Item Background: This item is proposed to protect property rights and natural resources and to acquire property in CARL projects as required by the Comprehensive Plan Work Program. Silver Shores Estates is located on the bayside of Ramrod Key. Staff proposes to make purchase offers for all vacant parcels within the State Conservation and Recreation Lands (CARL) project in this subdivision (Blocks 2, 5, 6, Tract A, and Tract B) located above the mean high water line. The vegetation within this area consists of hammock, transitional wetland, and mangrove. These parcels are zoned Native Area (NA) and individually are either too small or have insufficient upland to meet the four-acre requirement necessary to build a single-family house. The parcels would also score poorly in ROGO due to their environmental sensitivity. Funding for these purchases will come from the State's Preservation 2000 program, which will restrict future use of the properties to conservation and public recreation. The Land Authority's standard purchase contract will be used. The attached spreadsheet lists the legal descriptions, purchase prices, and estimated closing costs of each purchase offer. Advisory Committee Action: On 1/22/02 the Advisory Committee voted 4/0 to approve offering 115% of the 1986 assessed value for those parcels located above the mean high water line. Previous Governing Board Action: The Board approved purchasing other lots in this subdivision in 1989.
