Supplemental Information for Agenda Item L-9. c); First Day,
February 13,2001, BOCC Meeting
Enclosed are a spreadsheet and supporting maps for the above referenced agenda item related to
the EP A funded project for provision of on-site wastewater treatment systems through a
decentralized wastewater management entity. The maps depict Cold Spot areas proposed for
initial inclusion in the EP A, State, and County funded project to upgrade existing permitted on-
site systems to meet wastewater treatment standards. The spreadsheet provides specifics on the
number of unknown systems (will or are currently being upgraded), tmknown systems-resolved
(already upgraded), permitted systems (developed lots), and total number of lots by subdivision
within each Cold Spot.
The candidate Cold Spot areas were recommended by staff based on such factors as thf:. 1) number
and proximity of existing permitted systems yielding opportunities for clustering of on-site
wastewater treatment and disposal systems; and 2) the likelihood that existing systems will not be
incorporated into any central systems proposed for nearby Hot Spots. The preliminary three top
candidates for this program are: 1 )Summerland Key (Project #6); 2) Upper Sugarloaf (Project #4);
and, 3) Cudjoe Key (Project #5).

As you have requested, I am forwarding to you the draft summary of findings and conclusions by the Monroe
County Coordinated Information Exchange Project Team.
The full report will be submitted to the EPA Project Officer, Joyce Hudson, shortly, and will be forwarded to the
County following EP A review.
I spoke with Jerry Stonebridge and Jim Kreissl about Sugarloaf Key. A demo project which included individual
onsite systems, cluster systems, and a large package plant appears to be consistent with the advisory
recommendations we have made. We believe that incorporation of stormwater retention and reuse would be
valuable, as well. Management of systems is a critical factor for success of the demo project.

Re: Monroe County, FL Demonstration Project Site Visit
On February 22-23,2002, a site visit was conducted in Monroe County, Florida, in order
to stimulate progress in the County's development of a Community Decentralized
Wastewater Demonstration (Demo) Project proposal to EP A, to meet with Demo Project
proponents and Monroe County leaders to discuss options for design of the project, and
to tour some potential sites in the proposed project area. The primary goals of the site
visit, consistent with the Coordinated Information Exchange Project (CEIP) of the
National Capacity Development Project (NCDP), were (1) to review and comment on
possible proposal options, including technologies, management, monitoring, regulatory
development, training issues, and other opportunities, and (2) to discuss goals and
objectives of the project, and describe methods and approaches used in other parts of the
country. These discussions and this Site Visit Report are advisory only, and do not
represent official EP A policy or decisions.
The three members of the Expert Panel (Nelson, Kreissl, and Stonebridge) were joined in
this site visit by Dick Otis, Damann Anderson, and Larry Coffman, who have also
provided input to this report. Meetings were held with Monroe County Commissioners
Dixie Spehar, George Neugent, and Murray Nelson; and visits were made to Bay Point,
Conch Key, Big Pine Key, Wynken, Blynken, and Nod subdivision, Ocean Cove, and the
Islander Resort. Comments were also received from Commissioner Nora Williams, via
Mr. Freeman, who requested that possible locations for the demo be consistent with the
County's Comprehensive Wastewater Master Plan.
SUMMARY OF FINDINGS AND CONCLUSIONS
. while controversies over the involvement of the Florida Keys Aqueduct Authority
have prevented contributed to delays in the submission of a proposed work plan
over the last two years, there continue to be significant opportunities for
development of a Community Decentralized Wastewater Demonstration Project
in the Florida Keys;
. a range of demo project sites, including all the specific locations visited, would be
consistent with a properly-implemented Master Plan and with the intent of the
Congress in funding the Project;
. a demo project involving construction and management of individual on-site and
cluster systems at one or more locations would demonstrate the capability of
innovative decentralized technologies to address high-risk water quality
impairment on individual Keys, without requiring extensive use of connecting
pipes to be constructed from one Key to another at this time;
. the development of an appropriate management framework is essential to have
any chance of success for the project;
. integration of both stormwater retention and treatment in the proposed locations,
as well as wastewater recycling and reuse, will greatly enhance the value of the
demo project for the Keys and as a national project;
. research on performance of innovative on-site and cluster systems, and
monitoring of nl?arby canals, beaches, and nearshore waters before and after
installation of systems would be valuable components of a demo project;
. public participation and involvement in the demo project should be assured;
. future implementation of the County's Master Plan would benefit from greater
recognition of standard infrastructure planning practice, in particular with regard
to: establishment of priorities for allocation of resources to the highest risks; use
of detailed facilities plans for specific priority areas, prior to award of
construction contracts; provision for local citizen input in facility planning efforts;
adjustments for changes in real-time, site-specific costs for various technology
options and management and approaches over time; and leveraging of state and
federal funding sources in the context of a strategic plan which sequences projects
over an extended time period;
. on-site system effluent standards may be excessively stringent, given the risk that
they constitute to water quality vs. the costs to achieve the standards and the lack
of due consideration of needed water reclamation. These standards could
potentially be reconsidered by the County and the State of Florida, at least for
demonstration purposes;
. the County could benefit from development of a fertilizer management program
and a stormwater minimization program for new development.
