon sentencing so our grant award
normally amounts to only about $13,000 annually where Miami -Dade Crime Stoppers receives about
$350,000. Our Board feels that the merger will enable us to increase our advertising exposure here in the
Keys and the mainland through name mention during local news programs, being featured on the Miami -
Dade Crime Stoppers weekly television program and assist us with other media venues that we don't have
as an advantage living in the Keys. It will also help us with providing law enforcement assistance for not
only the Monroe County Sheriff's Office but the Key West Police Department and help us continue with
keeping our anonymous tip program running now and into the future. In speaking with our grant manager
from the Bureau of Criminal Justice Programs from the Office of the Attorney General, she advised me that
we would simply need an approval letter from the BOCC before they can move forward with any paperwork
for our grant to make this happen.

I am aware issues regarding the Crime Stoppers of the Florida Keys program will be coming
before the Board of County Commissioners in June. I just wanted to let you know how important
the program is to the Monroe County Sheriff's Office.
The Crime Stoppers program in Monroe County has been responsible for the arrest of many
criminal suspects over the years. Many people who would not normally come forward with
information in a criminal case will choose to do so when there is -an offer of a reward and of
anonymity. Crime Stoppers offers both, and because of this, is oftentimes successful in
soliciting information we would not be able to obtain otherwise.
The Crime Stoppers program is funded by a state grant and it is my understanding the grant has
become excessively burdensome to administer, particularly for a small program like ours. The
opportunity to merge bookkeeping and grand writing requirements with Miami -Dade County,
and still maintain control over the awards given by our local board is an ideal opportunity.
Particularly if it means we can continue to utilize Crime Stoppers for our Monroe County crime
fighting efforts.
The Monroe County Sheriffs Office supports whatever the program's board of directors feels it
needs to do to keep the program running.

FIRST AMENDMENT TO LETTER OF AGREEMENT
THIS FIRST AMENDMENT TO LETTER OF AGREEMENT is entered into this
day of , 2013 by and between the Board of County Commissioners of
Monroe County, Florida (hereinafter "Board") and Crime Stoppers of the Keys, Inc., a non-profit
Florida corporation, whose mailing address is Post Office Box 6100, Key West, FL 33040.
WHEREAS, the parties entered into a Letter of Agreement dated July 21, 1999 attached
hereto and made a part hereof as "Exhibit A." to this First Amendment to Letter of Agreement;
and
WHEREAS, Crime Stoppers of the Keys, Inc. have expressed their desire to merge the
local Crime Stoppers of the Keys, Inc. program with the Crime Stoppers of Miami -Dade, Inc.;
and
WHEREAS, the Department of Legal Affairs, who administers the Crime Stoppers Trust
Fund, requires prior written approval of the Board allowing Crime Stoppers of the Keys, Inc. to
pursue the desired merger; and
WHEREAS, it is the desire of the Board to continue its support of Crime Stoppers of the
Florida Keys, Inc. and their crime fighting programs in Monroe County; and
WHEREAS, the merger desired by Crime Stoppers of the Keys, Inc. with Crime
Stoppers of Miami -Dade, Inc. requires an amendment to the existing Letter of Agreement
between the parties;
NOW THEREFORE, IN CONSIDERATION of the mutual covenants contained
herein, the parties agree as follows:
1. The Board hereby approves the request of Crime Stoppers of the Keys, Inc. to pursue
a merger of the local Crime Stoppers of the Keys, Inc. program with Crime Stoppers
of Miami -Dade, Inc.
2. The Letter of Agreement is hereby amended to add the following language:

desired merger of Crime Stoppers of the Keys Inc. with Crime Stoppers of

LETTER OF AGREEMENT
This letter of agreement is entered into this the 21st day of July, 1999, by and between
the Board of County Commissioners (Board) of Monroe County and Crime Stoppers of the
Florida Keys, Inc. (CS), a non-profit Florida corporation. The parties agree as follows:
1. The Board hereby authorizes CS to apply for grants from the State Crime
Stoppers Trust Fund that may be available for use in Monroe County. The CS is also
authorized to administer such grants on behalf of the Board.

