Approval ofa resolution of the Board of County Commissioners of Monroe County, Florida supporting
State Representative Don Brown's Amendment amending Section 402.813, Florida Statutes.
ITEM BACKGROUND:
Due to delays and additional expenses obtaining permits for maintenance and updating roads and
bridges within the County of Walton, Florida, State Representative Don Brown offered assistance by
proposing the amendment. Walton County is asking that we pass a similar resolution and send it to the
Governor and Florida Legislature. The amendment would exempt the County from permitting paving
of certain roads and bridges. This amendment would only apply to existing roads and bridges. The
permitting process in some instances takes more time than the actual job. This amendment would
make County staff more productive and County Government more efficient.

COMMISSIONERS OF MONROE COUNlY, FLORIDA,
SUPPORTING REPRESENTATIVE DON BROWN'S
AMENDMENT AMENDING SECTION 402 813, FLORIDA
STATUTES.
\\iREREAS. Monroe County has two hundred ninety-nine (299) miles of secondary roads
in unincorporated Monroe County, Florida, to maintain and upgrade, and
WHEREAS, Monroe County has thirty-four (34) miles ofbrid~s in unincorporated
Monroe County to maintain and upgrade, and
WHEREAS, Monroe County has experienced a great deal of delay on projt.:cts while
mitigating wetlands and obtaining permits from the Florida Department of Environmental
Protection to maintain and upgrade the above-mentioned roads and bridges, and
WHEREAS, Representative Don Brown has recognized that the tinu: and costs associated
with said permits are wmecessary and burdensome, and obtaining these pennits hinders Monroe
County's ability to protect the environment and provide for the health and welfare of its citizens
and visitors,
NOW, TIiEREFO.RE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMIS.
SIONERS OF MONROE COUNlY, FLORIDA, AS FOLLOWS:
Section 1. Monroe County supports Representative Brown's proposed amendment that
would t:Xempt the county from permits for paving certain existing roads and bridges.
Section 2. The Clerk of the Court is hereby dil'eeted to provide a certified copy of this
resolution to the Governor of the State of Florida,
PASSED AND ADOPTED by the Board of County Commissioners of Monroe County,

Dear County Commissioner:
Due to delays and additional expenses associated with obtaining permits fur maintenance
and updating roads and bridges within the county, our State Representative, Don Brown,
bas oflCred assistance by proposing an amendment to F.S. 403.813 (2). The ameodment
would exempt the county from permitting paving of certain roads and bridges.
The Walton County Board of County Commissioners has passed a resolution in support
of Representative Brown's proposed amendment. The County Commission requests that
your Board consider passing a simjlar resolution and sending it to the Governor and
Florida LegislatlJte.

'N'HEREAS, Walton County has one thousand one hundred fifty-eight 0,158) miles of
road in its county road system to maintain and upgrade, and
WHEREAS. Walton County has two hundred ninety-nine (299) bridges, the most in the
state of Florida, to maintain and upgrade, and
WHEREAS, Walton County has experienced a great deal of delay on projects while
mitigating wetlands and obtaining pennits from the Florida Department of Environmental
. Protection to maintain and upgrade tile above mentioned roads and bridges, and
WHEREAS, Walton County has experienced additional expenses as a result of hiring
engineers necessaxy to obtain said pertnits, and
WHEREAS, Representative Brown has recognized that the time and costs associated with
said permits are unnecessary and burdensome, and obtaining these permits hinders Walton
County's ability to protect the environment and provide for the health and welfare of its citizens,
NOW THEREFORE, BE IT RESOLVED that the Walton County Board of County
Commissioners supports Representative Brown's proposed amendment that would exempt the
county from pennits for paving certain existing bridges and roads.
A copy of this resolution shall be made available to the Governor of the State of FIorida,
the Florida Legislature, Walton County, and all interested parties.
Adopted by the Walton County Board of County Commissioners in Session at DeFuniak
Springs, Walton County, Florida On the 12th day of February 2002.
