ITEM BACKGROUND: The County issued a fence permit to Key Largo Ocean Resorts. When the fence was installed, the neighbors on Cud a Lane complained about the access problem which was aggravated by the installation of the fence. The street was only platted at 10 feet in width. Twenty feet of right-of-way is required to accommodate modern fire trucks and ambulances. Fences have been erected all along Cuda Lane and do not comply with that requirement. The Fire Marshal is working to get all property owners on Cuda Lane to agree to movement of their fences to allow emergency vehicle access. The Department shares a deep concern with Monroe County in protecting wetland areas. Any further action to be taken at Ocean Resorts at this time lies under the purview of the County. The fence permit was approved subject to a 20 foot minimum fire department access and a final Fire Marshal's approval. The inspection was conducted by myself on 10/10/01 and was not aooroved. The fence installation has created an unsafe condition to the residences located on Cuda Lane. The access to these homes has been reduced to approximately 14 feet in width and extending approximately 850 feet from US1 to the end of the fenced property. The erection of the chain link fence has created the following: 1. Unsafe access to US1 from Cuda Lane. 2. Fire rescue and ambulance service is compromised preventing an adequate level of service to the residences on Cuda Lane. 3. Two vehicles cannot pass each other on Cuda Lane. 4. The existing turnaround (used by emergency vehicles) at the end of Cuda Lane is blocked by the fence.
