ITEM BACKGROUND: Monroe County was approved for a $750,000 Small Cities grant on June 6, 2011. The award was executed on September 30, 2011 with an end date of September 30, 2013. In order to spend all of the funds the County is requesting a time extension which is required by DEO ninety days in advance of the expiration date of the contract which is September 30, 2013. WHEREAS Monroe County received a $750,000 a Small Cities CDBG Housing Grant on June 6, 2011 from the Florida Department of Economic Opportunity (then Florida Department of Community Affairs; and WHEREAS the Board of County Commissioners of Monroe County Florida approved the Small Cities CDBG Sub -Grant Agreement which was executed on September 30, 2011; and WHEREAS the Department of Economic Opportunity requires a time extension to be submitted ninety days before the sub -agreement's end date of September 30, 2013. NOW THEREFORE BE IT RESOLVED by the Board of County Commissioners of Monroe County, Florida that the County hereby: Approves the submission of Modification Number 2 to the Small Cities CDBG Sub -Grant agreement and revised activity work plan. WHEREAS, the Department and the Recipient entered into the Agreement, pursuant to which the Department provided a subgrant of $750,000 to Recipient under the Small Cities Community Development Block Grant ("CDBG") Program as set forth in the Agreement; WHEREAS, the Department and the Recipient desire to modify the Agreement; WHEREAS, pursuant to the provisions of Chapter 2011-142, Laws of Florida, the DCA Division of Housing and Community Development was transferred to the Department of Economic Opportunity effective October 1, 2011; and the parties wish to reflect the new name. MONROE COUNTY LETTERHEAD DRAFT June 2, 2013 Mr. Bob Dennis Community Program Administrator Florida Department of Economic Opportunity CDBG Disaster Recovery Program 107 East Madison Street, MSC-400 Tallahassee, Florida 32399-5508 RE: Small Cities CDBG Contract Number 12DB-05-11-54-01-H15 Request for Amendment Number 2 Dear Mr. Dennis: Monroe County is requesting Amendment 2 to Contract Number 12DB-05-11-54-01-H15 dated September 30, 2011. The purpose of this amendment is to request a time extension from the current end date of September 29, 2013 to June 29, 2014. As indicated in our Amendment #1, it became necessary to move $300,000 from 14A Single -Family Rehabilitation to the Multi -Family line item. This line item was originally designed to fund single-family sewer connections, but for a number of reasons, the current demand for sewer connection assistance has been less than anticipated. These factors included that the sewer connection cost were much less than originally anticipated, changes in demographics and there were areas within the county where centralized sewer systems and sewer lines had not been completed. The 14A line item was originally intended to fund 32 single-family sewer connections and this number of accomplishments and beneficiaries was not reduced. The transfer of $300,000 to the multi -family rehabilitation line item will be used to fund rehabilitation of multi -family housing. While the single-family sewer connection program has been moving forward, the approval of Amendment #1 by the Department was delayed because an Amendment to the Monroe County Small Cities HAP Plan became necessary to reflect Multi -family and Rental Rehab as a part of the Monroe County Small Cities Program. This required a meeting with the Citizens' Advisory Task Force, which was delayed until a new member could be appointed by the County Commission in May. A meeting of the CATF was accomplished in May, and the revised HAP was set to be adopted by the Board of County Commissioners at their June 19, 2013 meeting. Therefore, we are now requesting an extension to this Grant to allow Monroe County to complete remaining work in the multi -family and single-family housing components.
