ITEM BACKGROUND: In order to meet or exceed hurricane evacuation clearance times, a traffic
management plan is necessary. After much research, we determined that portable, flexible and weighted
channelization markers would best fit our needs. The particular product is an orange reflective delineator
42" high, manufactured by Impact Recovery Systems, Inc. We could not fmd any other vendors who had a
similar product.
PREVIOUS RELEVANT BOCC ACTION: The interim hurricane evacuation traffic management plan
has been discussed at several BOCC meetings. The management plan included details of the location
where the channelization devices would be installed, the quantity necessary, and manpower requirements.

Channelizing Devices (delineators)
We have searched hundreds of web sites and have contacted numerous suppliers to
determine the most appropriate channelizing device for our needs. After much review,
we are recommending a product manufactured by Impact Recovery Systems, Inc. I t is a
flexible reflective delineator on a portable weighted base. It consists of three basic
components: 1) 42" reflective delineator post, 2) Spring assembly, and 3) Portable Base.
We have purchased 50 units so far to practice implementation of the evacuation plan. The
device assembles in seconds, which means we do not have to assemble it in advance.
This in turn means we can carry more units on our truck and eliminates the need to make
multiple trips for reloading.
The channelizing device that we have selected can be impacted repeatedly and run over
with little damage or movement. It's spring assembly will allow the delineator to rebound
to its original position without getting deformed.
The installation of portable channel markers will require a team of four individuals per
row of markers plus a driver. The person assembling the markers on a truck will pass the
assembled channel marker to another who then drops it from the truck. A third individual
walking behind the truck positions it on the roadway. A fourth person can assist where
needed. If two rows of markers are required then four additional workers can be used.
Due to the need to individually position these 30 pound markers production will be slow.
We estimate that the markers can be installed at the rate of 1.5 MPH. Additional time is
required for setting up detours at intersections, changes in alignment, and travel to the
site.

Each channel marker has a base that measures 14 Yz" x 34 Yz" x 2" and weighs 30 Ibs.
The delineator is 2 Yz" in diameter x 42" in height. The volume of the channel marker
(base and delineator) is 0.73 cubic feet. Therefore, 1000 channel markers would require
730 cubic feet of space. Also, 1000 channel markers would weigh 30,000 Ibs, or 15 tons.
The cost to purchase the desired channel markers are about $60 per channel marker.
Therefore, purchasing 1,000 channel markers, plus signs yields an estimated cost of
$65,000.

and capable of absorbing multiple high speed impacts without significant damage to the sign or the
intruding vehicle and without dislocating the sign.
