ITEM BACKGROUND:
March. 2001 Florida Department of Community Affairs, Emergency Management announces
availability of $50,000,000 (nationwide) in Competitive Supplemental Federal Hazard
Mitigation funds.

Growth Management, Habitat for Humanity (Lower Keys) and Monroe County Housing

A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF
MONROE COUNTY, FLORIDA, AUTHORIZING THE ASSIGNMENT
OF RECAPTURED RENTAL REHABILITATION PROGRAM FUNDS
IN AN AMOUNT NOT TO EXCEED $5,000 TO THE SPECIAL
PROGRAMS OFFICE FOR THE COMPLETION OF A POTENTIAL
COMPETITIVE SUPPLEMENTAL FEDERAL HAZARD MITIGATION
GRANT ON BEHALF OF RESIDENTS OF MONROE COUNTY
WHEREAS, The Special Programs Office, Monroe County Housing Authority is the County's
program administrator for the County's recaptured funds from the Rental Rehabilitation Program
with the State of Florida; and
WHEREAS, in March 2001, the Florida Department of Community Affairs, Division of
Emergency Management, issued a Notice of Availability of Competitive Supplemental Federal
Hazard Mitigation Funds, and;
WHEREAS, the Special Programs Office, in cooperation with Habitat for Humanity of Key West
and Lower Florida Keys, Inc and Monroe County (Growth Management), have initially identified
a project or projects that may be eligible for consideration of said funding, and;
WHEREAS, for the Department of Community Affairs, Division of Emergency Management to
secure a reservation of said funding, on behalf of potential a project or project(s) in Monroe
County, must prepare and submit an project application no later than April 30, 2002, and;
WHEREAS, said application requires the collection and organization of substantial local
neighborhoodfhousing data, community outreach (mailings/public meetings) and the completion
of a local mitigation pre-application;
NOW, THEREFORE, BE IT RESOLVED, by the Board of County Commissioners of Monroe
County, Florida, that the County hereby:
Authorizes payment/reimbursement, not to exceed $5,000.00, from Fund 100-01004-530340
(Rental Rehabilitation) to the Special Programs Office, MCHA for costs incurred in support of a
Department of Community Affairs application for Competitive Supplemental Federal Hazard
Mitigation Funds on behalf of potential project(s) in Monroe County. This shall include the
collection and organization of local neighborhoodfhousing data, community outreach
(mailings/public meeting) and completion of a local mitigation pre-application. In the event
federal/state funds are awarded, the cost incurred under this Resolution shall be reimbursed to
Monroe County and the fund referenced herein.

OVERVIEW
A congressional appropriation has made available $50,000,000 in Competitive Supplemental
Federal Hazard Mitigation Funds. The funds available are outside of the existing federal and state
hazard mitigation programs and for hazard mitigation projects within select local communities
including Monroe County.
On several occasions representatives of the Department of Community Affairs, Division of
Emergency Management have discussed with Monroe County (Growth Management), Monroe
County Housing Authority and Habitat for Humanity (Lower Keys) securing a portion of the
federal funds for a potential Monroe County project(s). These entities are or have successfully
administered federal and state hazard mitigation construction funding.
Should funding be secured, it is proposed that local residents residing in certain mobile homes
effected by hurricane flooding, be offered the opportunity to replace their existing mobile home
with a new, elevated modular unit of similar size that meets current building codes. The program
would pay 75% of the cost and the homeowner would contribute a total of25%. Participation
would be strictly voluntary. It is estimated that funding may be available for approximately 50-75
homes.
In order for DCA to secure the federal funding, they are requesting detailed housing and
neighborhood data, benefit/cost analysis and budget information. This data must be prepared in
order for DCA to meet an April 30, 2002 federal deadline for proposals.
The Special Programs Office, MCHA is working to collect the necessary information in an effort
to assist DCA in securing funding. In the event the application is successful the local entities must
refine the proposal and develop a cooperative implementation plan. Our current focus is to assist
DCA in securing a reservation of the federal funding.
