ITEM BACKGROUND: In 2011, the BOCC approved an Impact Fee Expenditure Request in the amount of $450,000 as a match to an FDOT grant for the Overseas Heritage Trail. The final cost estimate for the trail segment was significantly less, and the project will only require a $225,000 county match. The balance of $225,000 has been returned to the county -wide transportation impact fee fund for re -distribution. Staff is requesting approval to utilize the surplus allocation to design and permit a new road alignment for Atlantic Boulevard between Reynolds Street and White Street in Key West. A new alignment will increase vehicle and pedestrian safety and preserve the integrity of nearby African American gravesites and the historic West Martello Fort. A new alignment will improve traffic flow through the area for residents, tourists, and delivery vehicles, and it will also provide improved parking areas and pedestrian crossings. The old roadbed is in poor condition and does not meet current transportation standards or provide sufficient ADA access. The new alignment will be designed to meet federal transportation standards. The funds were programmed as a match to an FDOT grant for the Overseas Heritage Trail. The updated cost estimate for the trail segment is significantly lower, and the project will only require $225,000 in matching funds. We would like return $225,000 to the countywide fund for use on another project. Can this be done via email, or is there a form that needs to be filled out and submitted to OMB? The Planning Department has been asked to bring a new Impact Fee Expenditure Request to the BOCC in April to design and permit a new road alignment for Atlantic Boulevard, a county maintained road in Key West. We'll route the item on Monday to the Planning Director, Legal, and OMB for signatures. I will not have time to do all of the paperwork to release funds that were previously dedicated but not needed (as discussed In my March 41h memo) or to get approval for new proposed use, but Trish Smith and Townsley Schwab in planning and I will do this when I return from leave. The account balances are from the updated spreadsheets that Penny provided (dated 3/16/2010): District — Countywide - $516,642.21; $450,000 will be used to match a DOT CIGP grant for Overseas Heritage Trail construction in Sugarloaf. This grant is in the DOT work program for FY 2014. The balance of the money can be left in countywide or transferred back to districts 1 through 3 for use on projects (per Suzanne and Kevin Madok). District 1 - $523,078.30; approximately $500K will reimburse the Key Deer Boulevard resurfacing and paved path construction project. I will prepare the impact fee use report that documents eligible expenditures when I return. This money will go into the Road and Bridge fund, which is what paid for the Key Deer project. District 2 - $751,275.21; some portion of this money will be added to the pedestrian bridge project to increase the budget. It may be easier to widen the existing bridges to accommodate pedestrians and bicycles than to install a pedestrian bridge. District 3 - $1,448,740.82; this money will be dedicated to projects in the Key Largo Master Plan. ITEM BACKGROUND: In June 2001, Monroe County entered into a Memorandum of Understanding with the Florida Department of Transportation (FDOT) and the Florida Department of Environmental Protection (FDEP) for the Florida Keys Overseas Heritage Trail (FKOHT). The county agreed to provide impact fees as a match for FDOT County Incentive Grant Program (CIGP) funds (attached). In 2006, Monroe County was awarded a $900,000 CIGP grant for the construction of the FKOHT Lower Sugarloaf Trail segment. The project is programmed in the FDOT Work Program in FY 2014. This grant requires a 50% match. Impact fees were allocated for this project in 2006 as District 1 Funds. In 2010, staff from Planning, Engineering, OMB, and Legal reviewed the Transportation Impact Fee allocations for FKOHT projects. They determined that some projects with previously allocated impact fees had already been built by FDEP utilizing federal funds that did not require a match Remaining District Funds were redistributed for other county projects. Remaining County -wide funds were flagged for use to construct the FKOHT Lower Sugarloaf segment (see attached emails).
