AGENDA ITEM WORDING: Approval of a resolution by the Monroe County Board of County
Commissioners amending the Building Department Fee Schedule updating fees for Hurricane Shutters
and Floodplain Administration.
ITEM BACKGROUND: In the ongoing efforts to further modify and refine the Monroe County
Building Department Fee Schedule to reflect the true costs of services provided, the Building
Department is requesting approval to add a new fee of $50 for retrofit or new construction of hurricane
shutters for all work valued at $2,500 with an additional $15 to be charged for each $1,000 or fractional
part thereof over $2,500. This new fee will not affect shutters that are currently exempted per MC 6-103
permitting exceptions (for single family residential work valued less than $2,500). In addition, the
Building Department is modifying some of the language relating to Flood Insurance Inspections to
clarify that the specific insurance inspection therein is related to "Flood" and reflects the `Building"
portion of the fee in Section 1, Part K, 6(a) and the "Code Enforcement" portion in 6(d). The Certificate
of Compliance inspection fee has been reduced by $50.00 in 6(c) to reflect removal of the "recording"
portion of the fee. Finally, the Building Department is requesting an additional fee of $1,500 for each
application of a Floodplain Variance. This fee has not been updated since the late 1970's and a variance
requires extensive staff research and administrative time involving multiple disciplines, including a
public notice process. The existing fee schedule does not currently provide a mechanism to recover
these extensive costs therefore the Building Department is seeking to correct this deficiency.

A RESOLUTION AMENDING RESOLUTION NO. 091-2013, THE
BUILDING DEPARTMENT FEE SCHEDULE: CLARIFYING FEES FOR
HURRICANE SHUTTERS (SECTION 1(B)(22)); AND CLARIFYING
FLOODPLAIN FEES (SECTION 1(K)(6)).
WHEREAS, the Monroe County Board of County Commissioners wishes to provide the citizens of
the County with the best possible service in the most cost effective and reasonable manner; and
WHEREAS, the Board finds that it would be in the best interests of the public to charge the true cost
for such services, thereby placing the burden of such costs directly upon those parties deriving the
benefit from such services; and
WHEREAS, the updated fee schedule prepared by the Growth Management Director for providing
these services includes the estimated direct costs and reasonable indirect costs of services; and does
reflect the true cost of providing the services to the persons requesting the Building Department
services; and
WHEREAS, the Board concurs with the conclusions and findings of the Growth Management
Director;
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF MONROE COUNTY, FLORIDA:

The fees included in this resolution are in addition to after the fact fees in Chapter 6 and Chapterl 18
of the Monroe County Code of Ordinances.
Section 2. Resolution No. 091-2013 is hereby rescinded. Any other fees schedules or provisions
of the Monroe County Code inconsistent herewith are hereby repealed effective
midnight April 17, 2013.
Section 3. The staff is hereby directed to implement these fees beginning April 18, 2013.
Section 4. The Clerk of the Court is hereby directed to forward one (1) certified copy of this
Resolution to the Division of Growth Management.
