LATVALA, CHAIRMAN BANKING AND INSURANCE. AND THE COUNTY'S
LEGISLATIVE DELEGATION
WHEREAS, the premiums charged for homeowners' windstorm insurance by the
Florida Windstorm Underwriting Association (FWUA) have risen dramatically in recent years
straining all Mofuooc County homeowners' budgets, 'n SOII\C cases to tM ~aking point;
WHEREAS. the FWUA also requires the purchase of expensive Flood insurance
before Issuing a windstorm policy;
WHEREAS, mobile homes receive only limited credit for safety improvements no
motter how extensive the safety impl"'OYeJI\ents and mobrle homes built before 1994 receive
no credit at all;
WHEREAS, FWUA premium increases are not reviewed by the elected State
Insurance Commissioner but a non-elected ponel of arbitrators; CIIId
WHEREAS, Key Lorgo resident Ed McMJdde, together with the Key Lorgo
Feduation of Homeowners and aU rcsldcnb of Monroe County, ON spearheading a petition
drive to return FWUA insurance rates to the regulatory purview of the Insurance
Commissioner
WHEREAS, FWUA needs to reexamine and NCvaluate their process for calculating
premiums; now. therefore

Federation of Homeowners protest of the endlessly escalating FWUA homeowner windstorm
insurance rates.

Honorable Mayor and Commissioners;
At the urging of State Representative Ken Sorensen, we are enclosing a copy of two
letters, the presentation of which would result in a letter of protest being sent by each
homeowner, to the Executive Director of the Florida Windstorm Underwriting Association
(F.W.U.A,). The F,W.U.A has an annual meeting scheduled on November 13th, 14'h and
15th. As you know, Representative Sorensen has filed legislation for the last three years
that would return rate filings back to the Insurance Commissioner rather than an arbitration
panel, as well as legislation that would allow a homeowner to choose if they want tlood
insurance rath~r than being forced by the r. W,l).A. that, as a precondition to having
windstorm, they have to have flood insurance also,
One letter would appear as an article and the other as an insert in the
Homeowners' Association newsletter or newspaper to maximiz.e thc cxposme.
There is no sound reason that a homeowner earning $40,000 annually has to pay
nearly 10% of his or her gross income for wind, flood and hom.eowners insurance.
Example: based on a valuation of $66)000, the proposed premium for 2002 would be
$3,896 annually. The deductible on the wind coverage would be $1,310.00.
The individual homeowner and their respective association would appreciate any
effort you could extend to support this protest.
