ITEM BACKGROUND: The Board approved a grant contract between the County and the Fish and Wildlife Conservation Commission (FWC) which specifically provides funds to establish additional vessel pump-out facilities at the City of Marathon Marina. After discussions with Marina staff, the City of Marathon and others, Marine Resources staff is recommending that the funds be used to purchase a pump-out boat in place of the hardened dock features proposed in the grant. FWC indicates that the grant is intended to be flexible and that a simple letter making a request to purchase a pump-out vessel is all that is required by them. They are also supportive of this proposed change. With the Marina Management's new responsibilities for the Boot Key Harbor mooring field, it is felt by all involved that the FWC grant funds should be used to purchase the pump-out vessel. The City Council has specifically requested that the funds be used for this purpose and in this manner. A letter from City Manager, Craig Wrathell is attached. The City desires to use the aforementioned funds to purchase a pump-out boat to provide pump-out services to boaters utilizing the Boot Key Harbor mooring and anchoring facilities. This use would complement the land based pump-out facility located at the Marina, and greatly assist in facilitating the clean up of the Community's near shore waters, particularly Boot Key Harbor. The City of Marathon requests consideration for these funds to be assigned to the City for this purpose. Thank you again for your valuable assistance in this matter.