About Crime Stoppers of the Florida Keys
Crime Stoppers of the Florida Keys is a community -based program designed to help law
enforcement solve crimes by rewarding anonymous tipsters who supply criminal information
that lead to arrests. Crime Stoppers can only work through the combined efforts of the
community, the media and law enforcement. Crime Stoppers is actually a non-profit
corporation run by a civilian board of directors. The rewards are paid from donations raised by
the board. Tax money Is not used. Crime Stoppers is a successful local, state, national and
international program.
How it works
Anyone who has information about a crime or a criminal can pass it on by using the
toll free 24-hour hot line or by using the internet at www.tipsubmit.com. Tipsters
remain anonymous and names are never used. Any tips received are passed on to the
appropriate law enforcement agency for investigation. If the tip results in an arrest, the
independent civilian board of Crime Stoppers will decide on the reward. The tip line is 1-
800-346-TIPS (8477). Crime Stoppers tips may also be made anonymously on line
at
Crime Stoppers works! There are hundreds of Crime Stopper programs in operation around
the world. In Florida there are 32 Crime Stopper programs serving all 67 counties. Locally,
Crime Stoppers has been in operation in the Keys since 1992.
How can you help?
Since Crime Stoppers does not use tax money, donations are needed to help fund the reward
program. A donation to Crime Stoppers is an investment in a safer community. Crime
Stoppers gets criminals off the streets. If you want to actively participate, Crime
Stoppers always needs volunteers to serve as board members. For more information
about donations, joining the board, or if you have any questions, call Crime Stoppers

Sheriff's Animal Farm
Crime Stoppers operates a toll free number that is answered by trained
staff members. Anyone who has information about a crime or a criminal
r can pass it on by using the 24-hour hot line or by using the internet at
• www.tipsubmit.com. Tipsters may choose to remain anonymous. A code
number is given to the tipster. Names are never used. Any tips received
on the hot line are passed on to the appropriate law enforcement agency
for investigation. If the tip results in an arrest, the independent civilian
board of Crime Stoppers can give a reward of up to one thousand
dollars. The tipster picks up the reward at a local financial institution by
using the code number. The code number protests the anonymity of the

Crime Stoppers of Miami -Dade County, Inc. is a non-profit community action program dedicated
to the apprehension of criminals through anonymous tips and rewards. Crime Stoppers is governed
by a volunteer civilian Board of Directors. The unit is staffed on a day to day basis by Miami -
Dade Police Officers.
Established in 1981 under the auspices of the Greater Miami Crime Commission, Crime Stoppers
has evolved into a powerhouse of information gathering, receiving tips on crimes for over forty
(40) law enforcement agencies from, city, county, state, federal and international levels. Its
effectiveness has made Crime Stoppers the most cost productive crime prevention and
apprehension tool in the Miami -Dade County area with an average cost of $176.83 per arrest.
Through April 30, 2013, tips to Crime Stoppers have cleared over 33,828 cases, leading to the
arrest and filing of criminal charges against over 9,635 criminals, recovering over
35,785,468 dollars of property and preventing over 123,688,021 dollars in illegal drugs from
entering our schools and communities. For all that work, Crime Stoppers has paid out a mere
$1,713,130 in rewards to the anonymous "tipsters" who provided the information to trained
detectives that operate the clearinghouse.

Florida Association of Crime Stoppers
Who we are
The Florida Association of Crime Stoppers (FACS) is a statewide umbrella organization
operated by a volunteer board of directors from the 33 Crime Stoppers programs throughout the
state of Florida. FACS provides recommended guidelines and "best practices" to ensure
consistency and continuity of the crime stoppers' mission. Although FACS has some statutory
authority, member programs are autonomous and sovereign. The aim of FACS is to
help establish local programs, provide ongoing training, advocacy and mentoring to established
programs and new programs alike. The various programs within the communities statewide
fund FACS through their membership dues.
Just one year after the first Crime Stoppers program in the country was born, Central Florida
Crime Watch Program, now Central Florida Crimeline, was formed on June 6th, 1977. Fueled
by its overwhelming success, the idea caught on quickly. Together with a hand full of new and
successful programs, the need for a centralized organization to facilitate the flow of information
and to spread the crime stoppers model around the state grew. On December 13, 1983 the
FLORIDA ASSOCL47YON OF CRIMELINES ANONYMOUS, INC., was duly organized as a not
for profit corporation under the Florida Not for Profit Corporation Act. The founding members

