lAND AUTHORITY GOVERNING BOARD AGENDA ITEM SUMMARY Meeting Date: December 20, 2001 Bulk Item: Yes No X Department: Land Authority Agenda Item Wording: Approval to purchase property with Preservation 2000 funds - Pamela Villa subdivision. Item Background: This item is proposed to protect property rights and natural resources. Pamela Villa subdivision is on the oceanside of Key Largo at MM 102. Most of the subdivision is zoned Improved Subdivision (IS), is served by a paved network of streets, and is partially built-out with houses. However, there is a 4.1-acre area of undeveloped land between Lignumvitae and Gumbo Limbo Drives consisting of tropical hardwood hammock and wetland vegetation that is partly zoned Native Area (NA). Development of this area would be very difficult because the roads fronting these lots were never constructed, the lots will receive low ROGO scores, the houses must set back 50 feet from wetlands, and those lots zoned NA are too small to meet the density requirement. To resolve these issues, staff recommends that the Land Authority offer to buy the lots and that the County manage the site as a natural area. Funding for these purchases will come from the State's Preservation 2000 program, which will restrict future use of the properties to conservation and public recreation. The Land Authority's standard purchase contract will be used. The attached spreadsheet lists the legal descriptions, purchase prices, and estimated closing costs of each purchase offer. Advisory Committee Action: On 11/29/01 the Advisory Committee voted 5/0 to approve this item. Previous Governing Board Action: On June 18, 1997 the Board approved purchasing two lots in this undeveloped area of Pamela Villa.
