ITEM BACKGROUND: The Library Services & Technology Act (lSTA), the major
federal grant program for libraries, was passed September 30, 1996. Administered by
the Institute of Museum and Library Services, it is a state-based program with a broad
mandate to use technology to bring information to people in innovative and effective
ways, and to assure that library service is accessible to all - especially those who have
difficulty using the library. Florida's grant program is based on the purposes of lSTA
and developed from goals and objectives provided in Access for All: Libraries in
Florida's Future - A Plan for the Continued Development of Florida's Libraries

A RESOLUTION OF THE BOARD OF COMMISSIONERS OF MONROE
COUNTY, FLORIDA AUTHORIZING THE SUBMISSION OF GRANT
APPLICATIONS TO THE FLORIDA DEPARTMENT OF STATE, DIVISION OF
LIBRARY SERVICES FOR THE FY02/03 LIBRARY SERVICES AND
TECHNOLOGY ACT GRANT
WHEREAS, the Florida Department of State, Division of Library Services
has announced the FY02/03 Library Services and Technology Act grant
application deadline; therefore
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF
MONROE COUNTY, FLORIDA, that:
1. The County Administrator is hereby authorized to sign and submit the
applications for the FY02/03 Library Services and Technology Act
grant to the Florida Department of State, Division of Library Services;
and that
2. This resolution shall become effective immediately upon adoption by
the Board of County Commissioners and execution by the Presiding
Officer and Clerk.
PASSED AND ADOPTED by the Board of County Commissioners of Monroe
County, Florida, at a regular meeting of said Board held on the 13th day of
February, A.D., 2002.

LIBRARY SERVICES &
TECHNOLOGY ACT GRANTS
The Library Services & Technology Act (LSTA), the major federal grant program
for libraries, was passed September 30, 1996. Administered by the Institute of
Museum and Library Services, it is a state-based program with a broad mandate to
use technology to bring information to people in innovative and effective ways, and
to assure that library service is accessible to all - especially those who have
difficulty using the library. Florida's grant program is based on the purposes of
LST A and developed from goals and objectives provided in Access for All:
Libraries in Florida's Future - A Plan for the Continued Development of Florida's
Libraries.
How IS THE PROGRAM FUNDED?
LSTA grants are provided annually through the Institute of Museum and Library
Services with funds appropriated by Congress. In federal fiscal year 2000-2001,
Florida received $6,681,953 and in fiscal year 2001-2002, Florida received
$7,659,404.
How IS THE PROGRAM ADMINISTERED?
The LST A Grant program is administered by the State and Federal Grants Office
in the Bureau of Library Development, Division of Library and Information Services,
Department of State. I n Florida, the program is authorized under Section 257.12,
Florida Statutes. Rules for administration of the program are outlined in Section
1 B-2.011, Florida Administrative Code, and in the Library Services and Technology
Act Grants Guidelines and Application. Federal authorization is provided in Public
Law 104-208, as amended, and 45 CFR Part 1183.
WHO IS ELIGIBLE?
Florida libraries and nonprofit organizations primarily related to the provision or
support of library services are eligible to apply for LST A funds. Eligible entities
include public libraries; public elementary, secondary or charter school libraries;
academic libraries; library consortium; and special libraries.
How DOES THE ApPLICATION PROCESS WORK?
Announcements of the availability of applications are made through the Florida
Administrative Weekly in addition to letters sent to Florida library administrative
units in December. Application forms can be requested from the State and
Federal Grants Office or may be obtained from the Division's web site
(http://dlis.dos.state.f1.us/bld/grants/index.htm). Completed applications are due to
the Division March 15.
Application funding decisions are made in a four-phase process: (1) State and
Federal Grants Office staff review for eligibility and completeness; (2) Division staff
evaluate using criteria specified in the LSTA Grant Guidelines and Application; (3)
LST A Advisory Council review and recommend funding priorities; and (4) Division
senior managers review and make funding decisions. All final funding decisions
are subject to approval by the Secretary of State.
ARE THERE MATCHING REQUIREMENTS?
Local matching funds must equal a minimum of one-third of the amount of federal
funds requested or awarded and may be in-kind or cash contributions.
How MAY I USE LSTA GRANT FUNDS?
Funds provided under an LST A grant are designed principally for direct support of
services and programs to targeted audiences. Eligible entities may apply for funds
under two categories: Access for Persons Having Difficulty Using Libraries or
Library Technology Connectivity and Services.
WHAT ARE THE REPORTING REQUIREMENTS?
If changes are needed in the project's outcomes, scope of activities, equipment to
be purchased, key personnel or expenditures (over 10% cumulative), prior
approval must be obtained from the State and Federal Grants Office before the
changes are implemented. A Mid-Year Report on status of project
accomplishments, expenditures and use of evaluative data is due April 1. An
Annual Report of accomplishments, evaluation of the impact of the project and a
financial accounting of expenditures is due November 1. An audit that is in
compliance with federal Circular A-133 and Section 216.3491 , Florida Statutes,
must be submitted following the end of the grant period.
