RESOLUTION NO. 2001
A RESOLUTION OF THE MONROE COUNTY BOARD OF
COMMISSIONERS PROVIDING THAT THE DIVISIONS OF
PUBLIC WORKS AND GROWTH MANAGEMENT WORK
TOGETHER TO REVIEW THE 7 YEAR ROAD WORK PLAN TO
INCLUDE STORMWATER IMPROVEMENTS IN ALL FUTURE
ROAD PROJECTS WHERE FEASIBLE FINANCIALL Y AND
PRACTICAL.
WHEREAS, clean unpolluted water in the seas adjacent to the Florida Keys,
as well as being an environmental good in its right, is also the foundation of
Monroe County's tourist economy; and
WHEREAS, County roads collect hydrocarbons and other pollutants that, if
unrestrained, run-off as pollutants into the adjacent seas as a result of rain events;
and
WHEREAS, the Board of County Commissioners desires to improve
stormwater management whenever financially feasible and practical; now therefore
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS,
MONROE COUNTY, FLORIDA THAT:
Section 1. Definitions
a) County roads means all those roads within the County road system as
defined in Sec. 334.03 (8), F .S.
b) Road work means the reconstruction, expansion, and paving/repaving,
including their application of sealants or surface treatments to any
County road.
Section 2. Compliance with goals and objectives of the Monroe County
Stormwater Management Master Plan for road work where deemed feasible
and practical.
a) Wherever feasible and practical, when County road work is
undertaken on any portion of a County road, a stormwater
management system shall be constructed in accordance with the goals
and objectives contained in the COUl1ty's Stormwater Management
Master Plan (Plan) then in effect.
b ) To carry out the intent of this section, the Divisions of Public Works
and Growth Management will review the latest 7 year road plan to

determine which projects-{;ould include stormwater improvements,
whether required by regulatory permit or not, in consideration of the
goals and objectives set out in the County's Stormwater Manageme~

constructed, the following shall be considered: 1) existing flooding cu..c
and water quality conditions; 2) proposed impact on flooding and
water quality; 3) adjacent land use; 4) existing features within the
right-of-way such as vegetation and physical improvements; 5) width
of available right-of-way; 6) traffic characteristics of the roadway,
such as volume and truck traffic; and 7) financial feasibility.