The name of the organization was officially changed to the FLORIDA ASSOCIATION OF CRIME
STOPPERS, EVC., September 4, 1991, and by that time there were 16 Crime Stoppers
programs receiving tips and paying rewards. By 1996 founding members of the now 19 strong
organization, seeing the need for more stable funding in order to expand the model, presented
the Florida Association of Crime Stoppers association members the notion of a "Crime Stoppers
Trust Fund". A committee of seasoned Crime Stoppers veterans set out to present and advocate
for this cause and in 1997 F.S.S. 16. 5 the "Crime Stoppers Trust Fund" was signed by Florida
Governor Jeb Bush. It is because of their efforts that today we boast a 32 program strong
organization. And we thank them for their efforts.

That we do
The organization holds several training conferences throughout the year in various locations within the
state hosted by the local Crime Stoppers program in the area. These conferences provide a central location
for valuable networking opportunities.
Training classes are provided for board members and law enforcement coordinators on various aspects of
running a Crime Stoppesr program from tip handling to paying rewards and managing grants. Trainers
are often called upon from the vast knowledge base within the states own seasoned program members.
These members not only volunteer their time but also their experience with other members.
Annual training is held with the Florida Attorney General's Office, ensuring that programs receive up to
date information regarding Trust Fund application and reporting requirements.
Other services provided by the organization include:
• An operations manual to assist new programs to establish and guide established Crime Stoppers
programs.
• Overseeing training and organizing forums for the exchange of ideas.
• Operating this web site with free information and links to other member programs.

The Crime Stoppers concept originated in Albuquerque, New Mexico in 1976. Its success
exceeded all expectations. By the end of 1986 over 600 organizations were formed throughout
the United States and Internationally. Although each operates independently, all rely on the
original formula for success; that is the commitment and cooperation of law enforcement, the
media, and the public to solve felony crimes and maintain caller anonymity. Today, there are
over 1,200 Crime Stoppers organizations throughout the world.
When a young college student, Michael Carmen, was shot to death during a robbery at an
Albuquerque, New Mexico gas station in July 1976, Detective Greg MacAleese had no idea who
was responsible for the killing.
He conceived the idea of producing a video re-enactment of the homicide, guaranteed
anonymity for anyone who was willing to call him with information and put up a reward from
his own pocket to encourage someone to provide a lead that would help identify those
responsible for the murder of Carmen.
MacAleese received other calls following the reenactment, including one that allowed police to
solve the rape of a young woman. Realizing that this type of program might be useful in fighting
crime, MacAleese convinced the Albuquerque Police Department to allow a group of citizens to
establish the first Crime Stoppers program.
For his efforts Detective MacAleese was named one of the people in the 1970's who changed the
face of the United States and was also named the country's Police officer of the Year. It's also
interesting to note that since adopting Crime Stoppers Albuquerque's crime rate has dropped
significantly and no longer is ranked in the list of 20 cities with the highest per capita crime rate.
Crime Stoppers.
Local citizens are responsible for forming local Crime Stopper programs. Civilian -based boards of
directors are made up of persons from throughout the community. They work closely with law
enforcement and the media and generally oversee the program establishing policies and providing
direction as to the financial and promotional activities of the program.
Most boards meet on a monthly basis to evaluate arrests and to decide on the size of rewards to be paid.
The board of directors enhances the community involvement aspect, and its function is vital to the
program's success. Those directors are also responsible for fund raising and volunteer services. The
programs are supported by the public through tax deductible donations from businesses, corporations,
individuals, service organizations and the Crime Stoppers Trust Fund.
Crime Stoppers is based on the principal that someone other than the criminals themselves have
information that can solve a crime and was created to combat the three major problems faced by Iaw
enforcement in generating that information:
• Fear of REPRISAL
• An attitude of APATHY
• Reluctance to get INVOLVED
Crime Stoppers resolves these problems by:
• Offering ANONYMITY to people who provide information about crimes.
• Paying REWARDS when the information supplied leads to arrest.
• Members of the local community, media and law enforcement, came together in partnership to
begin the effort to provide crime -solving assistance to law enforcement,
• Today, community and student Crime Stoppers programs reach around the world and are
represented by the Nation/Regions of the United States, Canada, Caribbean, Latin America,
Europe, Australia, and the South/Western Pacific.

