SUBJECT: Marathon Solid Waste

As you know, the City of Marathon has been attempting to resolve issues in reference to
the future of its solid waste program. On February 8, at the request of Marathon Garbage
Service, there was a meeting in my office including MGS, the City of Marathon and the County.
The question to consider was whether the County would take over the solid waste
services in Marathon on the same basis as it does in Key Colony Beach. You will recall previous
communications that passed between the County Administrator and Councilman Mearns. In
essence, as understood from actions and discussions of the County Commission, the County is
not interested in taking over that function until and unless the City pays its solid waste
arrearages.
The discussion at the meeting went as follows:
· Marathon passed a resolution that would allow them to use the non-advalorem
assessment method for solid waste billing for fiscal year 2002 through 2003.
If this was done legally, Marathon could then have the bills paid through
notices sent by the Tax Collector. That would be, of course, for next year.
· That process would go a long way to assure the collection of solid waste fees.
If Monroe County is interested, there could be an interlocal agreement
between Marathon and the County for the Tax Collector, assuming this
approves with the Tax Collector, to pay Monroe County the collected fees and
not pay Marathon. As you know, we already have a franchise agreement with
Marathon Garbage Service.
· Marathon would have to pass a resolution stating that it would be part of the
Monroe County solid waste district.
· If the Board of County Commissioners is interested in resuming the solid
waste service as previously provided, after October 1, 2002, it would need to
begin the process for utilizing the non-advalorem assessment method for fiscal
year 2003 through 2004. There would need to be formal notification to
property owners in Marathon.

. Any agreement would have to be predicated upon the payment of all
arrearages and maintaining the payment for billings current.
I will discuss this with the Board during my report on February 13,2002.
