AGENDA ITEM WORDING: Approval for Solid Waste staff to reduce tipping fees from $123.50
per ton to $89 per ton, for retrievalldisposal of traps, illegal fishing gear and debris that remains in the
water during closed season. This project represents a partnership between the Florida Fish and Wildlife
Conservation Commission and the Organized Fishermen of Florida. This is a statewide program
operated by the Florida Fish and Wildlife Conservation Commission.
ITEM BACKGROUND: The Florida Fish and Wildlife Conservation Commission (FWC) operates
an annual Spiny Lobster and Stone Crab Trap retrieval Program and contracts with organizations and
local fishers (Organized Fishermen of Florida) to remove spiny lobster and stone crab traps that remain
in the water illegally during the closed season. Monroe County is supporting this program by partnering
with our Franchise Hauler, Waste Management and reducing the tipping fee to $891ton for this project
only. This partnership assures the County that these traps are disposed of properly. Actual cost to
County will depend on the tons of traps brought in; 2012 total weight was thirty three (33) tans.

The Organized Fishermen of Florida would like to request the Monroe Board of County Commissioners to
again this year grant a reduction in tipping fees to those fishermen who participate in the FWC Trap
Retrieval Program.
OFF greatly appreciated the BOCC's approval last year of the reduced rate as it allowed us to pay the
local fishermen who participated in the program more than we could have been able to if we had to pay
the full amount for the tipping fees out of the programmatic funds.
This year OFF will again be conducting the trap retrieval program in June, July, and August and would
greatly appreciate the reduced rate of $89 per ton for lobster and stone crab trap debris.

$2.50 more per trap if they take their trap debris directly to the appropriate transfer stations.
