The Jacksonville District Corps of Engineers (Corps) and the Florida Department of
Environmental Protection (FDEP) are initiating the Comprehensive Water Quality Feasibility
Study (CWQFS). The CWQFS is a sub-task of the Comprehensive Integrated Water Quality
Plan, as detailed in paragraph 26c ofthe Central and Southern Florida Project Comprehensive
Review Study.
One of the first steps during the initiation ofthe CWQFS is assembling a Project Delivery Team
(PDT). The team will be interdisciplinary in composition, including Federal, state, county, and
tribal agencies/governments (see attached mailing list) that will be tasked with the development
ofthe products (project implementation report, design documents, plans and specifications, etc)
necessary to complete this project. Please note that, in general, participation on the PDT will be
the financial responsibility ofthe participating organization. The establishment and utilization of
the PDT is a continuation of the multi-organization approach due to the complexity of problems
to be considered and the continued desire to utilize the expertise of multiple organizations.
Utilizing the skills of specialists from your organization will provide vital expertise to project
development, facilitate the flow of information, and help achieve concurrence and ownership by
key organization stakeholders throughout project implementation.
An inaugural meeting will be held on January 24,2002, from 1:00 p.m. to 5:00 p.m., and on
January 25,2002, from 9:00 a.m. to 12:00 p.m., at the FDEP, Southeast District office,
400 Congress Avenue, West Palm Beach, Florida. The purpose of this meeting will be to
provide an overview of the process for development and implementation of the CWQFS project,
and to discuss the scope and tasks associated with developing the project management plan for
this proj ect. We anticipate distributing the meeting agenda and proj ect information
approximately one week prior to the meeting.
