Item Background: At the Board's request, staff has researched the feasibility of providing active recreational facilities for Big Pine Key on all identified potential sites, including the Flea Market, the Road Prison, B&B Recycling Yard, the Old Swimming Hole, the parcel bays ide of the Old Swimming Hole, the parcel next to Habitat Landing, and Mariners Resort. The only identified site with sufficient buildable land, a clean environmental assessment, and a willing seller at this time is Mariners Resort. The Mariners Resort site was formerly developed as a motel and restaurant and consists of 9.7 cleared, upland acres and a 1.2 acre boat basin. The property is zoned SC, which allows parks and recreation as a minor conditional use. Under the proposed contract, the Land Authority would purchase the property with Preservation 2000 funds, convey the property to the County Commission, and retain a conservation easement. The use of Preservation 2000 funds will restrict future use of the property to conservation and public recreation and will allow the County Commission to devote its infrastructure sales tax to development of the site rather than acquisition costs. The Land Authority's standard purchase contract will be used, with a 120-day due diligence period and the closing contingent upon the County accepting title from the Land Authority. The agenda packet spreadsheet lists the legal description, purchase price, and closing costs for this transaction. Marlene Conaway, Director, Planning and Environmental Resources March 5, 2002 Parks and Recreation Advisory Board Action and Staff Recommendations regarding Lower Keys Recreation sites. The search for a location suitable for the development of a sizable community recreation facility in the Lower Keys has been a challenge the community and the county have faced for some time now. Many options have been explored, including the development of a series of scattered, smaller sites; looking for available sites on islands other than Big Pine; and the expansion of existing recreational facilities. At a regular meeting of the Park and Recreation Advisory Board on February 25, 2002, the Planning Department made three recommendations based on a combination of options to meet the recreational needs of the residents of the Lower Keys. The recommendations were as follows: 1. Table further consideration of the acquisition of the B&B Auto Salvage site. 2. The purchase of Mariner's Resort for use as an activity based park. 3. Continue to explore the expansion of the recreational capabilities of the Sugarloaf School. In order to address the first recommendation, the board read a letter from the owners of the B&B Auto Salvage yard indicating that they were aware of environmental contamination on their property. They are actively pursuing cleanup of the site, and anticipate that it would take up to 12 months. The advisory board expressed an interest in keeping this site in consideration in the future, but only after cleanup has been completed. The Mariner's site continued to be met with opposition from some of the neighbors. Many residents were amenable of the use of Mariner's as a community park, however the advisory board felt that all the neighbor's concerns had not been adequately addressed. The advisory board decided to postpone a recommendation on Mariner's Resort property until April 1st. The advisory board then asked the neighbors to compile a list of questions/concerns regarding park development and then give this list to the Planning staff so that they may be addressed before the April 1 st meeting. The Planning Department continues to recommend the purchase of the Mariner's site. Most of the community is in support of this site and many of the neighbor's concerns will be addressed during the park planning process. Regarding the final recommendation, a motion was made to pursue an inter-local agreement with the School Board for the development and upkeep of the lands behind the Sugarloaf School, including the existing baseball diamond, and to include the Big Pine Athletic Association in the planning stages.
