Item C2b LAND AUTHORITY GOVERNING BOARD AGENDA ITEM SUMMARY Meeting Date: February 14, 2002 Bulk Item: Yes No X Department: Land Authority Agenda Item Wording: Approval to purchase property with Preservation 2000 funds - Buccaneer Beach Estates subdivision. Item Background: This item is proposed to protect property rights and natural resources and to acquire property in CARL projects as required by the Comprehensive Plan Work Program. Buccaneer Beach Estates is an undeveloped subdivision located on an offshore island and on the west side of Middle Torch Key. The entire subdivision is within the State Conservation and Recreation Lands (CARL) project. Staff proposes to make purchase offers of 115% of the 1986 assessed value for all vacant parcels located above the mean high water line that are not already protected by a conservation easement in favor of the Florida Department of Environmental Protection. The vegetation within this area consists of hammock, transitional wetland, and mangrove. These parcels are zoned Native Area (NA) and Offshore Island (OS) and individually are either too small or have insufficient upland to meet the four-acre requirement necessary to build a single-family house. The parcels would also score poorly in RaGa due to their environmental sensitivity. This proposal will result in up to 49 offers involving up to 850 lots at a total cost of up to $130,000. Funding for these purchases will come from the State's Preservation 2000 program, which will restrict future use of the property to conservation and public recreation. The Land Authority's standard purchase contract will be used. Advisory Committee Action: On 1/22/02 the Advisory Committee voted 5/0 to approve offering 115% of the 1986 assessed value for those parcels located above the mean high water line that are not already protected by a conservation easement in favor of the DEP.
