AGENDA ITEM WORDING: Approval of Contract Amendment with Barnes' Alarm Systems, Inc.
to include the Big Pine Key Library for Alarm System Annual Certification, Maintenance, and
Monitoring.
ITEM BACKGROUND: The Big Pine Key Library's fire alarm system has not been included in a
preventative maintenance contract since its acquisition. Our contract with Barnes' Alarm Systems, Inc.
offers a complete annual certification, maintenance, and monitoring package.
PREVIOUS REVELANT BOCC ACTION: None on this item.
CONTRACT/AGREEMENT CHANGES: To add the Big Pine Key Library for alarm system annual
certification, maintenance, and monitoring, and increase the of annual certification from $9,438.26 per
year to $9,6&,8.26 per year, and increase cost of central station monitoring from $148.77 per month to
$170.02 per ~onth.
STAFF RECOMMENDATIONS: Approval as stated above.

CONTRACT AMENDMENT
(Alarm System Annual Certification, Maintenance, and Monitoring)
THIS Amendment is made and entered into this 13th day of February 2002, between the COUNTY OF
MONROE and Barnes' Alarm Systems, Inc. in order to amend the agreement between the parties dated
January 19,2000, as amended on March 15, 2000, as renewed on December 13, 2000 and November 20th
2001, as increased in price for alarm system wiring by $19,100.00, and as amended on October 17,
2001, (all copies which are incorporated hereto by reference) as follows:
1. Revise Section Two - CONTRACT SPECIFICATIONS Article 2.01 Paragraph 1 to include in
list "a" through "0" the Big Pine Key Library to receive alarm system annual certification and
maintenance, (including calibrated and/or standard smoke detector sensitivity testing as required
by the National Fire Protection Association); including all necessary labor, equipment, permits,
licenses, insurance's, and all other costs associated with same.
2. Revise Section Two - CONTRACT SPECIFICATIONS Article 2.02 Paragraph 1 to include in
list "a" through "f' the Big Pine Key Library to have furnished alarm system monitoring
including all necessary labor, equipment, permits, licenses, insurance's, and all other costs
associated with same.
3. Revise Section Three - THE CONTRAC SUM Article 3.02 "A" to include an additional $250.00
for the Annual Alarm Certification at the Big Pine Key Library, thereby increasing total payment
to nine thousand six hundred eighty-eight dollars and twenty-six cents ($9,688.26). And revise
Article 3.02 "B" to include an additional $21.25 per month for central station monitoring at the
Big Pine Key Library for a total monthly payment in the amount of one hundred seventy dollars
and two cents ($170.02).
4. All other contract obligations and issues pertaining to Monroe County fire alarm systems under
our current contract pertain to the Big Pine Key Library.
5.
In all other respects, the original agreement between the parties dated January 19,2000, amended
March 15, 2000, renewed on December 13, 2000 and November 20 2001, and amended on
October 17, 2000, remains in full force and effect.

1. In accordance with Articlc 3.04B of the original agreement, the County exercises its second and [mal option to
rencw the Agreement for an additional year, adjusting the Agreement amount in accordance with the pcrcentage
changc in thc Consumer Price Index for aU urban consumers (CPI-U) for the most recent 12 months available
(2.6%).
2. Article 3.02 TIIE CONTRACf SUM: TIle Owner shall pay to the Contractor for the faithful pcrformance of
the Contract, in lawful moncy of the United States, as follows:
A. ALARM SYSTEM ANNUAL CERTIFICATION. Payment for Annual Certification shall be nine
thousand four hundred thirty~ight dollars and twenty-six cents ($9,438.26).
B. ALARM SYSTEM CENTRAL STATION MONITORING. TIle County shall pay to the Contractor
for central station monitoring of a1arm systems on a pcr month in arrears basis in the amount of one
hundred forty-eight dollars and seventy-seven cents ($148.77).
C-2. A. Labor - nonnal working hours of 8:00 a.m. to 5:00 p.m. Monday through Friday, excluding
holidays - $58.41.
Labor - overtimc ratc for hours othcr than thc normal working hours as stated in Article 3.02C-2,
including holidays - $79.64 pcr hour.
Such costs must be documcntcd' for each rcpair and/or maintcnance job and included with all
Applications for Paymcnt.
Paymcnt for Alarm Systcm Maintenance and Repair shall not exceed $10,919.10 per year.
C-3 TI1C County shall pay to thc Contractor for monitoring of the Telcphonc Emcrgcncy System on thc
Elcvator (Gato Building) on a per month in arrears basis in the amount of twcnty-five dollars and no
cents ($25.00).

THIS Renewal is made and entered into this 131h day of December 2000, between the COUNTY
OF MONROE and Barnes' Alarm Systems, Inc. in order to renew the agreement between the
parties dated January 19. 2000, as amended on March IS, 2000, and as increased in price for
alarm system wiring by $19,100.00 (all copies which are incorporated hereto by reference) as
follows:
1.' In accordance with Article 3.04B of the original agreement, the County exercises its first
option to renew the Agreement for an additional year, adjusting the Agreement amount in
accordance with the percentage change in the Consumer Price Index for all urban
consumers (CPI-U) for the most recent 12 months available (3.5%).
2 AI1icle 3.02 THE CONTRACT SUM: The Owner shall pay to the Contractor for the
faithful performance of the Contract, in lawful money of the United States, as follows:
A. ALARl'v1 SYSTEM ANNUAL CERTIFICATION. Payment for Annual

cents ($9,199.08).
B ALARM SYSTEM CENTRAL STATION MONITORING. The County shall

3.03 CONTRACTOR'S ACCEPTANCE OF CONDITIONS
A. The Contractor hereby agrees that he has carefully examined the sites and has made
investigations to fully satisfy himself that Such sites are correct and suitable ones for this
work and he assumes full responsibility therefore. The provisions of the Contract shall
control any inconsistent provisions Contained in the specifications. All Specifications have
been read and caretully considered by the Contractor, who understands the same and
agrees to their suffiCiency for the work to be done. Under no circumstances, conditions, or
situations shalllllls Contract be more strongly construed against the Owner than againsl
the Contractor (and his Surety, if applicable)
