Construction is expected to be funded by transportation impact fees and supplemented by infrastructure sales tax funds, if necessary. ITEM BACKGROUND: Residents in Key Largo and Ocean Reef expressed interest in having bike lanes on CR 905; the BOCC approved a task order for engineering design and permitting services for the project at the April 2012 meeting. The consultant provided two alternate construction estimates: 1) $2,421,868 to construct bike lanes from Key Largo to the intersection of Card Sound Road (approx. 10 miles) and 2) $2,979,127 to construct the lanes from Key Largo to Ocean Reef (approx. 11.5 miles). CEI services are estimated to be $200,000 and will be negotiated via task order with On Call Consultant. Transportation Impact Fees totaling $2,726,404 (previously allocated and new request) have been identified to fund construction and CEI services. Approximately $452,723 of Infrastructure Sales Tax funding will be required if alternate 2 full construction from Key Largo to Ocean Reef is selected. PREVIOUS RELEVANT BOCC ACTION: BOCC approved the On Call Professional Engineering Services contract with EAC Consulting, Inc. at the January 2010 meeting. BOCC approved task order for engineering design and permitting services with EAC Consulting, Inc. at the April 2012 meeting. BOCC approved amendment 1 to the task order with EAC Consulting, Inc. at the December 2012 meeting.
