GOVERNING BOARD
May 15, 2013 Meeting Minutes
The Governing Board of the Monroe County Comprehensive Plan Land Authority held a regular
meeting on Wednesday, May 15, 2013 at the Murray E. Nelson Government Center located at
102050 Overseas Highway, Key Largo, Florida. Chairman Heather Carruthers called the
meeting to order at 9:28 AM. Present and answering roll call, in addition to Chairman
Carruthers, were Commissioner Danny Kolhage, Commissioner Sylvia Murphy, Mayor George
Neugent, and Commissioner David Rice. Also in attendance were Executive Director Mark
Rosch, Office Manager Kimberly Nystrom, Counsel Larry Erskine, and members of the public.
The first item on the agenda was approval of the minutes for the April 17, 2013 meeting. A
motion was made by Mayor Neugent and seconded by Commissioner Rice to approve the
minutes as submitted. There being no objections, the motion carried (5/0).
The next item was approval of contracts to purchase the following properties for conservation:
a) Block 2, Lots 22 and 23, Harris Ocean Park Estates, Key Largo at a total cost of
$32,827.50;
b) Block 3, Lots 9 and 10, Harris Ocean Park Estates, Key Largo at a total cost of $60,988.50;
c) Block 3, Lot 26, Harris Ocean Park Estates, Key Largo at a total cost of $16,743.50;
d) Block 4, Lot 39, Harris Ocean Park Estates, Key Largo at a total cost of $16,743.50;
e) Block 5, Lots 29 and 30, Harris Ocean Park Estates, Key Largo at a total cost of
$32,827.50;
f) Block 5, Lot 31, Harris Ocean Park Estates, Key Largo at a total cost of $16,743.50;
g) Block 2, Lot 8, Ocean Park Village, Key Largo at a total cost of $16,743.50;
h) Block 5, Lot 7, Eden Pines Colony First Addition and Block 5, Lot 8, Eden Pines Colony
Third Addition, Big Pine Key at a total cost of $60,988.50; and
i) Block 6, Lots 11 and 12, Torch Key Estates, Little Torch Key at a total cost of $32,827.50.
A motion was made by Commissioner Murphy and seconded by Commissioner Rice to approve
the contracts to purchase each of the above properties. Mr. Rosch addressed the Board
regarding the ROGO allocation status of Block 3, Lots 9 and 10, Harris Ocean Park Estates.
The Board discussed this property and also discussed holding a workshop in the future. At the
completion of the Board discussion, there were no objections and the motion carried (5/0).
There being no further business, the meeting was adjourned at 9:40 AM.
