Immigration and Naturalization Services' (INS) Refugee Holding Facility in the City of Layton.
ITEM BACKGROUND:
While the citizens of the City of Layton fully support the Border Patrol and its activities, it opposes the
US Border Patrol's use of the site as a detention center/processing center/prison for illegal aliens and
believe that this use is in direct conflict and prohibited by Layton zoning laws.

under federal law with dis-
charging a firearm in a crime of
violence, using a weapon of
mass destruction affecting
interstate commerce, and pos-
session of an unregistered
firearm - the car bomb. He
faces 30 years to life imprison-
ment if convicted.
"They dismissed the first
case, which was ridiculous, and
charged him with the bombing
with no new evidence," said his
attorney Jeff Weiner.
Hodler was initially arrested
Mar. 7 on a federal law pro-
hibiting someone convicted of
domestic violence from pos-
sessing weapons or ammunition
after an investigation into the
car bombing turned up appar-
ently unrelated ammunition in
his car. In 1994, Hodler, 66,
pleaded no contest to domestic
battery of his then common-law
wife, Evon Leach, the victim of
the bombing.

Latour said an analysis of
debris from the crime scene
was ongomg.
Pat McCullah, an assistant
Monroe County state attorney,
said he is waiting for the results
of forensic tests before decid-
ing whether to file state
charges. If state charges are
filed, Hodler likely faces an
attempted-murder charge and
possibly state charges that mir-
ror the federal charges, said
McCullah.
Hodler is scheduled appear
before federal magistrate Hugh
Morgan Tuesday in Key West.

Mellia said last month the

im facility "that we could get our
officers into now." A few years
into the future, the agency would
look toward acquiring a perma-
nent facility, he said. He added
that the Layton facility would be
able to house 20 to 25 agents.
Skip Haring, administrative
assistant for the city, said most
residents seemed to be in favor of
offices for the federal agents, but
did not want a processing center
where illegal aliens are held
before being transported to
Miami.

Border Patrol station will be held
at 7 p.m. Monday at Layton City
