AGENDA ITEM WORDING: Approval to terminate agreement between Monroe County Board

ITEM BACKGROUND: Robert J. Nelms, Jr., MD, has resigned his position of Medical
Examiner, effective June 1,2001. The current agreement with Dr. Nelms is effective through
September 30, 2001. An Interim Medical Examiner will serve until the Governor formally
appoints a District 16 Medical Examiner.
PREVIOUS RELEVANT BOCC ACTION: On September 20, 2000, the Board approved a
one year agreement between Monroe County and Robert 1. Nelms, MD for medical examiner

To whom it may concern:
It is with deep regret that I find it necessary to offer my resignation as Monroe Couaty Medical Examiner
officially with this correspondence. By county contract, I agreed to give 90 days notice, therefore my tenure
as Medical Examiner is to end as of June 1, 2001.
The last fourteen years serving the county has certainly been eventful and educatiooaJ for me, I have
particularly enjoyed working with the dedicated members of the law enforcement community and the State
Attorney's office, and I appreciated their continued support and sharing of information which allowed me
to more effectively perfonn my assigned duties. Unfortunately, I was unable to acquire, for the next
Medical Examiner to follow in my footsteps, a ftee-standing &cility, COUDty-owned, conveniently located,
and secured, in which to properly perfonn up-to-date procedures as required for adequate Jaw enforcement.
In the interest of a smooth transition, the associate medical examiner, Dr, Zhiming Li, and myself, will
continue coverage of the county until June I, 2001. After that date, Dr, Zhiming Li is willing, if so
appointed by the State Attorney, to serve as "interim" Medical Examiner, until such time as a search
committee represeilting this Q)Unty chooses an appropriate candidate, or group of candidates, for
coosideration by the Medical Examiners Commission. Dr. Li has also expressed his willingness to serve in
that capacity on a long teon basis if appointed to do so. Ifhc is appointed, I would be willing to cover him
in the future, if my schedule allows, in the event he must leave the county, for whatever purpose,
Furthcnnorc, if Dr. Li ultimately is not appointed by the Governor as Medical Examiner, be has expressed
an interest. to me, in continuing to serve as associate medical examiner, should the new Medical Examiner
desire his services.
Again, I express my thanks to all my many friends that I was enabled to meet through my work as Medical
Examiner, and I will take many happy memories with me into retirement.