EXECUTIVE BRANCH ATTORNEY GENERAL
16.555 Crime Stoppers Trust Fund; rulemaking.—
(1) As used in this section, the term:
(a) "Department" shall mean the Department of Legal Affairs.
(b) "Units of local government" shall mean the various city and county governments of the state.
(c) "Crime Stoppers" shall mean members of the Florida Association of Crime Stoppers, Incorporated, a
Florida Corporation.
(2) The department shall have all the powers necessary or appropriate to carry out the purposes and
provisions of this act.
(3) The department shall establish a trust fund for the purpose of grant administration to fund Crime
Stoppers and their crime fighting programs within the units of a local government of the state.
(4)(a) The department shall make applications for all federal and state or private grants which meet the
purposes of advancing Crime Stoppers in the State of Florida. Upon securing such grants, the funds shall be
deposited in the "Crime Stoppers Trust Fund."
(b) The proceeds of the court cost imposed by s. 938.06 shall be deposited in a separate account in the
trust fund, and within that account the funds shall be designated according to the judicial circuit in which
they were collected. The funds in this account shall be used as provided in paragraph (5)(b).
(5)(a) The department shall be the disbursing authority for distribution of funding to units of local
government, upon their application to the department for funding assistance.
(b) Funds deposited in the trust fund pursuant to paragraph (4)(b) shall be disbursed as provided in this
paragraph. Any county may apply to the department for a grant from the funds collected in the judicial
circuit in which the county is located under s. 938.06. A grant may be awarded only to counties which are
served by an official member of the Florida Association of Crime Stoppers and may only be used to support
Crime Stoppers and their crime fighting programs. Only one such official member shall be eligible for
support within any county. In order to aid the department in determining eligibility, the secretary of the
Florida Association of Crime Stoppers shall furnish the department with a schedule of authorized crime
stoppers programs and shall update the schedule as necessary. The department shall award grants to
eligible counties from available funds and shall distribute funds as equitably as possible, based on amounts
collected within each county, when more than one county is eligible within a judicial circuit.
(6) The department shall adopt and enforce rules to implement the provisions of this act. Such rules
shall include, but shall not be limited to:
(a) Criteria for local governments to apply for funding from the "Crime Stoppers Trust Fund" in order to
aid in local law enforcement as provided in this section.
(b) The limits of funding to be distributed to local government units based on a pro rata share of grants
made available through the "Crime Stoppers Trust Fund" pursuant to paragraph (4)(a), and criteria for the

equitable distribution of funds available pursuant to paragraph (4)(b).
(c) Provisions for the return of unused funds to be redeposited in the "Crime Stoppers Trust Fund" if for
any reason the unit of local government does not use the funds as intended within an agreed upon time.
(d) Provisions for the coordination with appropriate governmental agencies to support and enhance
efforts to train the public in crime prevention methods and in personal safety principles, especially for
citizens who live in, work at, or frequent locations having high crime rates.

CRIMINAL PROCEDURE AND CORRECTIONS COURT COSTS
938.06 Cost for crime stoppers programs.—
(1) In addition to any fine prescribed by law, when a person is convicted of any criminal offense, the
county or circuit court shall assess a court cost of $20.
(2) The clerk of the court shall collect and forward, on a monthly basis, all costs assessed under this
section, less $3 per assessment as a service charge to be retained by the clerk, to the Department of
Revenue for deposit in the Crime Stoppers Trust Fund, to be used as provided in s. 16.555.
(3) As used in this section, the term "convicted" means a determination of guilt that is the result of a
trial or the entry of a plea of guilty or nolo contendere, regardless of whether adjudication is withheld.
