Report to follow. 2. Invasive Exotics Ordinance revision: You have all received an invitation (see attached letter) to visit a site where you can see the challenges raised by invasive exotics. These site visits are also being used to invite our nursery owners and landscapers to learn more about what makes an exotic species invasive and how difficult the problem is to conquer. A proposed revision of our current very weak ordinance will be proposed to the Planning Commission shortly, to be followed by action of this Board. If you have any doubts that the revisions are needed, please make the time to attend one of these sessions. (I am assuming that our Mayor, who has his own indigenous park, doesn't need a site visit!) 3. EPA Funding: Growth Management is still working on final maps, you will have a full assessment by the end of the week. 4. Affordable Housing Planner: Proposals in response to our request for qualifications will be received by February 5th. Rebecca Jetton, Rick Casey, and I will get together in a few days to do a preliminary ranking. We may also require some interviews before we present those rankings to the next Affordable Housing Summit, which I expect to be called next month. 5. Wastewater items for general discussion: Ya'll a number of issues are breaking even as we speak and we will need to discuss them at this meeting. Such topics include: Various legislative bills, (see attached), the FEMA letter regarding wastewater funding (attached), late breaking Federal funding news, and news concerning State funding options. COMMISSIONER NORA W'l"LLIAMS District 4 February 1, 2002 Dear Professional Plant Nursery and Landscapers: This letter is a follow-up to our recent invitation to a workshop concerning proposed changes to Monroe County's existing Land Development Regulations concerning invasive exotic plant species and development of a new ordinance to help minimize the problems these plants cause. Thank you very much to those of you who attended the January 17th workshop. To those of you who were unable to attend, we wanted to provide another opportunity to learn more about these proposed changes, particularly why they are needed. This is an invitation to meet with a biologist or conservationist who is working in a local native area to keep the species proposed for adding to our local ordinance (some of which are already on the "prohibited" or "controlled" lists in neighboring Miami-Dade). You'll have the opportunity to see a problem area that involves at least one of these species, and to ask about other species you may have concerns or questions about. Such an opportunity is provided in the Upper, Middle and Lower Keys: Upper Keys: Feb. 15th, 10 a.m. - noon. Meet at entrance gate to John Pennekamp Coral Reef State Park on Key Largo. The group will then carpool to site(s). Middle Keys: Feb. lih, 9 a.m. - 11 a.m. Meet at Tropical Crane Point Hammock's Visitor Center on Marathon. Lower Keys: Feb. 13th, 9 a.m. - 10 a.m. Meet at Florida Fish and Wildlife Conservation Commission property on Upper Sugarloaf Key (turn oceanside on County Road 939 across from Mangrove Mama's Restaurant and drive down approximately ~ mile just past the last house). If enacted, the Florida Key Aqueduct Authority~) would no longer be the subgrantee for the Key Largo wastewater project Furthermore it is our understanding that the FKAA Board passed a resolution indicating its intent to withdtaw from wastewater management in unincorporatod Monroe County if the C.ounty voted for an independent board, In light of these events, FEMA has become increasingly concerned over the ",ability of this proj eet The Unruet Needs Program was authorized to address problems caused by Hurricanes Georges and Mitch in 1998. This supplemental appropriation was emergency in nature, with the intent to assist local governments in a timely fasmon. Otangingthe subgrantee, the type of project or the geographic area of the project at this late date would not meet the eme!gency problem-solving intent of this appropriation. In addition. the Federal Emergency Management Agency (FEMA) has spent a considerable sum (over $1.50,000 to date) on the environmel!fal review for Momoe County wa~[ewatcr projects and we are IJJ1willing at this point to expend additional funds for contractors to assess a new site. Most significantly, tbe Unmet Needs projects had an appropriations perio~ of availability of two years that expired on September 30, 2001. The Key Largo project is past its period of appropriation availability and the fundS have been conditionally obligat~ in order to keep the project viable, In consultation with the FEMA Office of Financial Management, grant funds are to be spent for the purposes and objectives of the grant. Once the perjod of availability has expired, any change in !be subgrantee, change in the geographic area of the project. or chllDge in the type of the project would be considered an "out of scope" change. If enacted, the Florida Key Aqueduct Authority~) would no longer be the subgrantee for the Key Largo wastewater project. Furthermore it is our understanding that the FKAA Board passed a resolution indicating its intent to withdt;lw from wastewater management in unincorporatod Monroe County if the C.ounty voted for an independent board. In light oftbese events, FEMA has btx:ome increasingly concerned over the ~abiIity of this project The Unruet Needs Program was authorized to address problems caused by Hurricanes Georges and Mitch in 1998. This supplemental appropriation was emergency in D~ture, with the intent to assist local governments in a timely fashion. Changing the &ubgrantee, the type of project or the geographic area of the project at this late date would not meet the em~ency problem-solving intent of this appropriation. In addition, the Federal Emergency Management Agency (FEMA) has spent a considerable sum (over $150,000 to date) on the environmel!fal review for Momoe County wa~tewatcr projects and we are unwilling at this point to expend additional funds for contractors to assess a new site. Most significantly, the Umnet Needs projects had an appropriations periog of availability of two years that expired on September 30, 2001. The Key Largo project is past its period of appropriation availability and the fundS ha.ve been conditionally obligateJl in order to keep the project viable. In consultation with the FEMA Office of FiDollDcial Management, grant funds are to be spent for the pmposes and objectives of the grant. Once the perjod of availability has expired, any change in the subgranlee, change in the geographic area of the project, or change in the typc of the project would be considered an '~out of scope" change. l'hese types of changes would be in violation of the appropriations law and the grantee and subgrantee would have to forfeit its federal funds, .Jclf' J! The maps depict Cold Spot areas proposed for initial inclusion in the EP A, State, and County funded project to upgrade existing permitted on- site systems to meet wastewater treatment standards. The spreadsheet provides specifics on the number of unknown systems (will or are currently being upgraded), unknown systems-resolved (already upgraded), permitted systems (developed lots), and total number of lots by subdivision within each Cold Spot. The candidate Cold Spot areas were recommended by staff based on such factors as the: 1) number and proximity of existing permitted systems yielding opportunities for clustering of on-site wastewater treatment and disposal systems; and 2) the likelihood that existing systems will not be incorporated into any central systems proposed for nearby Hot Spots. The preliminary three top candidates for this program are: l)Summerland Key (Project #6); 2) Upper Sugarloaf (Project #4); and, 3) Cudjoe Key (Project #5).
