ITEM BACKGROUND: A major recommendation resulting from the workshops conducted earlier this year by the Florida Department of Community Affairs was the hiring of a firm or individual to serve as Affordable Housing Coordinator to assist localities, community organizations, businesses, and developers in addressing affordable housing issues. The recommendations come from an Affordable Housing Panel with representatives from local government, state agencies, local developers, community based organizations, the business community, and elected officials. Each participating entity is to provide their fair share of the funding for services to be provided. Monroe County BOCC has already appropriated between $22,000 to $44,000 as its share. At this time, a total of approximately $78,000 has been pledged by other government and entities, which includes $22,000 from the County. The firm or individual will be an independent contractor employed by Monroe County under the direction of a five (5) member Affordable Housing Oversight Committee. The Committee consists of Commissioner Williams, Rebecca Jetton, DCA Community Program Administrator, and Richard Casey, Program Administrator, Monroe County Housing Authority, and two other members to be appointed later. The Consultant Selection Committee will consist of the three existing members of the Affordable Housing Oversight committee. On behalf of the Oversight Committee, the Growth Management Division will solicit a Request for Qualifications (RFQ) from qualified firms and individuals. The Consultant Selection committee will review the written responses, interview the top respondents and select three or more of the top ranked respondents to be interviewed by the Affordable Housing Panel. The Affordable Housing Panel will interview the respondents selected by the Consultant Selection Committee and choose the top-ranked firm or individual. The Oversight Committee with assistance from Growth Management Division staff will enter into contract negotiations with the selected firm or individual. The negotiated contract will be brought back before the BOCC for its approval. The respondents should be experienced in preparing plans that include a full range of programmatic and regulatory recommendations. The County is seeking qualified, objective groups that have the ability to understand the unique issues of the Florida Keys. The RSQ Review Committee, the Affordable Housing panel and the Board of County Commissioners (BOCC) looks forward to your participation in this effort. Responses will be opened officially on February 5. 2002. The RSQ Review Committee will meet as soon after that as possible to begin a review of Statements of Qualifications. Review will be completed by February 12.2002 and results of the review recommending the three most qualified firms or persons will be reported to the Affordable Housing Panel in February. BACKGROUND In an effort to facilitate discussion, build consensus, and initiate the development of action plans for the creation of affordable housing, the Florida Department of Community Affairs (DCA) organized and hosted a series of three public workshops. Workshop participants included representatives of local governments, state agencies, local developers, community based organizations, the business community and elected officials. The workshops identified obstacles to development of affordable housing, provided examples of solutions utilized by other communities, made affordable housing permit allocations available and increased the opportunity to secure public funding oflocal projects. A complete list of individuals and organizations participating is attached. In order to move forward, it was determined that the group would contract and fund an individual and/or organization to further develop, coordinate and facilitate the development of affordable housing projects of private and public partners. Applicants must have experience in obtaining funding for affordable housing programs; must have knowledge of state and federal funding sources and of the comprehensive planning process and the application of Land Development Regulations, experience working with local governments, developers, financial institutions and community/environmental organizations, and experience in community outreach. In addition to broad affordable housing experience, the applicant must demonstrate strong written and oral communications skills. The individual or entity shall be an independent contractor employed by Monroe County under the direction and supervision of a five (5) member Oversight Committee representing the affordable housing stakeholders participating in the DCA Affordable Housing Workshop. Page 5 of 13 OBJECTIVES . Begin to work with affordable housing developers, local governments, the Land and Housing Authorities, local banks, and state and federal agencies to identify funding sources. . Develop and coordinate an ongoing partnership among affordable housing agencies, developers, local banks, and local governments. . Work with local governments, developers and affordable housing agencies to identify and acquire sites suitable for affordable housing. . Begin to assist local governments in development or modification of comprehensive plan policies and land development regulations which are necessary to implement an adopted affordable housing strategy by: Gathering and analyzing information Providing model language from other communities Encouraging mutually supportive policies Drafting needed changes and providing to planning director . Work with affordable housing developers, local governments, the Land and Housing Authorities, local banks, and state and federal agencies to obtain funding and approval for the identified affordable housing projects. . Begin to assist local governments in identifying and assigning to specific projects the affordable housing allocations recently made available by DCA and develop a list of vacant developable land. . Work with the private and non-profit sectors to facilitate their effective participation in the adopted local government affordable housing strategy. · Work with staff of the House Committee on Local Government and Veterans Affairs on the preparation and adoption of appropriate legislation pertaining to affordable housing in the Keys. . Develop mechanisms to overcome NIMBY responses to affordable housing development. . Assist in obtaining local government approvals for housing projects. · Work with the Chambers of Commerce throughout Monroe County to develop coordinated information centers to provide affordable housing information to residents and people interested in moving to the Keys. (This would include coordination between Key West- Monroe County Housing Authority and the Chambers on publication ofthis information in the Chamber newsletters and between the School Board for inclusion on their web site.) Page 6 of 13 · Develop a collaborative partnership with financial institutions in Monroe County to ensure a high level of participation in affordable housing projects. · Work with the law enforcement agencies, the School Board, and medical workers to form a consortium for Public Service Housing. · Develop a financial literacy program for residents interested in affordable housing. · Act as a clearinghouse for affordable housing projects so that ROGO units and Nutrient Reduction Credits are pooled and transferred as needed. Page 7 of 13 Responses to Request for Qualifications Review Criteria The Review Committee will