ITEM BACKGROUND: As a direct result of the sequestration, Amendment #004 of the Older Americans Act (OAA) contract deobligates a total amount $24,415.51 of Federal Funding from the original award amount of $468,760.00 to $444,344.49. Title 11113 is reduced by $1,745.61 from $48,360.00 to $46,614.39, Title CI is reduced by $14,305.92 from $144,746.00 to $130,440.08, Title C2 is reduced by $3,350.12 from $208,990.88 and Title IIIE is reduced by $5,013.86 from $63,313.00 to $58,299.14. ORIGINAL THIS AMENDMENT is entered into between the Alliance for Aging, Inc. hereinafter referred to as the "Alliance", and Monroe County Social Services. The purpose of this amendment is to add paragraph 1.3.5 to attachment I of the original contract to read: 1.3.5 Leadership and Advocacy As a designated Focal Point, a provider is encouraged to provide coordination of services for older individuals. The Provider must also provide community leadership on aging issues and serve as the advocate and focal point for the elderly within the community in cooperation with agencies, organizations and individuals participating in activities funded by the Alliance. Advocacy should include initiating positive changes in public or private policies and attitudes towards older persons, taking action to improve, modify, or eliminate situations which adversely impact on lives of older persons, or expressing support for older persons and their interests. Advocacy activities may be broadly supportive of the general interests of older persons or may involve specific activities on behalf of individuals." All provisions in the contract and any attachments thereto in conflict with this amendment shall be and are hereby changed to conform with this amendment. All provisions not in conflict with this amendment are still in effect and are to be performed at the level specified in the contract are hereby amended to conform with this amendment. This amendment and all its attachments are hereby made a part of the contract. The final cuts received from the Department were higher than those previously anticipated for some titles. Due to some adjustments made by the Alliance, the actual cuts by title applied to your contract will be less than the cuts received from the Department. This was done in an effort to reduce the number of displaced clients. The following is'a breakdown of the final cuts, by title, that you will see reflected in your contract amendments for those Providers currently serving clients under the 2013 OAA contract. Final cuts: Title IIiB: 3.610% Title Cl: 9.883% Title C2: 1.578% Title IIIE: 7.919% All Providers serving clients for the 2013 OAA contract year will be applied the same percentage of reduction across the board for each title. These cuts are permanent, until further notice from DOEA. In addition, effective today, the AAA is lifting the enrollment freeze imposed on March 7, 2013. However, each Provider must manage it's allocation accordingly in order to ensure the least displacement possible. A separate email will be sent to each Provider informing them of the exact reduction by title. We are asking each Provider submit feedback as to how the reduction should be applied, by title, and must include the service or services and dollar amount by service. The cuts applied must not totally eliminate an OAA service. Please provide a justification as to why you are proposing that service and what alternate funding do you have, if any, to address the reduction.
