ITEM BACKGROUND: With the increase of development of housing on Stock Island, Bernstein Park, the only County Park available on Stock Island to the public, is in need of redevelopment. The field is low in elevation and is frequently unusable due to poor drainage and the effect of high tides. The redevelopment would include, but not be limited to, raising the level of the field by 18" — 24"; construct new restrooms; develop a new baseball field and basketball court; install new playground equipment; install a new walking track; create a stormwater retention system; and remove the existing dwelling unit. See attached preliminary analysis for the issue of flooding with budget estimate, civil engineering plans, and pictures. PREVIOUS RELEVANT BOCC ACTION: On February lb, 2011, the BOCC approved a Task Order with Bermello Ajamil & Partners, Inc. for engineering services to provide cost estimates and design of changes to Bernstein Park to raise the elevation to eliminate flooding and add a soccer field to the park. This is mainly due to the low elevation of the site. These events usually destroy the vegetation and render the park unusable for long periods of time. The restrooms and parking areas also flood. Bernstein Park is the only park on Stock Island and is frequently unusable. It would be in the community's best interest to provide improvements to the park that would increase its usability, reduce maintenance, improve safety and improve the quality of life for the residents of the community and Monroe County. A Monroe County consultant has previously provided a preliminary report, estimate and design to elevate the site (attached). There is also a need to replace the existing recreational equipment and restrooms. This previously provided information will be used in the future design of the park as much as possible. This request is for Project Management to be authorized to issue a Request for Qualifications (RFQ) to architect/engineering firms for the design of a new elevated park. This would include but not be limited to elevating the existing site 1.5' — 2.0' above its present elevation and construction of a stormwater retention system, new baseball field, soccer field, playground, basketball courts, walking track, restrooms and parking area. The removal of the existing residential unit located on the site is also a possibility. The construction Project is estimated to cost $2m - $4m depending on the number and quality of the selected recreational items to be provided. The design package is estimated to cost $200k - $350k. With the Board's authorization Project Management will issue the RFQ. Jerry A. Barnett, Director Project Management Bernstein Park —Preliminary Analysis Currently, Bernstein Park has an issue with flooding during rain storm events. B&A was commissioned by the Monroe County Engineering Department to devise a feasible drainage scheme which would retain a 25-year storm. We have been researching some options, trying to determine what would be the best and most economical approach to solving this problem. Reviewing the existing survey elevations, the existing field grading was poor and did not allow for appropriate drainage. Three options were prepared. Option 1: A swale currently exists along the north end of the park, parallel to 5"' Avenue. Our preliminary grading scheme ties into this existing Swale and surrounds both the soccer and softball field. Drainage well is placed at the SW corner of the park. This is the lowest cost option that will improve the existing drainage condition in the park. Preliminary numbers were obtained from Toppino's on the cost of transporting and placing the fill for the park area. if the fill from the Monroe County site is to be used, it would cost approx. $40,000 to pick up, transport, dump, and compact the new fill. If the fill had to be provided, it would be just under $140,000 to furnish, transport, dump, and compact the fill. For the infield clay, they estimated that the field would require approx. two truckloads. At $50/ton and each truckload carrying approx. 10 tons, the total in material would be $1,000 but the cost of transporting would be more based on the exact location of where they obtain this material from. The above prices are for material only and do not include the cost for mobilization, clearing and grubbing, contingency, etc. You may have better luck getting this information from them than I've been. We've included a set of preliminary plans that show the revised grading along with details for the well. This is our baseline drawing that allows for minimal cost on the project. We've been in contact with Bill McCluskey and John O'Brien from Jaffer Wells on pricing for their well drilling along with the encasement. We originally designed a 24" well but they advised against this stating that an 18" diameter well in a 24" borehole would have similar capacity without the added expense. Therefore, please disregard the 24" diameter shown on the plans. The total cost for the well would be $34,000. This does not include the vault or the associated piping which would come out to approximately $12,000. Option 2• This option would involve utilizing a similar grading scheme but we would introduce a bed of stone, filter fabric, sand, and sodding immediately above. This would allow the entire field to drain efficiently but there would be a cost associated with this. We have yet to get pricing on this scheme but were working on it. The benefit is excellent percolation but the issue is that the percolation would be so good, that the grass above would have to be irrigated to keep it from dying since it wouldn't retain the water for a significant period of time. Irrigation could consist of a water truck coming by once a week or a full irrigation system. This option is similar to the soak pit that Mr. Pierce spoke about. Option 3: This would involve the use of a closed drainage system. Drainage structures would be spaced as required around the perimeter of the fields with water draining into them. A pipe network would be installed underground conveying the water towards the appropriate well. In areas where the elevations are too low, a pump station would be installed to direct the water to the well. After a preliminary pricing scheme is developed for option 2 and this option does not go over a set amount, we will look into pricing out this alternative. a C O O h C: .