meet to consider each response to the Request for Statements of Qualification. The Committee will rank each firm based on the following list of criteria. · Professional Qualifications of Project Staff Extent of background of key project staff in obtaining financing for affordable housing development, knowledge of land use planning techniques and land development regulations for affordable housing development. [35 points] · Objective Areas of the RSQ: Extent to which the Response addresses each objective area of the RSQ and demonstrates an understanding of the affordable housing needs. [20 points] · Experience of Respondent: Extent to which the Respondent demonstrates that proposed project staffhave experience working together on similar efforts for improving the supply of affordable housing. [15 points] · Written and Oral Presentation Skills: Extent to which the entity or person successfully convey the ability to accomplish the objective areas of the RSQ. Based on the Review and prioritized rankings, a recommendation of the lead RSQ respondent will be made to the Affordable Housing panel and the Board of County Commissioners. Office of Management and Budget Monroe County, Florida Page 4 of 13 REOUEST FOR STATEMENTS OF OUALIFICATION PROFESSIONAL SERVICES TO PROVIDE ASSISTANCE TO LOCAL GOVERNMENTS AND OTHER ENTITIES TO OBTAIN FUNDING TO INCREASE THE SUPPLY OF AFFORDABLE HOUSING UNITS AND TO RECOMMEND MODIFICATIONS TO COMPREHENSIVE PLANS AND LAND DEVELOPMENT REGULATIONS WHICH WILL FACILITATE THE DEVELOPMENT OF AFFORDABLE HOUSING IN THE FLORIDA KEYS PURPOSE The purpose of this Request for Statements of Qualifications is to identify housing finance construction funding sources, draft modifications to comprehensive plan policies and land development regulations, gather data and provide community outreach will result in strategies to improve the supply of affordable housing units within the Florida Keys. BACKGROUND In an effort to facilitate discussion, build consensus, and initiate the development of action plans for the creation of affordable housing, the Florida Department of Community Affairs (DCA) organized and hosted a series of three public workshops. Workshop participants included representatives of local governments, state agencies, local developers, community based organizations, the business community and elected officials. The workshops identified obstacles to development of affordable housing, provided examples of solutions utilized by other communities, made affordable housing permit allocations available and increased the opportunity to secure public funding oflocal projects. A complete list of individuals and organizations participating is attached. In order to move forward, it was determined that the group would contract and fund an individual and/or organization to further develop, coordinate and facilitate the development of affordable housing projects of private and public partners. Applicants must have experience in obtaining funding for affordable housing programs; must have knowledge of state and federal funding sources and of the comprehensive planning process and the application of Land Development Regulations, experience working with local governments, developers, financial institutions and community/environmental organizations, and experience in community outreach. In addition to broad affordable housing experience, the applicant must demonstrate strong written and oral communications skills. The individual or entity shall be an independent contractor employed by Monroe County under the direction and supervision of a five (5) member Oversight Committee representing the affordable housing stakeholders participating in the DCA Affordable Housing Workshop. Page 5 of 13 OBJECTIVES · Begin to work with affordable housing developers, local governments, the Land and Housing Authorities, local banks, and state and federal agencies to identify funding sources. · Develop and coordinate an ongoing partnership among affordable housing agencies, developers, local banks, and local governments. · Work with local governments, developers and affordable housing agencies to identify and acquire sites suitable for affordable housing. · Begin to assist local governments in development or modification of comprehensive plan policies and land development regulations which are necessary to implement an adopted affordable housing strategy by: Gathering and analyzing information Providing model language from other communities Encouraging mutually supportive policies Drafting needed changes and providing to planning director · Work with affordable housing developers, local governments, the Land and Housing Authorities, local banks, and state and federal agencies to obtain funding and approval for the identified affordable housing projects. · Begin to assist local governments in identifying and assigning to specific projects the affordable housing allocations recently made available by DCA and develop a list of vacant developable land. · Work with the private and non-profit sectors to facilitate their effective participation in the adopted local government affordable housing strategy. · Work with staff of the House Committee on Local Government arid Veterans Affairs on the preparation and adoption of appropriate legislation pertaining to affordable housing in the Keys. · Develop mechanisms to overcome NIMBY responses to affordable housing development. · Assist in obtaining local government approvals for housing projects. · Work with the Chambers of Commerce throughout Ivionroe County to develop coordinated information centers to provide affordable housing information to residents and people interested in moving to the Keys. (This would include coordination between Key West- Monroe County Housing Authority and the Chambers on publication of this information in the Chamber newsletters and between the School Board for inclusion on their web site.) Page 6 of 13 · Develop a collaborative partnership with financial institutions in Monroe County to ensure a high level of participation in affordable housing projects. · Work with the law enforcement agencies, the School Board, and medical workers to form a consortium for Public Service Housing. · Develop a financial literacy program for residents interested in affordable housing. · Act as a clearinghouse for affordable housing projects so that ROGO units and Nutrient Reduction Credits are pooled and transferred as needed. Page 7 of 13 Responses to Request for Qualifications Review Criteria The Review Committee will meet to consider each response to the Request for Statements of Qualification. The Committee will rank each firm based on the following list of criteria. · Professional Qualifications of Project Staff: Extent of background of key project staff in obtaining financing for affordable housing development, knowledge of land use planning techniques and land development regulations for affordable housing development. [35 points] · Objective Areas of the RSQ: Extent to which the Response addresses each objective area of the RSQ and demonstrates an understanding of the affordable housing needs. [20 points] · Experience of Respondent: Extent to which the Respondent demonstrates that proposed project staff have experience working together on similar efforts for improving the supply of affordable housing. [15 points] · Written and Oral Presentation Skills: Extent to which the entity or person successfully convey the ability to accomplish the objective areas of the RSQ.
